노동시간 단축에 대한 사회적 요구가 강해지고 있는 상황에서 현대자동차 노사의 주간연속 2교대제의 실시를 통한 노동시간 감축 및 야간근로의 폐지합의는 노동시장 및 노사관계에서 매우 중요한 전환점이다. 더욱이 노동시간단축은 단순히 노동시간의 조정을 넘어서 생산 시스템 전반에 영향을 미친다는 점에서 매우 중요한 변화이다. 본 논문은 현대자동차 주간연속 2교대제의 도입과 그에 따른 노동시간 단축이 기업의 생산성, 고용창출 및 노동력 활용 등에 어떠한 영향을 미치는지 분석했다. 노동시간의 단축에 따른 생산물량의 손실을 보존하기 위해 기업이 선택할 수 있는 방법은 두 가지로 요약된다. 하나는 노동강도를 강화해 생산성을 증가시키는 것이며, 다른 한 가지는 신규투자를 통해 설비를 확대하고 근로자들을 추가 고용하는 것이다. 전자는 노동조합의 저항이, 후자는 기업의 반대가 크다. 따라서 경쟁하는 두 가지의 방법을 어떻게 조율할 것인가가 핵심적 쟁점이며, 본 논문은 이러한 쟁점의 해결을 위한 대안을 제시하고자 했다. 아울러 본 논문에서는 이미 규범적 차원의 이슈이자 제도적 요구로서 추진되는 노동시간 단축의 사회경제적 효과를 다양한 차원에서 살펴보고, 사회적 비용을 최소화할 수 있는 방법을 모색해 보고자 했다. Social demands for working time reduction are getting stronger. In this situation, the labor-management agreement at Hyundai Motor Company on working time reduction and abolition of night work through the change to daytime two shift system implies significant transformation. The reduction of working hours is very important as the change will affect not only the entire production system but also the adjustment of working hours. Our research analyzes how the change of shift system and working time reduction at Hyundai Motor Company impact on productivity, employment creation and labor utilization, etc. The choice for the company to compensate the production loss due to working time reduction will be summarized in two ways: The first is the increase of pitch time and the second is the method of expanding facilities and hiring more workers through new investment. The trade unions resist the first way, and the management opposes the latter way. In short, the key issue is how can the two competing methods be coordinated. Our research tries to suggest the alternative ways to solve the dilemma. In addition, this paper takes a look at the various dimensions of the socio-economic effects of the reduction of working hours on industrial relations and labor market.
