The nature of design evaluation is studied in order to understand the role of design evaluation in design process and society. It is tried to answer question of why design evaluation is so complex and highly often misused by studying design process and evaluation scales. The transition of design process is examined: design by craftsman, first-generation design method, and second-generation design method. Four kinds of evaluation scale are discussed: ratio scale, interval scale, ordinal scale, and nominal scale. Four different views on design goals are reviewed and are discussed as criteria for the design evaluation: users' goals, financial goals, material and technological goals, and cultural goals. It is suggested that design be evaluated not by its direct and literal results but by its implication in user's, society, and culture.
