In this study, a new process to encourage active citizen participation is proposed for next newtown planning process by analyzing the result of the citizen participation during the master planning process of the Multi-functional Administrative City(MAC). The master plan for MAC was mainly designed by expert group, while the citizen participation was engaged in each step of the process such as, for example, the information acquisition and analysis process based on research survey with targeting a citizen group, the open seminars for 15 individual fields of plans during the proposal report process, and the public hearings during the decision process, which made remarkable difference with other previous plans. However, the review process to answer the questions about who, what, where, how, when to conduct the citizen participation was missed. Therefore, like MAC, a newtown in a remote area need special citizen participation plan dealing with the essential issue like how to define the citizen and which to identify the citizen with a subject or a control object.

건축 진정민원의 휴여분석에 따른 계획적 개선 방안에 관한 연구

The purpose of this research is that analyzing the architectural public petition and preparing either better vices as architecture planning ar the detailed indicator. I asked some questionnaires to the working-level of designer and the civil service in the part of the concrete case. Also I visited construction fields for this research. I can summarize the type of public petitions are like below. They can be assorted the infringement of private life, the violation of a right to sunshine, a stink, a racket, the objection of a specific building, indictment of a illegal construction. The studied best can be shown two things. First, In terns of the infringement of private life, the violation of a right, if the use of surrounded buildings and the direction of living room are reflected in the process of plan during a field survey, the petition of view and lighting might be reduced. It will be better than relocating a rooftop tower and securing empty site in a building lot. Second, in the case of an inn, a church, a factory and a funeral hall in a compact residence area, we should grasp the situation of relation with those areas. Because there are many examples of changed use due to a petition.
