중첩적 공진화(Dual Co-Evolution)를 통한 대북 전략

우리의 대북정책은 미래 통일을 위한 초석임에도 불구하고 정권의 성향에 따라 부침을 거듭해 왔다. 이에 본 필자는 최근 많은 연구에서 회자가 되고 있는 ‘공진화’에 주목하였다. 공진화는 어떤 개체가 다른 개체들의 진화에 부분적으로 의존하거나 다른 개체들과의 맥락에서 진화하는 것으로 행위자 또는 행위자 집단의 전략적 행동들의 조합이라고 할 수 있다. 이를 남북관계에 적용하면, 북한의 변화만 필요한 것이 아니라 남한 및 주변 국가의 동시적 변화, 즉 공진화가 필요하다는 것이다. 본 필자도 이에 동의하며 일반적 공진화의 개념을 한 단계 더 발전시켜 ‘중첩적 공진화’를 적용하여 경제와 관련한 대북정책의 방향을 제시하고자 한다. 제1공진화는 남북한 간의 공진화로, 남북경협에 있어서 개성공단과 같이 남북한 간 장점을 살려 서로에게 ‘윈윈’이 되는 전략을 구사하는 것이다. 제2공진화는 북한 정권과 북한 사회 간 공진화로, 김정은 정권과 북한 사회와의 상호작용을 말한다. 북한 정권이 사회의 변화를 반영하기도 하고 때로는 북한 정권이 사회의 양상이나 수용자 태도 등을 변화시켜 진화하는 것이다. 최종적으로 우리의 대북정책이 나아가야 할 방향은 제1공진화를 통해서 남북한 간의 상호작용으로, 상생을 해서 공진으로 나아가며 제2공진화를 통해 북한 정권과 주민 사회 간 상호작용을 통해 변화하고 상생해서 공진으로 귀결되는 중첩적 공진화가 이루어져야 한다. Our policy toward North Korea has fluctuated with the regime’s tendency, despite being the cornerstone for future unification. In this regard, I have paid attention to the ‘Co-Evolution’ that has been discussed in many recent studies. Co-Evolution can be said to be a combination of actors or actors group’s strategic actions in which an individual is partly dependent on the evolution of other entities or evolves in the context of other entities. Applying this to the inter-Korean relations, it is not only the change of North Korea but also the simultaneous change of South Korea and neighboring countries, that is, the Co-Evolution is necessary. The author agrees with this and the concept of general Co-Evolution is developed one more step, and the direction of North Korea policy related to economy is proposed by applying ‘Dual Co-Evolution’. The first Co-Evolution is to cooperate between the two Koreas and to use the advantages of the two Koreas such as the Gaesong Industrial Complex in the inter-Korean economic cooperation to make a strategy of ‘win-win’ for each other. The second Co-Evolution is the cooperation between the North Korean regime and the North Korean society, which refers to the interaction between the Kim Jong-un regime and the North Korean society. This means that the North Korean regime reflects the changes in society, and sometimes the North Korean regime evolves by changing the aspects of society and the attitudes of the people. Finally, our policy toward North Korea should be a Dual Co-Evolution, in which the two Koreas evolve jointly through the first Co-Evolution, and the North Korean regime and the society evolve through the second Co-Evolution.
