한국의 대기오염관리체제는 초기에 구속력 있는 환경규제로 오염원을 통제하고 이를 바탕으로 경제적 인센티브를 통한 배출감소 및 관련 이해당사자들의 자발적 환경기준 설정과 이행을 장려하는 등 다양한 정책수단을 활용하여 환경목표를 달성하는 방향으로 발전되었다. 1990년대 이후 이황산가스 배출감소 등 현저한 대기오염물질이 감소하고 대기 질이 개선된 것은 대기오염관리정책이 효과적으로 실행되어 왔음을 보여준다. 그럼에도 에너지 집약적 산업구조에 의한 온실가스 배출증가와 대기 중 미세먼지 농도의 지속적인 증가는 대기 질 관리정책이 정책목표를 달성하는데 한계가 있음을 반증한다. 이는 또한 한국의 대기 질 기준이 일반적으로 국가가 설정한 환경기준을 달성한 것이지만 WHO기준보다는 융통성 있고 관대하게 적용되어 왔음을 나타내는 것이기도 하다. 효과적인 대기 질 개선을 위해서는 정책형성 과정에 다양한 이해관계를 고려한 통합적 방안을 마련하고 자발적 참여를 유도하는 효율적 집행과정이 담보되어야 한다. 이런 면에서 환경개선과 경제활동 활성화라는 두 가지 정책목표 간 균형이 적극적으로 모색될 필요가 있다. The South Korean system of air quality management reflects the overall development of environmental governance in that country, which has progressed from the initial adoption of coercive environmental regulations to market-based incentives and voluntary agreements among the relevant actors. The post-1990 decrease of several visible air pollutants highlights the effectiveness of these policy instruments. Nonetheless, the recent increase of CO2, NOx, and PM10 emissions, caused as it is by the country`s energy-intensive industrial structure, indicates that Korea`s air quality management has yielded mixed results at best. Air quality standards generally meet the national standards, but they tend to be more flexible and lenient than WHO guidelines. Effective air quality management requires a comprehensive and integrative approach incorporating the interests of diverse stakeholders into the policy-making and policy implementation processes. In this respect, a satisfactory balance between environmental protection and constant economic expansion has to be explored in extensive way.
