우리나라의 시간제 근로자 분류 기준 개선방안 연구: 경제활동인구 부가조사를 중심으로

While the number of part-time workers in Korea is increasing up to 3,252 thousands in 2020, the classification of part-time workers in Economically Active Population (EAP) Additional Survey has remained without any change for the last twenty years since Tripartite Commission’s agreement in 2002. To make better policies for ever increasing part-time, it is crucial to revise the classification of part-time regardless of labor and management politics. This paper suggests to modify the classification as follows by referring to OECD, EU and member countries; ⅰ) Categorizing every part-time worker as a non-standard worker is discrepant with international standards and empirical testing of this paper, so it is appropriate to exclude ‘part-time workers’ with characteristics of regular workers from the category of non-standard workers. ⅱ) Based on the ILO’s revision of ICSE-18, non-wage part-time workers among special types of employment workers need to be newly included in the category of part-time workers. ⅲ) Considering the trend of working time reduction, the persons whose usual working hours are over 36 hours per week need to be excluded from part-time classification. With such revision of the classification, the number of part-time workers is estimated to increase from 3,242 to 3,343 thousands.
