중심축 하중을 받는 고온상태 강재기둥의 압축강도에 관한 연구

중심축 하중을 받는 고온상태 강재기둥의 압축강도를 해석하기 위하여 새로운 유한요소 해석모델을 제시하였으며, 기존 연구를 대상으로 해석가정 및 유한요소해석 기법을 비교 분석하였다. 또한 유한요소 해석결과를 바탕으로 새로운 고온상태 강재 기둥의 설계식을 제안하였으며, 해석결과 및 실험연구 결과와 비교하였을 때 AISC와 EC3 설계식보다 본 연구의 제안식이 고온상태 강재기둥의 압축강도를 정확하게 표현하는 것을 확인하였다. In order to evaluate compressive strength of centrally-loaded steel column at elevated temperature, new FE analysis techniques and assumptions of model were applied in this study. It also includes comparison with the existing studies, and a new design equation for centrally-loaded steel column at elevated temperature was proposed. The proposed equation was the most accurate of the three design equations(EC3, AISC, proposed equation) when comparing with the coefficient of determination on the simulated results and test results.

한국기상청 영역기상방송(WE-FAX) 서비스 향상에 대한 연구

한국기상청에서는 지난 40여년간 영역기상방송(WE-FAX)을 제공하고 있다. 그러나 대부분의 항해사는 한국기상청 WE-FAX를 이용 하지 일본 및 미국의 영역기상방송을 이용하고 있다. 이에 따라 본 연구에서는 항해사를 대상으로 설문조사와 병행하여 한국, 일본 및 미국의 종관일기도를 조사하여 비교분석함으로써, 한국기상청의 WE-FAX 서비스 개선 방안을 제시한다. 그 결과, 교육과정중 항해사에게 한국기상청 의 WE-FAX 서비스에 대해 홍보하여 인지도를 높인다. 그리고 파랑해석도 및 지상일기예상도 등 일기도 콘텐츠를 다양화하고 항행안전에 도움 이 되는 유익한 기상정보를 추가한다. 또한 원양선의 VOS 시스템 참여를 유도하여 일기도의 정확도를 제고한다. Even though KMA(Korea Meteorological Administration) has been doing WE-FAX service in past 40 years, most of korean ship's officers use Japan/USA WE-FAX instead of KMA WE-FAX. In this regards, the authors carry out the research on the reason why the officers prefer Japan/USA service with some questionnaires to them as well as comparison and analysis of Korea, Japan & USA synoptic weather maps in order to improve KMA WE-FAX service. As a result, (1) have KMA WE-FAX service known to the officers in the course of education and training, (2) Provide additional weathe maps such as Wave analysis, Surface forecast and add useful weather informations to enhance navigational safety, (3) persuade ocean-going ships to participate VOS to provide more accurate weather maps.

본 연구에서는 유류오염방제교육애 관한 IMO 국제기준, 선진해양국 및 한국 유류오염방제교육을 상호 비교분석하여 향후 우리나리 방제교육과정을 개발하기 위한 연구를 수행하였다. 그 결과, 기본적으로 IMO 모델코스를 기준으로 교육과정을 편성하고, 이 교육의 사전 교육으로 방제기초과정을 신설한다. 그리고 단계별로 연관성 있게 내용을 구성하고 초급단계에서는 현장실습위주로, 상급교육에서는 도상훈련 등 모의훈련 비중을 상향조정한다. 그리고 해안오염에 추가하여 해안방제평가기법 과정을 추가하고, 또한 교육이수자의 최신기술 보완 및 갱신을 위한 보수교육과정을 포함하여 총 9개과정을 개설할 것을 제안한다. In this paper, the author carried out the study to develop oil spill response training courses for competent responders examining IMO guidelines and response training courses of developed maritime countries as well as Korea. According to a result of study, fundamental training courses are to be established on the basis of IMO guideline, and also to prepare pre-arranged brief course like Basics of Spill Response for beginner. The courses should be step-by-step related with mutual continuous contents, and more times are given to on-site training for basic course and to classroom lecture with desk-top exercise for advanced course. Besides, SCAT shall be added to shoreline cleanup course, finally it is advisable that total 9 types of courses are established with additional refresh course.

한국기상청 영역기상방송(WE-FAX) 서비스 개선에 관한 연구

한국기상청에서는 지난 40여년간 영역기상방송(WE-FAX)을 제공하고 있다. 그러나 북서태평양을 통항하는 대부분의 항해사는 한국 기상청 영역기상방송을 이용하지 않고 일본 및 미국의 영역기상방송을 이용하고 있다. 이에 따라 본 연구에서는 항해사를 대상으로 설문조사와 병행하여 한국, 일본 및 미국의 종관일기도를 조사하여 비교 분석함으로써, 한국기상청의 영역기상방송 서비스 개선 방안을 제시한다. 그 결과, (1) 교육과정중 항해사에게 한국기상청의 영역기상방송 서비스에 대해 홍보하여 인지도를 높인다 (2) 원양선의 VOS 시스템 참여를 유도하여 일기도의 정확도를 제고한다 (3) 외양파랑도 및 지상일기예상도 등 일기도 콘텐츠를 다양화하고 항행안전에 도움이 되는 유익한 기상정보를 추가하는 방안을 제시한다. 본 연구에서는 한국해양경찰의 교육시스템과 선진해양국의 유사기관의 교육시스템을 상호 비교, 분석하여 21세기 해양경찰의 역할과 임무에 적합한 교육제도의 개선방향에 대해 연구하였다. 그 방안으로 해양경찰은 다양한 루트를 통해 우수한 간부인력을 수급하여 이에 적합한 교육프로그램을 개발하여야 하며, 21세기 발전모델을 토대로 미래지향적인 교육제도를 개발하여야 한다. 또한 교육내용과 교육과목을 해양경찰 관련분야를 전반적으로 취급할 수 있도록 조정하여야 하며, 신규임용자에 대한 교육 및 현직자의 직무교육을 위하여 해양경찰학교 및 자체 교육장을 신설 및 확장하여야 한다. To improve the educational system of Korea Maritime Police Agency(KMPA), the authors investigate and evaluate the present course and curricula in details comparing with the systems of US Coast Guard and Japanese Coast Guard As a result, it is suggested that KMPA try to recruit good-quality officers through the diverse route, develop the future-oriented educational, system, adjust the course and curricula to meet KMPA's role and mission for 21st century. Besides, it requires that KMPA establishes its own institute to carry out the recruit training and re-freshening courses for both the officers and enlisted person.

As the Busan harbor is getting susceptible to oil Pollution. the authors analyze the historical records of oil spill accidents and investigate the shoreline features. In addition. we evaluate the response capabilities and compute the required stockpiles of marine oil spill response with the worst case scenario in this area. As a result, it is shown that the recommendable oil spill response is to contain and mechanically recover all oils at sea surface in winter. while chemical dispersants can be used in summer with mechanical containment and recovery, and it is also found that off-shore booms of 3,000m and off-shore skimmers of 986MT/hour recovery rate should be stockpiled with 10,000∼60,000 liters of concentrate chemical dispersant and small amount of synthetic organic sorbents for possible use.
