서울특별시 수도권지역 내의 토양은 다양한 요소들에 의하여 오염되기 쉽고 오염된 토사들은 다시 원래 상태로 회복되는 것이 매우 어렵다. 하지만 이에 대한 서울특별시청(Seoul Metropolitan Government, SMG)의 시책은 일반적인 시책에 제한되어 있기 때문에, 서울특별시청은 서울시 내의 오염되는 토사의 예방에 대한 `토양 오염 경감 계획(Soil Contamination Mitigation Plans)`을 세워야할 필요가 있다. 이와 관련하여 본 연구의 목적은 토양 오염으로부터 이에 대한 예방 대책을 강화하고자 하는 계획을 제안하는 것이다. 이 연구는 3개의 부분으로 분류된다. 첫 번째로 토양오염의 사례들을 조사하였고, 두 번째로 서울시내의 토양에 대한 오염원 및 오염상태를 분석하였다. 마지막으로 서울시내의 토양 오염 경감 대책을 제안하였다. 토양 오염 경감 대책을 위한 추후의 추가적 연구로부터 제안된 계획은 오염되어질 토양을 예방하는 것에 크게 기여할 수 있다. 더욱이, 이것은 시민을 위한 안전 가업의 만족도를 상승시킬 수 있다. 이에 따라 본 연구에서는 서울시의 토양오염 예방대책에 관한 개선방안을 제시한다. Soils in Seoul Metropolitan Area are prone to contaminations from many sources and The Contaminated Soils are hard to be recovered. But Seoul Metropolitan Government(abbereviated to SMG)`s measures are limited to be some usual managements. So, SMG needs to have Soil Contamination Mitigation Plans for Preventing Soils in Seoul from being contaminated. This Study proposes Plans to develop preventing systems from Soil Contaminations. The Study consists of three parts. The first part exmaines cases of soil contaminations. The second part analyze soil contamination in Seoul. and The third part proposes the Soil Contamination Mitigation Plans in Seoul. The Proposed Plan by adding future projects for Soil Contamination Mitigation can support preventing soils from being contaminated. Further, it can contribute to improved satisfaction of safety services for citizen.

The record snowfall in Seoul Metropolitan Area in January 2010 resulted in serious problems such as traffic accidents, falls on iced roads and difficulty in patient transfer due to Seoul Metropolitan Government(SMG in abbreviation)’s limited capability of snow removal and local residents’ inadequate participation. In this study, we propose the solutions to consolidation of SMG’s snow removal capability and activation of residents’ participation. For this, we studied the current state of SMG, the global cases, the spatial analysis on the target area and the survey on residents’ recognition. As for the heavy snowfall in January, 2010 in Seoul, SMG removed 15~30% of the total amount of snowfall in the region, leaving the rest of it. The equipment, transport capacity and manpower that are available now makes it insufficient to remove snowfall on local roads in a timely fashion. So it is needed to provide assistance on areas that are vulnerable to snow and activate residents’ participation. Foreign cities determine the order of priority for snow removal by considering areas that are vulnerable to snow hazard based on spatial analyses on weather forecasting data, topology, nearby buildings etc and inform the workforce and residents accordingly. Also they encourage their residents’ participation in snow removal by specifying regulations on penalty for being inactive For the selection on the vulnerable areas to snow hazard, we analysed the target areas. The factors such as slope, solar radiation, aspect and nearby important buildings were selected by the results of experts’ surveys. This enabled us to draw a conclusion on the recognition of highly vulnerable areas(covers 11% of case area) and the priorities for the concentration on the snow removal and disposal. From the survey results on the residents’ recognition of snow removal, it was discovered that 63% of residents have thought about snow removal, however they had limited knowledge on snow removal and low awareness of duty for distributing information to nearby vulnerable areas. For the results of this study, we present the solutions to removal and disposal of heavy snow in local roads as follows. ⅰ) In heavy snow, SMG informs residents of the priorities about snow removal and disposal on local roads by internet and smart phone. ⅱ) The responsibility on snow removal in multi family housings and tenement houses must be stipulated on rental contract. One site by 300~400 family must be designated as snow pile sites. ⅲ) If the residents participate in snow removal and disposal, their time must be accepted as civil defence training or volunteer work. ⅳ) SMG establish an ordinance requiring snow removal and penalties on homes that fail to do.
