주거환경개선사업의 원주민 재정착률의 제고방안 - 대구광역시를 중심으로 -

주거환경개선사업의 목적을 달성하기 위해 원주민의 재정착률을 높이는 것이 중요한 정책과제로 인식되어 왔다. 본 연구에서는 대구광역시를 중심으로 주거환경개선사업의 재정착률을 높이기 위한 정책내용을 분석하고 개선방안을 제시하였다. 2007년부터 2014년까지 주거환경개선사업의 재정착률이 전국 평균은 51%이지만, 대구는 30.51%에 불과하고, 이중 세입자의 재정착률은 8.6%에 그치고 있다. 주거환경개선사업의 재정착률을 높이기 위해, 지역주민들에게 사업내용을 충분히 설명하고, 영세한 가옥 주나 세입자에게 임시수용시설을 제공하여 이주비용을 줄여야 한다. 또한 입주자의 경제사정을 고려한 적정 평수의 주택을 공급하고, 장기임대주택의 건축비율을 확대해야 한다. 그리고 현재 50%인 중앙정부의 정비기반시설의 지원 비율을 상향조정해야 한다. To achieve the goals of the residential environment improvement projects, we have to increase the resettlement ratio that has been recognized as an important policy alternative. In this study, we analyze the policy contents to enhance the resettlement ratio of the residential environment improvement projects around the Daegu City. From 2007 to 2014, the resettlement ratio of residential environment improvement project is 51% of national average and Daegu City is 30.51%, resettlement ratio of double tenants are only about 8.6%. To increase the resettlement ratio of residential environment improvement projects, we are open the maintenance plans to residents fully and provide temporary houses for tenants that must reduce the migration costs. In addition, we are supply to adequate housing acreage considering the economic situation of residents and should extend the duty construction ratio of long-term rental housing. The proportion of central government subsidy about the infrastructure maintenance must raised above the current 50%.
