재한중국동포여성의 노인돌봄서비스 제공에 관한 연구 : 대구광역시를 중심으로

본 연구의 목적은 한국의 다문화현상 중에서 국제이주 현상이 젠더화 되고 있는 경향성에 주목하여, 중국동포여성들이 한국에 유입되고 있는 배경과 그들이 종사하고 있는 직업군인 ‘노인돌봄서비스’에 대한 실태와 문제점을 밝히고 그에 대한 개선방안을 제안하는 것이다. 본고의 이론적 배경은 첫째, 재한중국동포여성의 국내 이주를 ‘이주의 젠더화’라는 국제이주현상의 관점. 둘째, 재한중국동포여성의 국내 이주가 가능하게 된 국내의 제도적 관점. 셋째, 노인돌봄서비스의 제도화 과정을 살피는 것이다. 연구의 대상은 선행연구와의 차별성을 확보하기 위해서 대구광역시를 연구대상 지역으로 선정하였고, 이곳에서 노인돌봄서비스에 종사하는 중국동포여성과 요양병원 관리자 및 노인돌봄서비스 대상자, 그리고 요양보호사 교육 관련 종사자 등 15명을 연구대상자로 하였다. 연구의 방법으로는 중국동포여성이 한국으로 유입되는 과정과 그 제도에 관해서는 선행 연구를 바탕으로 한 문헌연구를 진행하며, 문헌연구를 통해서 밝혀진 내용을 확인하는 차원에서 대구광역시에서 노인돌봄서비스에 종사하는 중국 동포 및 관련자들의 인터뷰를 진행하였다. 연구의 내용으로는 재한중국동포여성의 실제 노인돌봄서비스의 현장인 대구광역시 노인전문요양병원에서 노인돌봄서비스가 어떻게 이루어지고 있는지 그 실태와 문제점을 살펴보았다. 본 연구 결과를 통해서 재한중국동포여성이 한국 노인돌봄서비스시장으로 유입되는 과정에서 교육의 부재로 인한 문제점, 문화의 차이에서 오는 문제점, 함께 근무하고 있는 내국인 요양보호사와의 관계에서 오는 문제점, 서비스 수혜자인 어르신들과 보호자들의 문제점 등 여러 가지의 문제점 등을 확인하였다. 이에 따른 개선점을 본고에서는 네 가지로 제시하였다. This study, focusing on the tendency that the international migration has been becoming gender-specific in Korean multiculturalism, investigates the circumstances where Korean-Chinese women immigrate into Korea and the elderly care service provided by them, in order to suggest some improvement plans for the service. In theory, this study focuses on three aspects: 1) the immigration of Korean-Chinese women to Korea has been becoming more gender-specific, 2) the institutional support has helped them immigrate to Korea, and 3) the elderly care service has been institutionalized by the government. Confining its research area within Daegu Metropolitan City, the research has been performed with the group of 15 people who are Korean-Chinese women working in the elderly care service, managers of nursing hospital, the elders being given the care service, and those who educate the care assistants. The existing studies have been reexamined with regard to the process and the system for the immigration of Korean-Chinese women, the reality of which then have been checked by interviews on the people working in the elderly care service in Daegu Metropolitan City. The main part of the research is to look into the elderly care service provided in nursing hospitals in Daegu Metropolitan City, trying to find out any problem with the service. Having pointed out several problems such as the lack of training in the process where Korean-Chinese women are employed for the elderly care service, the cultural gap, the relational issues between the immigrated workers and the domestic assistants, and inconveniences experienced by the beneficiaries of the service and their guardians, this study suggests four improvement plans.
