The purpose of this study is to derive a plan for increasing the maintenance flow of Yeongsan river. Despite the annual average precipitation of the Yeongsan river basin is the largest among the four major rivers in Korea, the flow rate per unit area is 38.5% lower than that of the other basins. Thus, it is currently experiencing difficulties in water quality and quantity managements. In this study, not only switching multifunctionally flood control reservoirs installed in the water system but also constructing new reservoir in the Gwangju upstream are suggested as an optimal alternative to increase the maintenance flow of the river. Also, this study shows that the water use of the agricultural dams already installed in the upstream of the river can be unstable alternative because of the difficulty in discharging water from dams for the supply of the river maintenance flow in case of the overlapping of the water shortage and the agricultural water supply periods. 본 연구는 영산강 수계의 하천유지용수를 증대하기 위한 방안을 도출하기 위한 목적으로 수행되었다. 영산강 유역의연평균 강수량이 우리나라 4대강 중에서 가장 큼에도 불구하고 단위면적당 유량이 타 수계에 비해 평균 38.5% 정도로낮아, 현재 수량 및 수질 관리에 어려움을 겪고 있다. 본 연구에서는 영산강 수계의 하천유지용수를 증대할 수 있는 최적대안으로서 이 수계에 기 설치되어 있는 홍수조절지들의 다기능화 뿐만 아니라 광주천 상류에 저류지의 신설을 제시하였다. 한편 영산강 상류에 기 설치되어 있는 농업용 댐들은 갈수기와 농업용수 공급기가 겹칠 경우에 하천유지용수 공급목적의 댐 방류가 곤란하기 때문에 이들을 통한 하천유량 증대는 불안정한 대안인 것으로 나타났다.

공개공지 조성의 실태와 개선방안 : 광주광역시의 사례를 주심으로

도시의 쾌적한 공간을 조성하기 위하여 공개공지는 시민대중을 위한 공간으로서 그 역할을 다하지 못하고 건축허가의 요건으로 인식되고 있다. 본 연구에서는 공개공지 조성 계획과 관리에 대한 개선방안을 모색하기 위해 공개공지 설치형태와 이용유형 및 공개공지 관련제도의 검토와 공개공지 사례에 대한 설문조사를 하였다. 그 결과 다음과 같다. 첫째, 공개공지는 개인의 사적공간에 조성되므로 공공의 목적이 이루어지도록 건축기준완화와 유지관리에 대한 인센티브 부여 등이 필요하다. 둘째, 공개공지의 계획기준을 조례로 구체화하여 조성계획에 대한 사항이 건축계획심의와 함께 심의되도록 한다. 셋째, 공개공지 설치 면적의 합리적 기준이 요구된다. 대지면적을 기준으로 산정토록한 현재의 공개공지 면적 산정기준은 대형건축물의 경우 이용자 수에 비하여 면적이 부족하므로 건축물의 규모와 용도에 따라 다르게 공개공지 면적을 산정할 필요가 있다. 넷째, 공개공지 설치시설물의 다양화가 요구된다. 공개공지 이용자의 특성에 적합한 설치시설들의 다양성의 설치가 필요하다. The public space introduced to make a comfortable of city has not played its role as an public space and is recognized as a formal requirements for a building permit.. This paper deals with the review of the related institutions, installations and use types of public space, including questionnaire of public spaces, in order to seek improvements of institutions and planning standards for making public space. The results are as follows; First, since public space is built in a private space, its related institutions should be improved by mitigation of building code and giving incentives to its maintenance and management for achieving public purposes. Second, the planning standard of public space should be embodied by regulations and the matters of public space should be reviewed with architectural design. Third, the rational calculation standard of public space installation is required. Since current public space calculation standard based on its site area lacks the area compared to the number of users in the case of big buildings, public space should be calculated according to the size and use of buildings. Fourth, the diversification of public space facilities is required. The installation of various facilities suitable to the characteristics of public space users is required.

이 논문은 영국 도시설계의 성격을 고찰한 것이다. 주요 내용은 도시계획과 도시설계의 관계, 도시설계의 역할, 도시설계와 관련한 지침 그리고 도시설계의 요소 등에 관한 검토와, 글래스고市 도시설계의 사례 등이다. 결론에서는 도시설계의 특징을 제시하였다 : 도시설계는 개발계획(도시계획)에 포함되는 디자인 정책의 핵심이며, 개발허가의 기준이다 ; 도시설계는 정부의 계획지침, 평가, 계획정책, 보조 디자인지침 이라는 계층적 접근의 틀을 가지고 있다 ; 도시설계요소가 확대되는 경향이다 This paper is the study on the characteristics of British urban design. The main contents are the studies of the relationship of development plan and urban design, the role of urban design, the guidance for urban design, the elements of urban design and the urban design for Glasgow as example. In the conclusion, the characteristics of British urban design is presented : urban design is the core of design policy in development plan, and the criteria for planning permission ; urban design has hierarchical approach framework - government planning policy guidance, appraisal, plan policy, and supplementary design guidance ; urban design elements show a tendency to increase.
