작업 영역 구분을 이용한 컨테이너 터미널의 장치장 운영 전략

본 논문은 교행이 불가능한 두 대의 크레인이 설치된 수직 배치 장치장을 위한 크레인 작업 영역 구분 운영 방안을 제안한다. 일반적으로 수직 배치 장치장의 경우 블록의 양 끝단에서 차량에 컨테이너를 싣거나 내리며, 각 크레인은 교행이 불가능하기 때문에 각각 해측, 육측의 작업을 전담하여 처리한다. 이러한 상황에서 크레인이 차량으로부터 멀리 떨어진 컨테이너를 빈번하게 처리하게 되면, 크레인의 긴 이동 거리와 상대 크레인과의 간섭으로 인해 작업 효율이 떨어지게 된다. 이에 본 논문에서는 블록을 각 크레인의 전용 영역과 공유 영역으로 구분하고 상대방의 전용 작업 영역에 있는 컨테이너의 경우 상대 크레인이 공유 영역으로 옮긴 후 처리하게 함으로써, 크레인의 이동거리와 간섭을 최소화할 수 있도록 하였다. 시뮬레이션 시스템을 이용한 실험을 통해, 제안 방안이 작업 영역을 구분하지 않는 기존 방안에 비해 터미널의 생산성을 크게 향상 시킬 수 있음을 확인하였다. This paper propose a heuristic method that divides the block into some work regions to operate stacking cranes efficiently in a automated container terminal where the blocks with non-crossing stacking cranes(SC) are laid out in perpendicular to the quay. Typically, hand over between SCs and trucks occur at each side of the blocks, and each of the landside and seaside SCs is responsible for the jobs that occur at its own side. When a container to be fetched is located far from hand over point, the SC should move a long distance and the interference between the two cranes can occur, which decreases the productivity of the SCs. Therefore, our method divides the block into two exclusive and one shared regions and let the containers located far from their hand over points to be transferred to the shared region by the other side crane before they are carried out. Although simple this method can reduce the crane movement and the interference between the two cranes. Simulation experiment shows that our proposed method significantly improves the productivity of the container terminal than previous heuristic that does not divide work regions.

최근 컨테이너 터미널의 생산성 향상을 위한 자동화가 국내외에서 활발히 이루어지고 있다. 이에 따라 컨테이너 터미널의 개별 장비에 대한 효율적인 운영 방안에 대한 연구가 많이 진척되어 왔다. 하지만 터미널 전체 생산성을 높이기 위해서는 개별 장비의 효율을 높이는 것뿐만 아니라 장비들간의 동기화가 잘 되어야 할 필요가 있다. 본 논문에서는 컨테이너를 쌓아두는 장치장에서 컨테이너를 장치하는 크레인, ATCs(Automated Transfer Crane)와 장치장과 안벽간에 컨테이너를 이송하는 내부트럭, YTs(Yard Truck)의 효율적인 실행 계획을 실시간에 수립할 수 있는 휴리스틱 조합을 제시한다. 이와 함께 컨테이너의 장치 위치 결정을 위한 적합한 장치 전략과 각 작업에 배정할 YT의 적합한 선택 범위에 대해서도 시뮬레이션 실험을 통해 보여준다. These days, the number of automated container terminals is increasing to encourage the productivity of the container terminal inside and outside of the country. So far, there have been a lot of researches on the operating one type of equipments in a container terminal. However, there is still room for further improvement as none of equipment works itself but cooperate each other to finish a job, which means synchronization among the equipments is necessary. Among lots of equipments in a terminal, this paper concerns with the operation of ATCs (Automated Transfer Crane) and YTs (Yard Truck). The purpose of this paper is to find the efficient heuristic methods for operating ATCs and YTs that can set up a schedule in a real time. Moreover, using simulation this paper shows the efficient stacking strategy to decide the location of containers to be put and the proper selection range of YTs.

The pension division is a system operated to equally divide the Old-Age Security assets acquired during the period of marriage by giving the same value to the roles played by the couple in maintaining the family during the marriage period. Despite the positive role in securing old-age income for divorced women, the pension split system has been criticized in various ways. The main problems are that a divorced woman’s right to claim an installment pension can be affected by the circumstances of the spouse, the problem of asymmetry in which the insurance principle does not work properly in the case of an installment pension, and the principle of priority for members in the pension division has been criticized as This study tried to find ways to improve Korea’s related systems based on the cases of Germany and Switzerland operating the pension division system. First, as a target system for the search for improvement measures, the equal value of the role sharing between spouse, guarantee of an independent life after divorce, and neutrality of pension finance was set. Next, as concrete policy alternatives for this, improvement measures include ① Recognition of the pension subscription period for childbirth and childcare activities and including them in the subject of pension division, ② implementation of pension division upon divorce, and ③ Reinforcement of the independent entitlement function of the installment pension. Furthermore, it can be pointed out that. and it emphasized the need for fundamental reform of the system, as the division of pensions under the current public pension system may cause the incomplete application to social risks of disability or death and may cause disputes over equity in the operation process.
