본 연구는 임진왜란 극복 과정에서 서애 유성룡 선생이 펼쳐 보였던 여러 경세적 활약에 관한 사례 분석을 통해 그가 발휘한 전략적 리더십에 관한 여러 요소를 조명하는 것이다. 당대 최고경영자의 위치에서 임진왜란 극복의 총책임을 맡았던 유성룡 선생의 남다른 현실 인식과 그에 따른 다양한 문제해결 방안 모색이 담긴 경세사상을 전략적 리더십의 측면에서 살펴보았다. 이를 위하여 전략적 리더십의 개요 및 전략적 리더십의 구성요 소에 관한 이론적 검토를 통해 유성룡이 전략적 리더의 전형임을 파악하였다. 서애의 경세사상에 담긴 전략적 리더십의 구성요소는 다음과 같다. 첫째, 미래 사회의 비전 제시를 통해 국민 통합이 전란 극복의 중요한 기반임을 강조하였다. 둘째, 총체적 자원 관리를 통해 전란을 이끌 인재를 찾아 적재적소에 배치하였다. 셋째, 통찰적인 문제 해결 능력을 발휘해 국가에 당면한 현안을 슬기롭게 해결하였다. 넷째, 윤리적 가치를 중시하여 안민 실현을 위한 ‘노블레스 오블리주(noblesse oblige) 의 윤리경영을 실천하였다. 다섯째, 탁월한 위기돌파 능력을 바탕으로 통합과 설득의 리더십을 보여주었다. 이처럼 유성룡 선생의 전략적 리더십은 무엇보다도 뛰어난 통찰력에 기반하고 있다. 과거 420여년 전과 여러모로 비슷한 최근의 우리나라는 복잡한 대 내외적 상황을 맞이 하고 있다. 이러한 현대 사회에서는 시대 변화의 흐름을 정확히 읽고, 목표 달성을 위하여 조직의 강점과 약점을 철저히 분석하는 전략적 사고가 절실히 요청된다. 특히 학교조직 최상위층의 리더들은 유성룡 선생처럼 통찰적인 역량을 발휘해야 한다. 요컨대 사회각 분야의 교육행정가들에게 있어 유성룡 선생과 같은 통찰적인 전략적 리더십의 발휘가 더욱 필요한 것이다. This study analyzed several cases involving the governing activities of Seoae Ryu Seong-ryong during the time of overcoming the hardship that followed the war, in order to shed light on the various elements of his strategic leadership. The study examined his statecraft thought from the standpoint of strategic leadership as it shaped his perceptions of reality and his diverse searches for solutions to the problems he encountered as the chief manager in charge of helping the nation recover from the hardship that followed the Japanese invasion of Korea in 1592. A theoretical review of strategic leadership and its components revealed that he was a typical strategic leader. The components of strategic leadership reflected in his statecraft thought were as follows. First, he stressed that the unity of the people was a critical basis for healing the war-battered nation, as he proposed his vision for the future society. Second, he recruited talented people to lead the war-battered nation and placed them in the right positions through the management of human resources. Third, he wisely resolved the issues faced by the nation by exercising his insightful problem-solving skills. Fourth, he practiced noblesse oblige to restore order and confidence, with an emphasis on ethical values. Finally, he demonstrated the leadership skills of integration and persuasion, which were based on his superior ability to solve a crisis. Those findings show, in general, that his strategic leadership was based on his remarkable insight. Sharing many conditions with the Joseon Dynasty of approximately 420 years ago, South Korea today faces complicated situations at home and abroad. In today s korean society, there is an urgent need for strategic thinking that accurately perceives the changing times and that closely analyzes the strengths and weaknesses of an organization, in order to achieve some organization s goals. In particular, the leaders of schools should exhibit the kind of insight that Ryu used. Stated more explicitly, it is especially important that the top managers responsible for educational administration exercise insightful strategic leadership, as Ryu did with great success.
