도하개발아젠더(DDA)에서는 시청각서비스와 출판산업을 중심으로 한 문화산업관련 서비스분야 협상이 현재 진행 중이다. 앞으로 문화산업은 DDA협상 결과에 의해 새롭게 만들어 진 국제규범의 적용을 받을 것이다. 한편 2001년 WTO에 가입한 중국은 유구한 문화유산을 바탕으로 문화산업을 급속하게 발전시키고 있다. 이러한 중국의 문화산업 발전추세에 맞추어 세계 주요 선진국가들을 중국의 문화산업 시장에 진입하기 위한 노력을 확대하고 있다. 그러나 아직도 중국의 문화산업에 대한 시장진입은 복잡한 행정규제 등 많은 무역장벽에 가로막혀 있는 현실이다. 이에 본 연구에서는 중국 문화산업의 현황과 국제무역장벽에 대한 분석을 토대로 한국 문화산업의 대중국 진출을 위한 시사점을 도출하는데 있다. 이를 위하여 본 논문은 일차적으로 문화산업과 국제문화무역, 그리고 문화무역장벽과 관련한 한국, 중국, 그리고 기타 국가들의 선행연구를 고찰하였다. 다음으로는 국제문화무역의 개념과 현황에 대한 분석을 실시하였으며, 또한 Grubel-Loyd의 산업내무역지수를 활용하여 미국, 독일, 영국, 이탈리아, 프랑스 등의 문화산업무역 발전국가들의 산업내 무역구조를 실증적으로 분석하였다. 또한 중국 문화산업의 국제무역장벽을 분석하기 위하여 먼저 국제무역장벽의 개념과 종류를 고찰하였으며, 중국의 문화산업 국제무역장벽을 복잡한 행정규제의 측면에서 사전심사 및 허가제도, 인쇄출판물의 감독과 규제, 수출입규제 등으로 구분하고 이를 분석하였다. Audio-visual services and publishing industries that were proposed in the DDA as the center of the field of cultural industries related services agreements are in progress. On the other hand, China`s centuries-old cultural heritage suddenly became a cultural industries which was rapidly developing after China joined the WTO from 2001. Aimed at the trend of China`s cultural industries, the main developed countries are all making an effort on entering the market of China`s cultural industries. Whereas, China`s cultural industries related administration managements are the barriers. Therefore, this study through the analysing of the international trade barriers of China`s cultural industries to elicit suggestion for entering of Korea`s cultural industries to China. Therefor, the study firstly reviews related antecedence researches between Korea、China and other countries. In succession, the concept of international cultural trade was analysed, and the Grubel-Loyd index was used in empirical analysing the evaluating the development of intra-industry trade of US, UK, Italy and France. Meanwhile, in order to analyse the barriers of China`s cultural industries, first of all, the study reviews the concept and sort of international trade barriers, and then the study analyses the barriers of examine and approve in advance, printed publications control and import and export control which based on China trivial details administration management.
