Non-point source pollutants have characteristics the render them difficult to manage owing to the uncertainty of flow paths. As agricultural non-point sources account for more than 57% of non-point source pollutants, the necessity for management is increasing. This study examines the possibility of utilizing land cover maps to suggest a more appropriate method of setting management priority for agricultural non-point sources in the Daecheong Lake area and draws implications by comparing the results derived using the cadastral map, as mentioned in the TMDL Basic Policy. To define the prioritized areas for management, the pollution load was calculated for each subbasin using the formula from the TMDL technical guidelines. As a result, the difference in the average pollution load between the land cover map and cadastral map ranged from 11.6% to 21% among the subbasins. In almost all subbasins, there were differences in the ranking of management priorities depending on the land information that was used. In addition, it was found that it was reasonable to use the level 3 land cover map to calculate the load generated by the land system for examining the implementation goals and methods of each data and comparing them with satellite images.

The Korean mobile service market has persistently grown with the number of subscribers and volume of mobile traffic. It shows the slow diffusion of 5G subscribers, and rapid growth of both the MVNO(Mobile Virtual Network Operator) market and unlocked mobile phones. Therefore, this study derives the direction of telcos' strategies and policy implications by empirically analyzing the usage and attitude of LTE and 5G subscribers. Our major findings are as follows: First, our current mobile service subscription market constitutes most long-term customers for their incumbent carriers only by device change from lock-in with bundle services. Mobile tariffs, data speed, and benefits of bundle services are important factors affecting choices and customers' satisfaction with a provider and intentions of churning to another. Second, demand and satisfaction for using 5G are less because speeds and service tariffs act as pain points for 5G services. Third, the users' high preferences for MVNOs and unlocked mobile phones are linked to their subscription to MVNOs' low-cost plans with unlocked mobile phones on online channels. These streams lead to a big change in the market competition that MNO(Mobile Network Operator)s' market shares are expected to decrease and MVNOs' shares will be increased by two times, in the near future. Therefore, MNOs need to change their distribution strategies from offline to online channels and try to resolve the stereotype, "mobile tariffs are expensive," by enhancing their service values. Finally, as consumers prefer one-stop service in the same channel regardless of the distribution channel, policies should focus on the consumers' needs for convenience rather than on the channel separation for perfectly unlocked mobile phones.
ICT 생태계 구축을 위한 기업 전략 분석 및 정책 제안

본 연구는 생태계 중심으로 변화하는 ICT 산업 환경 하에서 국내 ICT 기업들이 생태계 경쟁력을 갖기 위해 필요한 정책을 제안한다. 이를 위해 본 연구에서는 ICT 사용자들의 특성 및 소비 트렌드 변화를 분석하고, 비즈니스 생태계 이론을 바탕으로 글로벌 ICT 기업인 애플과 구글의 생태계 추진 전략을 살펴보았다. 또한, 국내 ICT산업의 문제점을 살펴보고 해외 ICT 정책을 분석하여 국내 기업들이 생태계 경쟁력을 강화하기 위해 필요한 정책방향을 스마트한 생태계 조성, 전략적인 생태계 육성, 그리고 지속가능한 생태계의 3단계로 구분하여 제안하였다. 본 연구의 결과는 ICT 생태계 조성을 지원하기 위한 정부 정책 수립에 유용한 지침과 시사점을 제공할 것이다. This paper proposes policies for developing ICT ecosystems so that Korean ICT companies can have a competitive power under the changing ICT industry environment. It analyzes the changes of user characteristics, their consumption trends and ICT industry environment. It also examines problems of domestic ICT industry and overseas ICT policies. In addition, it investigates the ICT ecosystem strategies of Google and Apple based on the theory of business ecosystem. This study suggests government policies for establishing a smart ecosystem, incubating a strategic ecosystem, and maintaining a sustainable ecosystem. The findings of this study provide additional insights and guidelines for policy makers to develop effective ICT ecosystems.

본 연구에서는 1998년에서 2008년까지 최근 10년간 국내에 출판된 그림책 중에서 수학그림책 50권을 선정하여 수학그림책의 주제와 유치원 지도서 생활 주제와의 관련성, 수학 개념의 범주, 이야기의 구성ㆍ언어적 표현력ㆍ등장인물의 문학적 특징, 그리고 삽화의 매체 및 예술적 양식에 대해 분석하였다. 본 연구의 분석결과는 다음과 같다. 첫째, 수학그림책의 주제는 ‘유치원과 친구’가 가장 많았으나, 대체로 다루고 있는 주제는 매우 제한적이었다. 둘째, 수학 개념 중‘수’ 개념을 다룬 수학그림책이 가장 많았으며‘규칙성’이나‘통계’에 대한 수학그림책은 거의 없었다. 셋째, 수학그림책의 문학성을 살펴본 결과 수학그림책은 이야기의 플롯과 언어적 표현력 등 문학성이 낮은 수준인 것으로 나타났으며, 등장인물은 동물을 의인화 한 수학그림책이 가장 많았다. 마지막으로 수학그림책 삽화의 매체와 예술적 양식에서는 수학그림책 삽화의 매체는 수채화가, 예술적 양식은 재현주의 양식이 가장 많이 사용되고 있었다. 수학그림책이 통합적 교육과정 구성을 위한 교수 매체로서의 활용도가 높음을 고려할 때, 문학성과 예술성을 갖추고 여러 수학 개념을 다루며 다양한 주제를 포함하는 수학그림책이 폭넓게 개발되어, 유아 교육 현장에 많이 보급ㆍ활용되어야 할 것이다. This study examined 50 math picture books published for children in Korea between 1998 and 2008, analyzing their themes, the scope of mathematical concepts, literary qualities such as story plots, linguistic expressions and literary features of characters, as well as the medium for drawings and their artistic styles. The findings of this study can be summed up as follows: First, the theme most frequently dealt with in the books turned out to be "kindergartens and friends," but the contents were very limited in scope. Second, the most widely used mathematical concept was "number"; In contrast, the concepts of "patterns" and "statistics" were covered by few books. Third, the books were generally low in their literary quality in terms of such features as story plots and linguistic expressions. The most commonly used characters were animals, which were personified as human beings. Lastly, watercolor was the most prominent medium for drawings of the books, and representationalism was the most frequently used artistic style. Picture books for mathematical learning are highly useful as a means of teaching children under an integrated curriculum approach. Considering this, it is necessary to develop a wide range of math picture books that meet literary and artistic standards, and cover a variety of themes and mathematical concepts. Distribution of such qualified picture books for use at numerous teaching institutions will certainly help improve the quality of the nation's early childhood education.

위급상황 시 SOS 호출을 할 수 있는 스마트 매트로써 압력센서와 온도센서 등을 이용하여 독거노인의 움직임, 온도를 측정해 움직임이 오랫동안 변화가 없거나 온도가 지정해 놓은 범위에 벗어나면 위급상황으로 판단하여 SOS 문자 전송 Application을 통해 119나 직계가족에게 자동적으로 연락을 하여 독거노인의 고독사를 방지한다. 또한 자신이 위급상황임을 느꼈을 때에 매트를 반복적으로 두들김으로써 응급상황을 알려 즉시 위험을 대처한다.
