본 연구의 목적은 북한이탈주민 지원정책 변동과정을 정책네트워크 모형을 적용하여 정책네트워크 유형과 정책 산출에 미친 영향을 파악하고자 하였다. 연구대상은 “북한이탈주민의 보호 및 정착지원에 관한 법률”이 제정된 1997년부터 2013년까지의 북한이탈주민지원에 관한 정책이다. 연구방법은 사례분석의 성격상 문헌연구 방법을 이용하여 각종 북한이탈주민 지원정책 관련 자료를 수집하여 이에 대한 변화 양상을 검토하고 분석하였다. 본 연구결과, 북한이탈주민 지원정책 산출에 영향을 미치는 요인으로는 환경적 맥락에 있어 정치적 환경인 정부의지와 사회적 환경인 북한이탈주민 입국자 수, 탈북유형, 사회 부적응이 영향을 미쳤다. 정책 네트워크 요인으로서의 주도적인 행위자는 정부로부터 다양한 주체들이 참여하는 형태로 변화되었으나, 여전히 정부주도로 이루어지고 있다. 정책네트워크 유형은 국가주도 유형에서 정책공동체 유형으로 점차 변화되는 양상으로 나타났으며, 정책 산출로서의 정책내용은 ‘맞춤형’ 정착지원을 강화하는 방향으로 북한이탈주민 지원정책이 이루어지고 있음을 알 수 있었다. The purpose of this study is to know a policy network type and the effect on policy outcome by applying a policy network perspective to the support policy change of North Korean refugees. The subject in this study was support policies of North Korean refugees up to 2013 from 1997 when "North Korean Refugees Protection and Settlement Support Act" was enacted. For this study, we had collected several data regarding support policies of North Korean refugees using a literature review considering the character of case analysis, then reviewed and analyzed changes of pertinent policies. According to the result of this study, there are some factors to effect the outcome of the support policy of North Korean refugees. As a political context, the government will and as a social context, number of North Korean refugees to come to South Korea, type of defection and social maladaptation have effected on the policies. The main actor as a factor of policy network has been changed from the government to the participation of multi-stakeholders, but still the policy is being done led by the government. The type of policy network has been getting changed from government-led type to a policy community type. And from this study, we understood that the support policies of North Korean refugees have been done with the contents of policy as policy outcome that strengthen "customized" policy to support settlement of North Korean refugees in South Korea.

본 연구의 목적은 요양보호사들의 직무교육이 만족수준에 머무르지 않고 실질적으로 이들의 직무교육과 직무연관성과의 관계는 어떠한지, 직무연관성에 영향을 미치는 요인은 무엇인지에 대한 분석을 통해 직무교육의 실효성에 대한 기초 자료를 제공하는데 있다. 이를위해 본 연구에서는 요양보호사들의 전반적인 직무교육 및 직무연관성 정도, 개인 및 근무특성에 따른 직무교육과 직무연관성의 차이, 직무교육과 직무연관성과의 관계, 직무연관성에 영향을 주는 요인이 무엇인지를 살펴보고자 하였다. 본 연구에 참여한 조사대상은 서울·경기지역에 근무하고 있는 요양보호사 중 직무교육에 참여한 요양보호사 300명을 대상으로 설문조사를 실시하였으며, 회수된 설문지 240부 중 200부를 분석에 활용하였다. 분석결과, 요양보호사들의 전반적인 직무교육은 4.11점, 직무연관성은 4.39점으로 매우 높게 나타났다. 개인 및 근무특성에 따른 직무교육과 직무연관성의 차이에 대한 T-test 검증 결과, 직무교육에 있어서는 기관형태변수에 따라 집단간 유의미한 차이가 나타났으며 직무연 관성에 있어서는 연령, 근무경력, 기관형태 변수에 따라 집단간 유의미한 차이가 있는 것으로 나타났다. 직무연관성에 미치는 요인을 알아보기 위한 다중회귀분석결과, 근무특성 중근무시간과 근무경력, 직무교육내용 중 “노인인권과 직업윤리”, "치매의 이해“ 변수가 직무연관성에 유의미한 영향을 미치는 결과가 나타났다. 이와 같은 연구결과를 토대로 요양 보호사들의 직무교육을 중심으로 실천적·정책적 제언을 제시하였다. The purpose of this study was to provide basic data about the effectiveness of job training through analysis of the relations between job training and job relevance, and the factor influencing on job relevance as well as the level of satisfaction of job training of care workers. For this study, we surveyed 300 care workers who participated in job training and are working in Seoul city and Gyeonggi province, and analyzed 200 collected questionnaires out of 240. According to the survey result, generally job training level and job relevance level of care workers showed higher scores as average 4.11 and 4.39 points respectively. Also according to the T-test result about the job training and the difference of job relevance based on individual character and working condition, significant difference among groups in job training was found depending on the type of institutions; and significant difference among groups in job relevance was found depending on age, working experience and the type of institutions. Based on the result of a multiple regression analysis to know factors related with job relevance, working hour and experience among working characters; and "elderly people``s rights and vocational ethics" and "understanding of dementia" among job training curriculums had a significant influence on job relevance. Based on this result, this study proposed practical and policy suggestions centered on the job training of care workers.
