      • 인공지능의 윤리적 사용을 위한 정책대안에 관한 연구

        Although Korea is still focusing on improving and expanding artificial intelligence technology due to its lack of artificial intelligence technology, it cannot neglect the issue of artificial intelligence ethics. The study aims to look at the concept and importance of artificial intelligence ethics, cases of artificial intelligence ethics infringement, discussions on artificial intelligence ethics and related issues, and to explore improvement tasks. The derived policy alternatives are as follows: First, securing artificial intelligence ethics can contribute to the ethics of artificial intelligence in the international community by upgrading the domestic artificial intelligence ethics charter. Second, it is the establishment of ethical standards for artificial intelligence and ethics education. A systematic and standard ethical standard of artificial intelligence is needed, and education on the ethics of artificial intelligence should be provided to universities or ordinary citizens. Third, by establishing an artificial intelligence post-supervision system and a compensation liability system, a system that can track and evaluate problems caused by using artificial intelligence after death is needed to define the responsibility requirements of artificial intelligence, and it is necessary to consider introducing an insurance system to compensate for damages that cannot be blamed to anyone. Fourth, companies that develop or use artificial intelligence technology as a way to strengthen the ethical responsibility of artificial intelligence need to come up with a system to strengthen the ethical responsibility of artificial intelligence. Fifth, research to secure the safety of artificial intelligence must be carried out at a national level.

      • 문재인 정부의 대북정책 소고 - 주한미군철수 찬반논의를 중심으로

        This study discusses how to re-establish the status of USFK in the future through a poetic discussion on the pros and cons of the withdrawal of US troops stationed in South Korea in the context of improving inter-Korean relations and improving inter-Korean relations with the birth of the Moon Jae-in government. We want to provide a point. If the Moon Jae-in government’s three major goals of the Korean Peninsula policy are: 1) resolving the North Korean nuclear issue and establishing permanent peace, 2) developing sustainable inter-Korean relations, and 3) implementing a neuro-providing alliance on the Korean peninsula. In-depth discussions are needed regarding the withdrawal of USFK. Nothing would be hoped if all the conditions for complete withdrawal of the USFK were created, but if not, a multifaceted and in-depth discussion of whether the USFK should continue to be stationed and then how to stay in the USFK The main topic items could be the size of the US military, the burden of the USFK burden, and the legal issues of the USFK. In addition, based on the foundation of accurate assessment and prioritization of the national, security, military and economic strategic values of USFK, the understanding of the sentiments of the Republic of Korea and the United States, and the relationship with the countries adjacent to the Korean Peninsula, Discussion and reconceptual work will be needed.

      • 경력단절 여성의 실태와 발전방안에 관한 연구

        This study examines the current situation of career break women and prepares policy measures to prevent career break and prolongation. Suggested developments include, first, efforts to reduce prejudice and discrimination against women to promote work-family reconciliation. Second, in order to revitalize employment of careerbreaking women, efforts should be made to realize the employment support policies and systems. Third, the job search system needs to be improved and reorganized. Fourth, an effective employment program should be developed for women's career development. Fifth, promotion strategies for career development and employment welfare services or policies for women with career break should be strengthened. Sixth, psychological counseling services for career-breaking women should be actively supported.

      • 주민자치센터의 발전 방안에 관한 연구

        The Offices of EupㆍMyonㆍDong have been transformed to Community Center(Residents Autonomy Center) from 1999. Community Centers are need to activate regional community and to enforce autonomous consciousness. Community Center newly became a center of the citizens' cultural activities as the most administrative functions of Dong Office moved to the higher level of local governments according to ideal of “small but efficient government.” The aim of this study is provide policy alternatives of Community Center. As result of this study, major findings are as follows. 1)Enforcement of Community committee and it's empowerment, 2)close and systematic relationship between citizen and government should be established based on the partnership, 3)citizens' and NGOs must be participate in Community Center, 4)civic education program are to be contained the Community Center's program and so on.

        녹색성장 거버넌스 구축에 관한 연구

        As climate change is becoming a worldwide phenomenon, sustainable economic growth with less emission of greenhouse gases has emerged as a major challenge. Countries are actively promoting green growth policies to revive their economies, protect the environment and improve living standards. Therefore, the purpose of this study is search for and green growth governance model and to present policy alternatives for continuous green growth. The results and policy alternatives are as follows. First, it is in need of unification of operating system and establishment clear-cut lines of private-public role relations centering with government. Second, it is in need of a concentrated support strategy of the state budget on green technology through the selection and concentration. Third, it must be strengthen that opened technological innovation system for technology capacity improvement in the green technology sphere. Fourth, it is necessary to systematize the total mechanism of technological strategy, regulations, remodel an institutions, incentives and so on. Fifth, settlement of cooperative governance model with expanded civil society.

      • 운전면허 관리시스템 현황 분석 및 정책과제 - 고령운전자를 중심으로

        As traffic accidents caused by elderly drivers have emerged as social problems due to the entry into an aged society over time, there is a need to introduce policies such as shortening the license renewal cycle for elderly drivers and mandatory self-diagnosis of cognitive abilities. This study aims to analyze management systems related to driver’s licenses of elderly drivers, focusing on occasional aptitude tests and cognitive self-diagnosis, and derive and suggest efficient license management plans for elderly drivers by comparing and analyzing overseas cases. However, it is pointed out that occasional aptitude tests, which finally determine the maintenance of licenses of unqualified drivers, have limitations in identifying unqualified drivers in advance, lack of driving ability evaluation methods, long-term driving verification time, and reliability and duplicate tests. Policy tasks include 1) introducing a third party’s notification system for ineligible driving, 2) introducing a practical evaluation method to verify driving aptitude, 3) managing safe driving for suspended drivers, 4) shortening the period of occasional aptitude tests, and In self-diagnosis of cognitive ability, 1) establishing infrastructure such as professional manpower and equipment to improve the reliability of the test method, 2) Patients with suspected dementia registered at the Dementia Relief Center were included in the notification of occasional aptitude tests, and 3) the need to provide a basis for replacing medical aptitude tests with cognitive self-diagnosis was suggested.

        지속가능한 안전사회를 위한 U-Healthcare 발전 방향

        The purpose of this study is to analyze the concept and significance of u-healthcare in Korea and foreign countries on u-healthcare and to suggest the future direction of u-healthcare in the sustainable safe society. Policy alternatives for developing u-healthcare in the future society are as follows. First, it is necessary to modify the laws and institutions related to u-healthcare in the sustainable safe society. Second, it is needed that we should lead technology standardization while securing enough technology to lead the world.. Third, In a future society, governments must come up with measures to safeguard personal health & medical information. Fourth, it is necessary to cultivate professional expert to activate u-healthcare and foster related industries continuously. Fifth, it is necessary for government to prepare measures to activate the business to actively foster u-healthcare related industries.

        고위공무원단제도의 설계와 효율적인 운영방안

          지방화, 세계화의 경향 등 급격한 환경변화와 더불어 국제시장에서의 치열한 경쟁이 가속화 되어감에 따라 기업의 경쟁력은 물론 정부의 경쟁력 제고도 절실히 요청되고 있는 현실이다. 이러한 환경변화에 대처하고 국가경쟁력을 제고하기 위한 하나의 노력으로 각 국가에서 추진되고 있는 고위공무원단제도란 상위직 공무원을 중하위직 공무원과 구분하여 통합적이고 체계적으로 관리하는 저l도를 의미한다. 이 제도는 1978년 미국 카터 행정부의 공무원개혁법에 의해서 발생한 SES(Senior Executive Service) 제도가 그 시작이라고 볼 수 있다. 이후 호주 등에서 미국식의 고위공무원단제도(SES)를 도입하게 되었고, 이와 유사하게 영국에서는 SCS(Senior Civil Service)제도를 도입하여 운영하고 있다.<BR>  이 연구는 고위공무원단제도에 대한 서구국가 및 한국의 내용을 분석한 후 2006년 7월 본격적인 시행을 앞두고 있는 한국 고위공무원단제도의 성공적인 운영을 위한 방안으로 고위공무원단에 대한 정치적 영항의 배제, 고위공무원단의 능력개발을 위한 다양한 제도 구비, 객관적인 성과관리 체계와 보수의 합리화, 합리적인 충원과정과 퇴직관리, 탄력적 인사 시스템 운영 및 인재 풀(pool)의 다양화 등을 제안하고 있다.

        지역사회 권력구조에 대한 실증연구 분석과 전망

        지역사회 권력구조란 일정 지역사회의 범위 내에서 지역의 변화를 창도할 수 있는 세력의 주체 즉, 지역사회 권력엘리트 사이에 형성되어 있는 권력배분 양태 그리고 그러한 권력엘리트간의 권력적 상호작용을 의미한다. 이 연구는 외국 및 한국에서 이루어진 기존의 지역사회 권력구조에 관한 실증적 연구들을 체계적으로 분석하고 이를 바탕으로 앞으로 진행될 것으로 전망되는 지역사회 권력구조 연구의 방향성을 제시하는 데 있다. 한국에서 진행된 지역사회 권력구조에 대한 연구들은 전반적으로 아직 초보적인 단계와 탐색적 수준에 머무르고 있고, 연구자의 관심과 제약요인에 의해 연구대상 지역에 대한 선정 역시 개별적으로 진행되어 왔으며, 이러한 선별적 연구들의 결과 해석은 지역사회 권력구조에 대한 이론정립 문제보다는 각 연구에서 활용된 방법론 중심의 논쟁이 주를 이루고 있다. 따라서 앞으로 진행될 지역사회 권력구조에 관한 연구들은 기존의 연구들이 내포하고 있는 한계점 즉, 지역사회 권력구조에 관한 기초가 되는 이론 및 방법론 배경에 관한 충분한 연구와 적용, 지역사회 권력구조 자체에서 발현되는 것으로 식별된 지도자들 사이에서 이루어지는 상호작용의 총합으로서 구체적인 관계망 분석 등을 충분히 실현해야 할 것이다. Community power structure menas power distribution shape in community power elite and power interaction of community power elite within a community. The purpose of this study is suggest direction and prospect of future community power structure study base on preceding community power structure study in foreign and korea. Community power structure study in future should fill up a soft spots of preceding community power structure study. first, A study thoroughly investigate and adaptation theory and methodology base on community power structure study. second, A study carry into analysis of power interaction and relation network among community power elite manifested in community power structure.
