부산신항 경쟁력 제고를 위한 성공적인 항만클러스터 구축방안

본 연구의 목적은 부산 신항의 경쟁력을 제고하기 위해 항만클러스터를 성공적으로 구축하는 방안을 제시하는데 있다. OECD보고서와 선행연구에서 제시하는 성공적인 클러스터 구축조건에 의거하여 부산항의 여건을 평가하고 이에 따라 성공적인 항만클러스터 구축요인을 추출하였다. 추출된 요인에 대한 경제적 효과는 구조방정식 모형분석에 의해 검정하였고 실증분석결과는 다음과 같다. 실증결과에 의하면 첫째, 부산신항의 활성화를 통해 물동량 증대, 항만 경쟁력 제고, 부가가치창출 및 고용의 증대를 가져오기 위해서는 차별화된 원스톱 종합물류체계의 구축이 매우 중요하며, 국가적 차원에서의 전략적 지원이 다른 성공요인보다 우선적으로 이루어져야 한다. 둘째, 이러한 부산신항의 성공적인 항만클러스터 구축은 항만자체의 경제적 효과뿐만 아니라, 국가적 차원의 경제적 효과도 유인 것으로 사료되고 있다. 이러한 본 분석결과는 부산신항의 항만클러스터의 성공화를 위해 국가적 차원에서 지원되어여야 하며 물류산업을 국가성장동력 산업 화하는 것이 시급한 것으로 평가된다. This study aims to identify the factors to enhance the competitiveness of Busan new port terminals and suggest the methods to make a successful port cluster in Busan. First, we analyzed the current situation and environment in Busan ports and estimated the factors affecting port cluster in Busan. Second, we used structural equation modelling to find out the economic effects upon previously-found factors. Distinctive one-stop services in overall logistics processes are important and necessary to enlarge amount of commodities handled, value-added services and the number of employees and to manage port competitiveness. A successful port cluster in Busan ports will not only affect the regional economy in Busan and adjacent areas, but also the national economy. In this regard, the logistics industry needs to be regarded as a major industry, not just a supporting industry and supported by the central government.
