        This paper analyzes the progress of Japanese long-term care insurance, and examines the results and problems obtained during the process. Based on the results, this paper attempted to suggest a solution to the problems of home care service for the elderly which the Korean society is currently facing. According to Japan's report“Consciousness Survey on the Health of the Elderly”, 43.3% of the respondents wanted to receive home care services. Long-term care insurance for the elderly, which supports home life, is institutionally implemented, but in practice, the number of the elderly who wants to live in care facilities has increased. And the problem with Japan's welfare policy for the elderly was excessive financial spending. It is not only practically difficult for the beneficiaries of long-term care Insurance to live in the communities and homes to where they are accustomed, but it is also difficult to eliminate the anxiety of the families who have the burden of care. Because the needs of the elderly and their families, who are the beneficiaries of long-term care insurance, were different, so home care services are needed to provide individually them. It may be an alternative to eliminate the anxiety of the elderly and their families who are the beneficiaries of long-term care insurance. Prior to the fiscal deterrence policy, the central government and local governments should focus on the provision of home care services for the elderly and maintenance of related facilities, so that the beneficiaries of long-term care insurance and their families can live in a safe and high-quality life in their community where they are accustomed to living.
