This paper is dealing with the effectiveness to the crime prevention by the combined security system of the private security and the public security(the Police). In the western countries the public and the private security have well co-operated each other in terms of the job distribution. But our country's The private security has not much serviced in the crime prevention. The public security system has in limited capability to prevent the crime, therefore the co-production through with the private security industry and the community network are required to prevent and reduce the crime we are facing on. The followings are the result of survey on the prevention of crime through The combined security system(co-production) of The police, the private security and the community network; 1) The private security could be a big help to the police work if the two system can be co-operated smoothly. 2) The crime prevention could be not good worked out if police work would only be in the upper level class. 3) The job satisfaction is a positive if the co-operation between the police and the private security is on well.

범죄피해자 보호정책의 결정요인에 관한 연구 : 경찰조직을 중심으로

본 연구는 피해자보호정책에 영향을 미치는 요인을 인구사회학적 특성에 따라 비교해 보고, 아울러 이 요인들이 범죄피해자보호에 어떠한 영향을 미치는가를 밝히는 것이 연구 목적이다. 그 결과를 보면 다음과 같다. 조직학습에 대한 인구사회학적 변수와 직무만족의 영향을 보면, 인구사회학적 변수에서는 근무지를 제외한 나머지 변수들은 직무몰입과 근무지향 그리고 직무만족에 대체로 유의미한 영향을 미치지 않지만, 조직학습의 요인들은 대체로 직무몰입과 근무지향 그리고 직무만족에 유의미한 영향을 미치는 것으로 나타났다. 즉, 조직구조의 신축성이 높을수록, 학습문화의 정도가 높을수록 그리고 시스템적 사고를 할수록 직무만족이 높은 것이다. 피해자보호정책 대응은 여성 그리고 경찰청에 근무하며 월평균수입이 높을수록 피해자 보호 정책 대응에 보다 적극적인 것이라고 할 수 있다. 따라서 여성 경찰공무원의 고용과 월평균 수입을 높임으로써 경찰공무원으로 하여금 피해자보호정책에 보다 적극적으로 대응할 수 있게 할 수 있을 것이다. 다음으로 조직학습, 직무만족의 영향을 보면, 조직학습이 직접적으로 피해자보호정책 대응에 영향을 준다기 보다는 직무 만족을 통해 간접적으로 영향을 미치고 있기 때문이라고 생각한다. 따라서 조직학습을 통하여 직무만족을 높임으로써 피해자보호정책에 보다 적극적으로 대응할 수 있게 할 수 있다는 생각이다.

Security Guard Supervisors are people who train, monitor, and guide security guards' job performances. To perform security job well for security guards, Security Guard Supervisors should play an important role for them. So far, Security Guard Supervisor System has contributed a lot to both quantitative and qualitative growth in the security industry. The purpose of this study is to point out limitations of the Security Guard Supervisor System, and to suggests ways to produce the better system. First, there is a problem with the current ways of selecting Security Guard Supervisor, written examination. The recruiting procedure should be based on practical skills as well as in education and evaluation process. Second, the range of what the test covers is not appropriate, only prescribed subjects are encouraged to be covered. Third, examination subjects should be revised, which means overlapped subjects must be eliminated. Fourth, it is proper to raise age limit to 20. Fifth, the primary examination exemption should be abolished. Sixth, practice-based basic curriculum has to be arranged. Seventh, supplementary education must be provided regarding the change of security surroundings and the amendment. Next, the current assignment policy that a Security Guard Supervisor takes care of 200 security guards has to be reformed. Lastly, if security service companies disturbs the discharge of Security Guard Supervisors’ duties, they should be given an administrative measure. 경비지도사는 경비업무를 직접 수행하는 경비원을 지도, 감독, 교육하는 자이다. 경비원들이 경비 업무를 적절하게 수행하기 위해서는 경비지도사의 역할이 중요하다. 그동안 경비업의 양적인 성장과 더불어 질적인 성장을 가져오는데 경비지도사 제도가 많은 공헌을 하였다. 본 연구의 목적은 경비지도사 제도의 문제점을 지적하고 이에 대한 발전방안을 제시하는 것이다. 첫째, 경비지도사 직무와 관련된 필기시험 중심의 선발 방식에는 문제가 있다. 따라서 실기위주의 교육과 평가를 해야 한다. 둘째, 시험과목의 범위가 적절하지 않다. 법에서 정한 과목 외에는 출제하지 않아야 한다. 셋째, 시험과목을 조정해서 중복되지 않도록 해야 한다. 다섯째, 응시연령을 20세로 상향 조정해야 한다. 여섯째, 1차 시험 면제자 제도를 폐지해야 한다. 일곱째, 기본교육을 실무 위주로 편성해야 한다. 여덟째, 시큐리티 환경변화와 법령의 개정을 감안하여 보수교육을 실시해야 한다. 아홉째, 경비원 200명당 1인의 경비지도사를선임하는 제도를 개선해야 한다. 열째, 경비지도사의 직무수행을 방해하는 경비업자에게는 행정처분할 수 있는 근거를 마련해야 한다.
