부산지역 문화산업의 성장편차를 이용한 성장영향요인 분석

Contrary to the disinterestedness from the academics, ‘cultural industry’ are receiving much interests nowadays in Korea. This study investigates the sources of industrial growth in the Busan cultural industry during the year of 2000~2007, using input-output structural decomposition analysis. With 2000 to 2007 regional I/O table the sources of industrial growth were decomposed into five sources, i.e. production, consumption expenditure, investment, export, import substitution of intermediate and final demand, and technical change. The analysis shows that the media industry sector were contributing much more to the growth of the regional industry than the other cultural industry sector. The results showed that the media industry including Pusan international Film Festival greatly influenced the growth of cultural industry. The year 2000 may prove to be a watershed year in the development of korea`s fledgling film industry with several significant accomplishment and local films making inroads in the korean marketplace. With the success of Pusan International Film Festival, Busan has started organizing Busan film community. As part of its continuing efforts in film industry development, Busan organised the Film and the Visual Arts industry bringing in film productions from Seoul and other countries. The Film and the Visual Arts industry is a civilian and government joint organization offering administrative support and all kinds. Based on success of the Pusan International Film Festival(PIFF), the Film and the Visual Arts industry in Busan has grown the major industry that will lead the Busan economy. Before fostering the Film and Visual Arts as a regional strategic industry and intensifying local industrial structure through Regional Industry Road Map, we should consider evaluating whether the regional industrial policies are effectively functioning in terms of Performance Maximization of Regional Strategic Industry. Until now, there have been few research efforts aimed at estimating policy effect of regional strategic industry. The purpose of this research is to review the process of the Film and Visual Arts industry growth in Busan, suggest the Performance assessment system for the Regional Strategic Industry Project and present a alternatives focusing on promotion strategy. This performance analysis lays emphasis on location quotient analysis(LQ) and Shift-Share Analysis. Especially, we set quantitative analysis standard and qualitative analysis standard with professional survey to consider possibility to develop growth potentiality for the region in the future as well as objective innovation capacity that the region carries. The result of this research will be contributed to settle a policy fostering the growth power industry for the local community development. we expect that this research will arrange the framework of various policies fostering regional strategic industry.

AHP 기법을 적용한 부산시 구·군별 삶의 질 비교분석

최근 도시경쟁력 관련 연구는 단순한 경제적 관점에서 벗어나 삶의 질 관점까지 적용되면서 구성원들의 삶의 질을 향상시키는 것이 주요 과제로 인식되고 있다. 본 연구에서는 구·군별 삶의 질 지수를 제시하여 지역 발전방안을 마련하고 궁극적으로는 지역활성화를 위한 기반조성에 기여하고자 하는 차원에서 사회적 합의를 전제로 객관적인 지수화 작업과 주관적 비중평가 방법을 병행하여 지수의 신뢰성과 타당성을 높이는 시도를 하였다. 주제별 전문가들의 브레인스토밍으로 평가항목을 객관적으로 선정하고, 항목별 가중치에 전문가 의사를 반영한 결과, 동부산권이 원도심보다 나을 것이라는 기존의 예상과 달리 중구가 가장 높았고, 다음으로 기장군, 서구, 강서구, 동구, 북구, 수영구, 금정구의 순으로 나타났다. 하지만 중구와 서구의 경우 평가 항목에 있는 병원과 도서관 등 기본 인프라의 축적이 상대적으로 부각되었고, 인구규모 자체가 축소되고 있다는 점을 고려해야 할 것이다. 하지만 최근 삶의 질에서 중요도가 커지고 있는 보육시설, 주택보급률, 자가비율, 녹지면적, 범죄발생율의 경우는 타 구·군에 비해 취약한 것으로 나타나 항목별로 극단적인 형태를 보여주고 있다. 이와 달리 주거중심지로 떠오르고 있는 해운대구는 종합 순위는 낮지만, 삶의 질에서 중요도가 커지고 있는 문화공연시설과 보육시설, 환경녹지, 주거치안에서 상위권에 위치하고 있다. 그리고 지표 구성 항목별로 최대 지역대비 달성도를 통해 16개 구·군별로 삶의 질 수준을 높이기 위해 관심을 가져야 할 정책적 중요 항목을 파악할 수가 있었다. 다만 본 연구에서는 부산지역에 국한하여 16개 구·군에 대해 분석하였으며, 향후에는 권역별 및 주요 대도시간의 비교분석으로 확대발전할 필요가 있다. Recently, research on urban competitiveness has been expanded from a simple economic standpoint to the viewpoint of quality of life. As a result, improving the quality of life of city members is recognized as a major task. The purpose of this study is to contribute to the development of local development plans by presenting indices in terms of quality of life and ultimately contribute to the foundation for regional revitalization. In order to achieve such a goal, we made an objective index based on social consensus and conducted a subjective weight evaluation method. Through this process, we tried to increase the reliability and validity of the index. First, the evaluation items were objectively selected through brainstorming by subject matter experts. And the expert s opinion was reflected in the indicator weight. As a result of the analysis, Jung-gu had the highest rate compared to the previous forecast that East Busan area would be better than Old Town area. And the evaluation value was higher in the order of Gyujang, Seo-gu, Gangseo-gu, Dong-gu, Buk-gu. However, the accumulation of basic infrastructures such as hospitals and libraries in the evaluation items of Jung-gu and Seo-guhe has been relatively emphasized. And the population is declining too. However, child care facilities, housing supply rate, self rate, green area, and crime incidence rate, which are increasingly important in the quality of life, are weaker than other autonomy districts. The results show an extremely contradictory form for each item. In contrast, Haeundae-gu, which is emerging as a residential center, received a high score in cultural performance facilities, child-care facilities, environmental green spaces, and housing security, which are important in terms of quality of life. In addition, it was possible to identify the policy items that are necessary to improve the quality of life for each of the 16 districts by the degree of achievement relative to the maximum area. However, in this study, we analyzed 16 districts only in Busan area. In the future, it is necessary to expand and develop by comparison analysis between wild regions and major metropolitan areas.

지방정부 메가이벤트 개최가 문화산업에 미치는 효과분석 : 부산 APEC을 중심으로

본 연구는 지방자치단체에서 개최되는 대규모 이벤트가 지역문화산업에 미치는 경제파급효과를 분석하였다. 부산 APEC이 가져다주는 문화산업중심의 지역발전효과와 부산경제에 이바지할 수 있는 구체적인 전략들을 살펴보고자 한다. 먼저 2005 APEC 정상회의의 개최의미와 문화적 기대효과를 제시한 후, APEC의 최종수요 지출현황을 조사한후 이를 바탕으로 APEC이 지역 문화산업에 직간접으로 미치는 경제적 파급효과를 생산, 소득, 고용, 부가가치 및 전후방산업연관 측면에서 측정함으로써 문화산업의 경제적 잠재력을 분석하고, 문화산업 관련 투자 및 육성의 근거 및 정책과제를 제시하였다. 기존의 메가이벤트 사업 및 이와 연계된 지역사업에 대한 파급효과 분석실태와 문제점 검토를 통하여 지역파급효과 분석방안을 개선하는 차원에서 구해진 부산지역 산업연관분석모델을 보다 객관적인 분석절차를 통해 APEC에 적용분석 하였다. This study aims to help establish strategies to host mega events in Busan by continuously analysing outcome of APEC in cultural industry projects. It also seeks its objects of maximizing and, further, keeping up APEC impact on host-city by developing APEC in cultural industry projects in many sides. In analyzing the impact on regional economy, the research presents post-APEC development plans to maximize the regional economy. Busan is now more than ready to host the APEC 2005 expecting opportunity to show the name of Busan to the worldin terms of rich culture, tourism and economics as well as diverse aspects of the city. During the APEC 2005 meetings and related events, Busan will receive very large flows of visitors, including APEC leaders and all other delegates, reaching 15,000 people. When the economic effect of the APEC 2005 is compared with that of other special grand events (e.g. the 14th Asian Games, 2002 FIFA World Cup), it exceeds the effect of those at the production multiplier effect, the value added multiplier effect and the employment effect. The purpose of this article is to investigate the Regional Linkage Effects of APEC 2005 in BUSAN using regional input-output model.

The purposes of this study are firstly to test the effects and importance of early music education on the development of musical abilities, and secondly to identify the real effects of early music education on the later proficiency of music and thirdly to get some useful suggestions on the music education at home and in schools. In this study, 349 musicians (including musician and music major college students) and 143 non-musicians were sampled and surveyed with questionnaire. Besides, 100 great musicians in the history throughout the world were selected and analysed in forms of the effects of early music education. The results of analysis from the two sources mentioned above are as follows! (1) Early education plays very important roles in the musical development. (2) Especially, it was found from this study that home atmosphere and individual tutors hip during infancy and childhood had contributed very much to the development of musical talent. (3) To vitalize music in every day life situation, we have to make the musical environment of home more affluently and deepen the music education in the school more fruitfully.
