이 연구의 목적은 인터넷 선거보도 심의와 관련한 법제에 대해 살펴보고 기존 매체와는 다른 인터넷언론의 특성 때문에 심의 시 발생할 수 있는 문제점과 제한점들을 검토하여 매체의 특성을 고려한 합리적인 심의방안을 찾는데 있다. 이 연구는 먼저 제도적 차원에서 인터넷언론사의 개념과 범위, 인터넷선거보도 심의위원회의 소속문제, 그리고 공정성의 개념과 인터넷언론의 규범적 역할에 대한 고찰을 통해 심의제도와 운용상의 문제점 등에 대해 검토한다. 또한 보다 미시적인 차원에서 인터넷언론의 특성으로 인해 발생하는 관련 공선법 및 심의기준의 실제 적용 문제에 관해 비판적으로 살펴본다. 분석에 따르면 인터넷매체는 대중매체적 속성과 개인 커뮤니케이션적 특성이 혼재되어 있는 매체로서, 관련법의 적용이 매우 섬세하고 조심스럽게 이루어져야할 필요가 있음이 제시되었다. 특히 인터넷언론의 독특한 뉴스형식이나 상호작용성 등과 같은 매체적속성은 기존의 대중매체와는 다른 방법으로 불공정성의 심의가 이루어져야하는 근거가 되고 있다. 이는 최근 가시화되고 있는 인터넷관련 규제법과 제도의 운영이 ‘표현촉진적’매체로서 인터넷의 속성을 잘 살리는 방향으로 신중하게 이루어져야할 필요가 있음을 시사한다. The purpose of the study is to find a reasonable way of deliberation with reviewing the Internet Election News Deliberation on the legal and institutional aspect and researching the possible problems on the deliberation of the unfair election news caused by the unique characters of the Internet News. The study at first examined the problems of internet news deliberation system with reviewing the concept and scope of internet newspaper, the issue of IENDC(Internet Election News Deliberation Commission)"s position, and the normative role of internet newspaper in our society. Also, the article critically examined about relations between the internet newspaper"s unique characters and actual application of election law. The study shows that the unique characters of the internet news media are mixed with the characters of mass media, and personal communication. Especially we need to see internet news deliberation from different angle than in the traditional way, because of the news form and interactivity of internet newspaper. According to these characters, we have to execute the regulations about the internet news media carefully. And this suggests that we have to consider the internet media is ‘the media to promote the expression’, when we enact the regulations about the internet.

인터넷언론과 선거 그리고 민주주의 : 선거보도 심의제도 운영과 인터넷관련 정책에의 함의

이글의 목적은 인터넷선거보도심의위원회에서 2004년 이래로 이루어진 불공정 선거보도에 대한 조치와 인터넷선거보도 심의사례 대한 분석을 통해 인터넷언론사들의 전반적인 문제점과 순기능 등을 살펴보는데 있다. 그리고 인터넷선거보도 심의제도의 운영에서 나타난 인터넷언론의 특성과 법적용에 있어서의 제한점등을 살펴봄으로써 현재 진행되고 있는 인터넷관련 정책들이 사이버상의 공론장을 긍정적으로 활성화 시킬 수 있는 방향으로 설정될 수 있도록 단서를 제공하는데 있다. 분석에 따르면 인터넷매체는 대중매체적 속성과 개인 커뮤니케이션적 특성이 혼재되어 있는 매체로서, 법의 적용이 매우 섬세하고 조심스럽게 이루어져야 할 필요가 있다. 특히 인터넷언론의 뉴스형식이나 상호작용성 등과 같은 매체적속성은 기존의 대중매체와는 다른 방향에서 불공정성의 심의 등이 이루어져야하는 근거가 되고 있다. 이는 최근 가시화되고 있는 인터넷관련 규제정책이 `표현촉진적`매체로서 인터넷의 속성을 잘 살리는 방향으로 조심스럽게 이루어져야할 필요가 있음을 시사한다. 본 연구는 인터넷을 매개로 한 정치참여가 아니라 인터넷 상에서 이루어지는 정치참여로 연구범위를 한정하고, 인터넷 정치참여를 이용자 개인적 차원의 정치심리 변수와 퍼트남의 사회적 자본의 개념을 차용한 ‘인터넷 사회자본’ (e-social capital)을 중심으로 그 관계성을 검토함으로써 인터넷 정치참여 결정요인을 탐색하는 것을 목적으로 한다. 정치심리 변수로는 탈물질적 가치 (post-material value), 자아강도(personality strength), 정치효능감(sense of political efficacy), 정치만족도 (political satisfaction)이며, 인터넷 사회자본의 구성요소는 인터넷상의 네트워크 호혜성을 바탕으로 한 인터넷 규범, 그리고 인터넷매체 및 인터넷에서 접하는 정보와 만나는 사람들에 대한 신뢰로 구성된다. 그리고 정치참여는 정치 관련 정보를 찾아 읽고 학습하는 인지적 참여와 토론방 등에서 자신의 의사를 표현하는 등의 행위적 참여로 구분하였다. 연구결과 인지적 정치참여에는 4가지 정치심리 변수 및 규범과 신뢰가 주요 변수로 나타났으며, 행위적 정치참여에는 정치효능감, 정치만족도 그리고 규범, 신뢰가 유의미한 변수로 밝혀졌다. 또한 정치효능감과 신뢰가 인터넷 정치참여에 가장 큰 영향을 미치는 변수로 규명되었다. This study explores the relationship between Internet political participation and e-r social capital, derived from Putnam's Social Capital theory, and aims to analyze critical factors that lead people to online political participation. In this study, the political- psychology variables includes post - material value, personality strength, political efficacy and political satisfaction, while e - Social Capital comprises of online network, online norms based on mutual benefits, and trust on online information and people who met online. Also, political participation is divided into two categories, namely cognitive participation and behavioral participation. Cognitive participation implies that participants are active in searching, reading and studying related information, and behavioral participation means that participants are active in expressing their opinion though discussion room. The result of the study shows that 4 political-psychological factors, norm and trust were significant factors for cognitive participation.
