서울시 초,중,고등학교 학생의 방과후학교 참여가 사교육비 경감에 미치는 효과

본 연구는 서울시 지역의 초·중·고등학교 학생의 국어·영어·수학 교과별 방과후학교 참여가 해당 교과 사교육비 경감에 효과가 있는지를 분석하고자 하였다. 본 연구에서는 서울교육종단연구 자료를 활용하였으며 방과후학교 참여가 사교육비 지출에 미치는 영향을 분석하기 위해 사교육비에 가장 많은 영향을 미치는 소득변인을 공변량으로 통제하고 AMOS 18.0 프로그램을 활용하여 경로분석을 실시하였다. 그 결과 초등학생의 경우 영어방과후학교 참여가 영어사교육비 경감에 유의미한 영향을 미치는 것으로 나타났다. 중학생의 경우에는 영어와 수학방과후학교 참여가 사교육비 경감에 효과가 있는 것으로 분석되었다. 한편, 고등학생의 경우에는 국어, 영어, 수학 모든 방과후학교 참여가 사교육비 경감에 유의미한 영향을 미치지 않는 것으로 나타났다. 서울시 지역의 경우, 학교급과 교과목에 따라서 방과후학교 참여의 사교육비 경감에 대한 효과가 다르다는 것을 알 수 있었다. 추후 연구에서는 다른 지역과의 비교 연구를 통해 지역적인 특성이 방과후학교 참여와 사교육비 지출 관계에 영향을 미치는지를 분석하여 지역간 차이를 발견할 수 있기를 기대해 본다. The purpose of this study is to analyze the effect of after-school program on private tutoring expenditure by elementary, middle, and high school students in Seoul Metropolitan City. The research questions of this study are as follow. First, whether the participation of after-school program affects the private tutoring expenditure? Second, whether the family income variable affects the participation of after-school program? Third, whether the family income variable affects the private tutoring expenditure? The Seoul Educational Longitudinal Panel of second year data was used in this study. Amos statistical program was applied to analyze the structural relationship among family income variable, after-school participation variable, and private tutoring expenditure variable. The results of this study are as follow. First, elementary school students` participation of english after-school program, middle school students` english and math after-school programs only have statistically significant effects on decreasing private tutoring expenditure. Second, there was no statistically significant relationship between family income and after-school program participation just except high school students` english after-school program. Third, family income variable has statistically significant impacts on private tutoring expenditure in elementary, middle, and high schools and in korean, english, and math subjects.

본 연구는 연도별 방과후학교의 운영 및 사업 실태와 성과를 분석하고, 활성화 방안을 모색하기 위한 목적으로 수행되었다. 구체적인 연구문제는 다음과 같다. 첫째, 최근의 년도별 방과후학교의 운영실태와 성과를 분석한다. 둘째, 방과후학교의 사업실태와 성과를 분석한다. 셋째, 방과후학교가 학교현장에서 성공적으로 운영되기 위한 활성화 방안을 모색한다. 이를 해결하기 위한 연구 방법으로는 한국교육개발원이 제공한 방과후학교관련 통계자료의 분석과 방과후학교와 관련한 선행연구의 분석을 통해 이루어졌다. 분석결과 방과후학교는 정책목표인 학교교육기능 보완, 교육복지 구현, 사교육비경감, 학교의 지역사회화와 사업영역, 정책대상에 성과가 있었다. 방과후학교 활성화 방안으로는 프로그램의 다양화와 질제고, 업무 담당자의 전문성 제고, 재정지원 체계 구축, 자원의 효율적 활용을 위한 지역 네트워크 구축, 특기적성 프로그램 활성화, 질높은 초등보육 프로그램의 확대, 우수 사례 발굴, 성과분석 시스템 구축, 지역 간 방과후학교 수준 차이 감소 등이 요구된다. This study is conducted to analyze management, actual conditions and results of after-school program and to seek its vitalization plans. After-school program was effective for policy goals which are supplementation of school education, realization of education welfare, reduction of private education expenses and community socialization of school in addition to its project fields and policy targets. As to vitalization plans for after-school program, what is required includes; program`s diversification and quality enhancement, improvement of officers` professionalism, establishment of financial support system, cultivation of local network for effective utilization of resources, vitalization of ability and aptitude program, expansion of high-quality elementary childcare program, discovery of outstanding cases, system buildup for result analysis and reduction of gap in after-school programs` level in different regions.
