This study examined the characteristics of the records produced by the National Election Commission, which is designated as a constitutional institution in Korea, and derived problems by analyzing the status of its records management. This paper suggests improvement plans based on the findings. First, it investigated records and their features since the National Election Commission has been in service. The differences between works in the field and legislation were analyzed through literature surveys and staff interviews. The improvement plans were presented in terms of systems, facilities, human resources, and services. In particular, this study suggests focusing on the production of a large amount of the same records of the National Election Commission. 본 연구는 헌법기관으로 지정된 선거관리위원회의 특수한 가치에 주목하여 선거관리위원회에서 생산되는 기록물의 특성을 연구하였고, 기록관리 현황을 분석을 통해 문제점을 도출하였다. 나아가 이를 바탕으로 선거관리위원회의 기록관리 개선방안을 제안하고자 했다. 이를 위해 먼저 선거관리위원회의 단위업무를 분석하여 생산기록물을 조사하고 그 특성을 파악하였다. 선거 상황별 기록관리 현황 분석하여 문제점을 도출했으며 처리과 직원과 기록관리 담당자 면담을 통하여 실무와 법제간의 차이를 분석하였다. 개선방안은 제도와 시설, 인력과 활용 및 서비스 측면으로 나누어 제시하였고, 이를 통해 선거관리위원회에서 생산되는 기록물의 고유한 특성을 규명하고 효과적인 기록관리 방안에 대하여 제언하였다.

This study is a basic study for the comparison and analysis of the current status and service of the Unified Presidential Archives and the civilian memorial hall, which manages the country’s presidential records. For this purpose, the Presidential Archives and individual private memorial halls were surveyed on the current status of records, online and off-line services, and legal and institutional records. Based on this, the study analyzed the characteristics and differences of the Unified Presidential Archives and individual private memorial halls. This study is meaningful in that it attempted to compare and analyze the characteristics of the Unified Presidential Archives and individual private memorial halls and that the two agencies sought basic research to develop cooperative relations. 본 연구는 국내의 대통령기록물을 관리하는 통합 대통령기록관과 민간 대통령 기념재단의 현황 및 서비스를 비교․분석하기 위한 기초연구로써, 통합 대통령기록관과 민간 대통령 기념 재단의 특징 분석 및 시사점 도출을 목적으로 한다. 이를 위하여 통합 대통령기록관과 민간 대통령 기념재단을 대상으로 소장 기록물, 온․오프라인 서비스, 법․제도적 현황을 조사하였다. 이를 바탕으로 통합 대통령기록관과 민간 대통령 기념재단이 지닌 특징과 차이점을 분석하였다. 본 연구는 통합 대통령기록관과 민간 대통령 기념재단의 특징을 비교․분석하고자 시도했다는 점과 두 기관이 협력 관계로 발전하기 위한 기초연구를 도모했다는 점에서 의의가 있다.
