이 논문은 한국사회가 그토록 집착해온 발전의 이면은 바로 전후 회복이었으며, 그 회복의 중심은 생명 회복, 생태 회복이라는 입장에서 한국전쟁 후 성립된 한국 전후 체제에서 진행된 발전과 회복의 문제를 다룬다. 이를 위해 먼저 전쟁이 무엇인지를 살펴보며 전쟁의 파괴성, 그 핵심은 반-생명성에 있으며, 전쟁으로부터의 회복의 중심에 있는 건 생명회복, 생태회복임을 말한다. 이어 한국전쟁을 통해 한국 사회가 어떤 정도의, 어떤 류의 생명 파괴를 경험을 했고 어떻게 이 파괴의 경험이 한국의 이후 발전과정과 그 결과를 결정해왔는지 살핀다. 이어 한국사회의 지평에서 생명회복, 생태회복이 어떻게 진행되었는지, 문제와 과제가 무엇인지 논한다. 또한 이러한 회복과는 질적으로 상이한 제2의 회복이 한국 사회에 필요하다고 역설한다.'제2의 회복'이라는 말로 필자가 말하는 것은 전사회적 차원의 발전의 재개념화, 환경지속가능성이라는 가치의 중시, 나아가 정부 차원의 지속가능한 발전 정책의 실질적 도입과 실천이다. 또한 그것의 기초는 대자연 폭력의 내면화로부터의 단절, 생명존중의 심성, 에토스의 회복이다. This paper takes account of the development and recovery process of South Korea in the After-War Order established after the Korean War, from the viewpoint that the other side of the development to which South Korea has been attached with great passion was the recovery from the Korean War and that at the center of that recovery is the matter of life-recovery and eco-recovery. For this, I first look into what is war at all, making clear that at the center of the destructiveness of war is its nature of anti-life, and thus at the center of the recovery from war is life-recovery and eco-recovery. Then I investigate what kind of life-destruction had been occurred during the Korean War. I then consider how this experience of life destruction has determinately formulated the entire course of the development of South Korea afterward. It is followed by the account of how life-recovery and eco-recovery process has been underwent in the context of After-War South Korean society and of what issues and challenges have remained in the society. Plus to this, I argue for the necessity of the Second Recovery for the new development of South Korean society, which is radically different from such recovery. What is meant by the term 'the Second Recovery' is the re-conceptualization of 'development' and attaching importance to the value of environmental sustainability in the society, as well as the substantial introduction and practice of sustainable development policy in the nation. And its base would be a break off from the internalization of violence on the Nature, and the recovery of the mentality and ethos of life-caring.
