        전문가 델파이 조사를 통한 부산시 회복탄력성 적용에 대한 연구

        최근 기후와 사회변화 등에 의한 불확실성이 커져가면서 재난의 유형도다양해지고 그 영향력 역시 크게 증대되고 있다. 이에 도시가 지니고 있는사회적 역량을 강화하여 대비해 가는 회복탄력성을 도입하고 있으며, 부산시의 회복탄력성을 강화하기 위한 기반을 구축하는 것이 본 연구의 목적이다. 회복탄력성은 내부 및 외부 충격에 대처하고 신속하게 대응하여, 이전수준보다 더 발전된 수준으로 돌아갈 수 있는 능력으로 정의할 수 있다. 이경우 일반적으로 ‘4R’인 내구성, 대체성, 신속성 및 자원 동원력으로 구성된체계를 사용할 수 있다. 방재 계획 수립에 있어 신속하게 대응할 수 있고 방재 계획의 단계별 접근을 위해서는 다양한 지표를 도출 할 수 있어야 한다. 전문가 델파이 조사를 통해서 재난이 발생하기 이전에 도시의 방재 능력을 향상시키고, 적절한 방재시설을 설치가 필요함을 제시되었다. 그리고 지방자치단체의 주도로 실질적인 계획 수립 및 다양한 정책 마련과 지방자치단체와 함께 시민/주민의 적극적인 참여도 필요함이 도출되었다. 회복탄력성의 단계접근방법의 개선과 재난 발생시 신속한 정보의 제공 및효과적인 재해 대비와 지원이 필요하다는 것을 나타내었다. Recently, uncertainty due to climate and social change has increased and the disaster type has also been diversified and its influence has also been greatly increased. The city has adopted the resilience of strengthening its social competence. This study aims to the establishing a basis for strengthening the resilience of Busan's city. Resilience is defined as the ability to cope with internal and external shocks, react quickly, and return to a more developed level than previous levels. In this case, it is possible to use the laser-esa, which is composed of durability, substitution, promptness, and resource mobilization, which are generally '4R'. It is necessary to establish a foundation to cope quickly with the disaster prevention plan, to strengthen the phase of the related disaster prevention plan and to derive the dwarfed indicators. Expert Delphi survey was conducted to improve the disaster prevention capacity of the city before the disaster, Is required. In addition, local governments led to the need for practical planning and various policies, and active involvement of citizens / residents with local governments. As a result, the resilience of residential buildings has to be improved. The resilience of residential buildings has to be improved through the step-by-step approach of resilience. Providing prompt information to citizens and effective disaster from the time of disaster.

        시나리오별 부산시 연안 침수 분석 및 피해 규모 산정 연구

        Like most other coastal cities in the world, Busan is especially vulnerable to the impacts of climate change-specifically, inundation and submergence caused by sea level rises, storm surges, flooding, etc. Because most of social infrastructure, such as main industries, the airport, ports, and roads, residential zones, and habitats are located near the coasts, the adverse effects of climate change will hit social and economic sectors the most. The purpose of this study is to evaluate the impact of future climate change on the social and economic environment of the coastal area of Busan. Future climate change impacts are calculated based on 2100 years of sea level rise (1m, 2m) and the estimated flooded areas and damages according to the worst damage scenarios that can occur during marsh and super typhoon storms. It is expected that the strength and frequency of climate change in coastal areas will increase. Consequently, the magnitude and range of the damage will escalate more and more, so Busan City's climate change adaptation measures are urgent. 부산은 세계 대부분의 다른 해안 도시와 마찬가지로 특히 해수면 상승, 폭풍 해일, 범람 등으로 인한 침수 및 침수 현상과 같은 기후 변화의 영향에 취약하다. 주요 산업, 공항, 항구, 도로, 주거 지역 및 서식지와 같은 대부분의 사회기반 시설이 해안 근처에 위치하기 때문에 기후 변화의 악영향은 사회 및경제 부문에 가장 크게 작용한다고 볼 수 있다. 본 연구는 미래 기후변화가 부산시 연안역의 사회ㆍ경제적 환경에 미칠수 있는 영향을 평가하고자 하였다. 미래 기후 변화 영향은 2100년을 대상연도로 하여 해수면 상승(1m, 2m)을 고려한 경우와 여기에 매미급과 슈퍼급 태풍 내습시 발생할 수 있는 최악의 피해 시나리오에 따른 침수 예상지역 및 피해액을 산출하였다. 연안 지역의 기후 변화의 강도와 빈도가 증가 할 것으로 예상된다. 결과적으로 피해 규모와 범위가 점차 확대 될 것이므로 부산시의 기후 변화 적응 대책이 시급한 것으로 판단된다.

        지역적 특성을 고려한 지구단위계획 구역의 유형화에 관한 연구

        The purpose of this thesis is to provide basic reference to provide a foundation for establishing differentiated category plans and classified regional characteristics. District unit planning is beneficial in a way that it can create a harmonious environment in the entire district including both the targeted area and the surrounding area and concretize rough urban planning about the entire city according to the characteristics of the district. Among the major parts of district unit planning, however, there are more and more cases mainly intended to gain profits from the development through up-zoning rather than those to develop the entire district harmoniously by transforming the use district. At this current moment, the district unit plan guidelines that have been legislated by MOLIT puts together whole lands, and suggests comprehensive contents regardless of regional characteristic in order to establish a standardized plan. As a result, this thesis aims to provide classification while considering the peripheral nature, internal characteristics, and nature topography for a planning area of 533 district units in Busan. At first, this study extracts 9 factors while considering each indicator and classifies 7 types of district unit plans. The study expects to assist in devising a plan that can push ahead the development plan and create harmony with surrounding areas. 본 논문은 지역적 특성을 고려한 지구단위계획 유형화를 도출하여 유형별로 차별화된 계획을 수립할 수 있는 기초적 근거 자료를 제공하는 것을 목적으로 하는 연구다. 지구단위계획은 대상 지역과 그 주변 지역을 포함하는 지구 전체의 조화로운 환경을 조성하고, 도시 전체에 대한 개략적인 도시계획을 지구 특성에 맞게 구체화할 수 있는 장점을 가지고 있다. 그러나 지구단위계획의 주요 내용 중 용도지역 변경을 통해 지구 전체의 조화로운 개발보다는 종상향을 통한 개발 이익 향상을 주 목적으로 하는 경향이 증가하고 있다. 현재 국토교통부에서 제정한 지구단위계획 수립지침은 국토 전체를 아우르다 보니 지역적 특성을 고려하지 않고 포괄적인 내용을 제시하는 한계가 있다. 특히 지구단위계획 유형 분류는 지역 특성을 적절하게 고려하지 못해 획일적 계획이 수립되는 실정이다. 이에 본 논문은 부산시 533개 지구단위계획구역을 대상으로 자연지형 특성, 내부 특성, 주변 특성을 고려한 유형화를 도출하였다. 우선 각각의 특성을 고려한 지표를 도출하였고, 이를 통해 9개 요인을 추출하였다. 추출된 요인을 바탕으로 7개의 지구단위계획구역 유형을 구분하였다. 본 논문은 향후 지구단위계획 수립에 있어 지역적 특성을 고려한 유형 분류를 통해 원활한 개발사업의 추진과 주변 지역과의 조화를 이루는 계획 수립에 기초적 자료를 제공하였다는 데 의의가 있다.

      • 부산광역시 해안역의 활용과 보존에 관한 연구

        Coastal zones are required to be reestablished in Busan. A number of measures must be taken to reach this objective. For instance, the existing coastal zones that were established in batches should be reset considering their regional characteristics. Most of all, objective scientific standards need to be created to resolve controversy so as to ensure that the local government overcomes subjectivity and makes sound decisions. It is necessary to draw up measures for assuaging the public concern of the coastal zones in Busan. Many things could be done to this end. In the case of development within the coastal zones, land for public use should be secured to ensure the public consent and access to the zones. The contributed acceptance or the installation of public facilities should be mandatory, and during the installation, areas in the vicinity of the shore should be selected as land for public use. Moreover, when large-scale development projects are led by the private sector, areas adjacent to the shore have to be created as diverse ecological and public waterfront spaces so as to inhibit the privatization of coastal zones. A use district with a low floor area ratio could be given as a future landfill, or the assignment of commercial areas to shorelines has to be avoided if possible. In the case of shoreline development, low-rise development should be recommended to secure open viewing of the water. In particular, it is essential to make the best of the distinct characteristics of the Busan harbor in creating unique port areas. Furthermore, a safe coastline should be created and its natural properties conserved. Control (Buffer) zones should be established and operated within a certain range of coastal zones in order to utilize and conserve the coastal zones in a systematic manner. Moreover, coastal disaster forecasting systems have to be built for the prevention of coastal hazards. Lastly, administration management systems should be developed. For one thing, it is important to give the Coast Management Act a legal status equivalent to the National Land Planning and Utilization Act for the purpose of preventing conflicts caused within the coastal zones in advance. Moreover, the efficient management of the coastal zones demands the clarification of management standards and the establishment of management systems, based on which ordinances and rules regarding shoreline control should be enforced. In addition, a task force and a consultative body dedicated to shoreline control should be organized in conjunction with the establishment of an organization solely for shorelines.

        부산 갈맷길의 운영적 특성과 활성화 정책에 관한 연구

        These days, the researches and projects about tracking courses are increasing cause of concerning on health in the world. Busan City Government made tracking course, galmaegil, and operates. The number of trackers increase rapidly, but the activation methods isn’t sufficient still. This study tried to find out some operation methods through the domestic and overseas cases. As the results are as follows. it is needed to establish and operate NPO for Galmaegil operation and diverse management programme, and to connect related tourism destinations, and to suggest Galmaegil using information strengthening.

        부산시 도심기능의 유형별 도심재생에 관한 연구

        As the survey and the analysis the research can offer the characteristic methods for regeneration in the city of Busan. To figure out the functional regions of city center the research has analyzed 15 Dongs in city center and 12 Dongs in sub centers to find out the donut phenomenon and the regeneration of city center. The survey has chosen 22 variation factors using factor analysis. Major factors in each year are shown 4 factors, presenting 80.4% of the accumulated explanation rate. These factors explain residental centered, commercial centered, management centered, and development centered factor. The donut phenomenon emerges in the city centers as a residential function, and the phenomenon occurs in the sub centers as commercial or managerial function. So it is necessary to plan the regeneration of the total city center owing to the total donut phenomenon regarding the functions. And the methods to regenerate city centers should be established according to the various regional characterizations.

        GIS를 활용한 부산시 도심재생에 관한 연구

        Donut phenomenon of city centers has resulted from the decreasing residential population and the fluid population with curved commercial function, but the analysis can bring other problems owing to the simplified method. And As the survey and the analysis the research can offer the characteristic methods for regeneration in the city of Busan. To figure out the functional regions of city center the research has analyzed 15 Dongs in city center of the threeo years of 1996, 2000 and 2004 to find out the donut phenomenon and the regeneration of city center. The survey has chosen 20 variation factors using factor analysis and cluster analysis. Major factors in each year are shown 3 factors, presenting 84.2%, 87.1% and 85.5% of the accumulated explanation rate. These factors explain residental centered, commercial centered, and management centered factor. The results are as following. First, it is necessary to plan the regeneration of the total city center owing to the total donut phenomenon regarding the functions. Second, the methods to regenerate city centers should be established according to the various regional characterizations.

        종상향 용도지역의 지가 변화 분석을 통한 공공성 확보 비율 산정 - 부산광역시 지구단위계획 운영지침을 대상으로 -

        Change of Zoning Regulations in district unit plans calls for improving development benefits through upzoning rather than harmonious worldwide development. The purpose of this study is to examine the floor area ratio incentive system according to un-zoning in district units plan, and to suggest criteria to secure publicness. In order to derive methods to secure district unit plan publicness in Busan Metropolitan City, the ratio of securing public facilities through upzoning was examined. A comparative analysis of land price rate in the entire city versus the use district suggests that it is possible to secure 10 to 15% of public facilities. In this study, 10% of the project site was applied to secure public facilities, and it produced upgraded publicness
