        무인항공기에 의한 국제스포츠행사 위기관리 방안

        Purpose: The purpose of this study is an attempt to discuss the possibility of terrorist attacks by unmanned aircraft as a threat due to the domestic situation occurs, look at the others, trends for international sporting events. That is, the analysis of the terrorism that is being generated by the unmanned aircraft, unmanned aircraft presents responses to threats through cooperation with the international sporting event to be a national disaster. Methods: The analysis of official data and documents that are provided by the agencies look at the threat of terrorism cases that occur in practice and the recent drone international sporting events, and to suggest the threat countermeasures for unmanned aircraft. Conclusion: The results are following. First, it is necessary to temporarily unified management for Pyeongchang Winter Olympic stadium facilities. Second, the Pyeongchang Winter Olympics stadium facilities as well as expanding the designated danger zone due to drone attacks, there is a need to operate. And In part to a weak point, it is necessary to consider the Pyeongchang Winter Olympics stadium facilities.

        사회 안전을 위한 묻지마 범죄의 대응방안

        Purpose: Recently, we should look for the causes and characteristics of the social problem ``do not ask`` crimes to raise improvement. Methods: This study utilizes the literature and official data and to prepare the concept and characteristics, causes, search for improvements to analysis of domestic and foreign practice of ``do not ask`` crime. Conclusion: ``Do not ask`` criminals is needed the management and protection and it causes a lot lacking in the most vulnerable groups such as home environment and social support in our society. In addition, there is a need to develop a system of social care support help can receive the appropriate early intervention and treatment with mental disorders to the biased thinking and perceptions to impact on ``do not ask`` crimes. Finally, it may appear as extreme anger and hate increase of disadvantaged due to the deepening of socio-economic inequalities. The cooperation in the implementation and protection service agencies will have to be provided community members so that they can move forward with to the establishment of social welfare and criminal policy.

        우리나라의 검시제도 문제점 및 개선방안

        근대적 의미의 검시제도는 국민의 억울한 죽음을 발견하여 침해된 인권을 회복시킴으로써 사회질서를 유지하고 국민의 권리를 보호하는 기능을 하였으며, 검시는 주로 범죄와 관련된 죽음에 대하여 행해졌다. 또한 현대국가에서의 검시제도는 범죄와 관련한 국민의 억울한 죽음을 발견하여 침해된 인권을 회복시켜 주는 근대적 기능뿐만 아니라 대량 재난사고, 보험사고, 교통사고, 산업재해로 인한 사망 등 모든 죽음에 대하여 정확한 사인규명을 함으로써 국민의 정당한 권리를 찾아 주며, 추가적인 피해를 예방하고, 나아가 죽음과 관련된 정확한 자료를 통하여 효과적인 국민건강, 보건 및 의학발전을 위한 정책을 수립하는 등공공의 이익을 위한 현대적 기능까지 담당하고 있다. 본 연구에서는 우리나라 검시제도의 개선방안을 다음과 같이 정리하 였다. 첫째, 전문인력 양성을 통한 검시전문가를 현장에 투입하여 검시가 이루어져야 한다. 둘째, 사건현장에 충분한 법의학 지식과 경험을 가진 현장감식 전문팀과 법의학 전문의에 의하여 시체의 검사가 이루 어져 한다. 셋째, 검시관이 수사주체로서 사건의 책임자가 되어 사건을 신속히 진행하여 현장에서 전문성 부족으로 발생하는 제반사항에 대해 전문가로서 방향을 설정해야 한다. 넷째, 검시의 진정한 목적을 달성하기 위하여 각 지역을 관할하는 법의관을 두어 고유의 권한과 의무를 가지고 검시를 전담하게 하며, 검시기관의 독립된 지위와 권한을 가진 공정한 기관이어야 한다. 이와 같은 검시제도의 개선을 위해서는 정부 관계부처와 전문가들의 검시제도 개선을 위한 노력이 더 이상 지체되 어서는 안 될 것이다. Modern death investigation system has played the role of protecting people s right and maintaining order in the society by recognizing people s wrongful deaths and recovering violated human rights. Death investigation has mainly been performed for death related to crime. In modern society, death investigation has also played its part for public interest as it investigated the explicit cause of death involved in insurance fraud, car accident, natural catastrophe, or industrial disaster, preserved people s right, prevented additional damages and further established policies for effective health care system, and the development of public health and medical practices through investigated resources related to death. This paper outlines the improvement plans for Korea s death investigation system. First, the death investigation should be performed on site by the investigation experts who completed professional training. Second, the autopsy should be performed by a team of crime scene specialists who has sufficient knowledge and experience of forensic science, and forensic scientists on site. Third, the coroner should proceed with the case as the person in charge at the site and set a direction for various matters that can occur when there is lack of professionality. Fourth, to achieve the genuine goal of death investigation, there should be a medical examiner granted with its own privilege and responsibility in each region to take the full process of the investigation, and there also should be a separate institute of death investigation that has independent status and privilege. For the improvement of the system of medical examiner, prompt efforts should be made by the government officials and the specialists related to death investigation system.

        해상무장보안요원의 국내외 법적 지위와 총기사용의 문제점 및 관리 개선방안

        Pupose: This study limits the legal status of maritime security officers` problem of using firearms. Methods: Analyze the previous research on documents and official data provided by relevant organizations. Conclusion: First, the ways to improve the legal status of domestic and foreign maritime security officers are as follows: Piracy should be defined as `pirates` in international law, defined as `marine special steel` as per domestic legal basis. Second, the division devoted to work of Ministry of Maritime Affairs and Fisheries needs to find a way to respond. Third, in addition to piracy, it is also necessary to cooperate with relevant organizations to take measures, such as riots and flagship of the flagship sea. The use of firearm and how to improve the management standards of maritime security officers are as follows: First, in connection with restrictions on the use of firearms in Korea, it is necessary to designate organizations regulated by applying foreign standards. Second, it is necessary to designate ministries and agencies such as unification of government agencies, licensing, dualization of ministries and in charge of regulating use of firearms. Third, it is necessary to effectively strengthen the regulation and control of the Ministry of Maritime Security for government training and certification.

        전직대통령 경호에 관한 효율적 개선방안 연구

        President or national guard is guaranteed and can be received several activity that recognize in the country wide guard activity area under legal basis. However, former President guard is not so. Usually, former President guard activity hard to expect support such as national guard activity as well as it is small scale relatively in guard range or agent, equipment side. Guard activity is doing person protection and facilities security by beforehand prevention activity about guard person`s kidnaping, confusion, assassination etc.. Special quality of guard business is relativity, regimentation, not to reveal. Therefore, need correct interpretation for guard danger and injury environment and analysis about political, social, psychological cause of danger and injury occurrence. Considers inclination and activity radius guard person among guard period, level, guard environment on the basis of this and need safety investigation by period. Need to set guard action standard by step and apply by objecxtive basis of judgement. Also, will have to improve moving method regarding chronic traffic jam, and improvement about guard agent qualification essential factor and integration security system have to be readied. Forward, will have to develop by general security that seek agreeable and comfortable life changing in person protection concept by manpower.

        경호공무원 퇴직지원제도에 관한 연구

        The Presidential Security Service Agents are specifically and highly faced with the stressful situations due to dangerous duties, frequent official trips, irregular working hours, and burden on family members. Moreover, the Presidential Security Service Agents are subject to the peculiar personnel management system different from the general government officials. The retirement age of the Presidential Security Service Agents is very early caused by mandatory retirement system and rank-limit system. In addition, early retirement of agents may lead to the confusion of role and identity. An agent should be disappointed when he/she suddenly performs relatively trivial and unactive roles changed from major and active duties. Thus, despair of the retired agents and unconcern of retirement system of Presidential Security Service raise the problems. The lack of retirement management and retirement support system cause the demotivation of agents as well as the waste of human resources. It is required that minimizing the impact of retirement, preparing for retirement support system, and establishing retirement management system.

        변사사건현장에서 검시업무관련자의 역할

        Pupose: It is to examine the real problems of the Korean coroner and to take measures to solve the problems and to make improvements. Methods: This study examined the data of the death investigation work at the scene of the accidental case through the literature study. Conclusion: The actual placement criteria of the inspection examiner should be established in the place where the optometrist is and where the optometrist is in the process of filing the case. should be established in the place where the optometrist is and where the optometrist is in the process of filing the case. Selective dispatch criteria should be established for overlapping areas between the optometrist and the examiner. It is necessary to make sure that the doctors who are able to opt for optometry in the area of the optometrist and the local police offices conclude the agreement through the conclusion of the agreement. As the present situation and problems of the current Korean coroner 's system of coronary care work have appeared, it is necessary to make efforts to improve the system in the coroner' s office and government related departments.

        응급실 폭력에 대한 대응 및 개선방안

        최근 국민의 안전을 위협하는 사건·사고로 인하여 공공안전에 대한 사회적 관심과 우려가 높아진 가운데 국민의 생명·건강과 직결된 급박한 응급처치가 이루어지는 병원 응급실 내에서의 취중난동 등 의료방해 행위로 인해 응급환자에 대한 진료가 지연되는 사례가 빈발하여 응급의료시설 내에 안전 확보를 위해 소란행위 발생 시에는 경찰의 신속한 출동 및 엄정한 대처가 필요하다. 병원 내에서 응급실은 폭력에 가장 많이 노출되어 있는 부서이지만 대부분의 응급의료기관에서 폭력예방을 위한 대처방안은 미흡한 실정이며, 응급실 종사자들은 폭력경험 으로 인해 안전에 대한 불안과 직무만족의 저하, 이직률의 증가, 의료서비스의 질적 저하 등을 초래하게 된다. 본 연구에서는 응급실에서의 의료진을 대상으로 한 효과적인 폭력예방방안과 일반인들에 대한 제한사항으로 다음과 같이 제언한다. 첫째, 의사-환자 인식 개선 프로그램 마련이다. 둘째, 경찰과의 긴급 대응시스템 개선이다. 셋째, 민간경비시스템의 신속 대응시스템 마련이다.넷째, 응급실의 출입제한이다. 현재 응급실 폭력 방지에 대한 대응방안은 민간경비서비스의 확대차원에서 생각해 볼 문제이다. 민간경비가 병원 응급실 현장에서 활동하면서도 법률상 제한적인 규정으로 인해 민간경비서비스와 산업의 발전을 어렵게 하고 있다. 제한적이긴 하나 민간경비서비스가 경찰서비스의 영역을 보완하고 협력하는 가운데 영리성 추구와 더불어 사회적 공익추구를 뒷받침한다면 서로 상생할 수 있다고 본다. As there are much high social attention and concerns about public safety due to recent accidents that threat people's safety, frequent incidents occur where medical treatments for emergency patients are delayed due to unfortunate occurrence such as disturbance while drunk in the hospital emergency rooms where urgent first aid directly related to people's life and health is performed. This calls for immediate dispatch and strict responsive measures of the police to secure safety when such act of disturbance occur. Emergency room is the section that is most vulnerably exposed to violence in the hospital, and yet, very limited response measures are established for violence prevention. The staff in the emergency room experience insecurity due to violent incidents and this leads to fall of work satisfaction, rise of turnover rates and decline in the quality of medical service. This study suggests the following preventive measures for violence and restrictions to general public for the sake of medical team in the emergency room. First is the improvement in the awareness of doctor-patient relationship. Second is the improvement of emergency response system with the police. Third is the immediate response system of private security guard. Fourth is the limited access to emergency room. Responsive measures for violence prevention in the emergency room should be considered from the perspective of the expansion of private security guard services. Private security guards work on site in the emergency room and yet the development of private security service and its industry is hindered by the legal limitation of the regulation. Co-existence of private security and police is possible, although limited, if the two cooperate and compensate in the areas of their services to pursue profit as well as public interest.

        4차 산업혁명에 따른 민간경비 품질 개선 방향

        4차 산업혁명은 민간경비 분야에도 영향을 미치고 있다. 또한 이러한 영향력은 시간이 갈수록 더욱 증대될 전망이다. 이에 본 연구는 4차 산업혁명이 민간경비 분야에 미치는 영향을 살펴보고, 향후 나아갈 방향에 대해 살펴보는 것에 목적이 있다. 따라서 4차 산업혁명의 다양한 기술들 중에서 현재까지 민간경비에 적용되고 있는 핵심 내용들을 살펴보고 다음과 같은 결론을 도출하였다. 이를 통해 도출된 결론은 다음과 같다. 첫째, 4차 산업혁명의 여파는 민간경비 분야에서도 피해갈 수 없다는 것이 자명하다. 둘째, 4차 산업혁명의 여러 기술들을 응용하기 위해서는 다양한 분야에서의 시도가 필요하다. 셋째, 민간경비 분야에 4차 산업혁명의 기술들을 응용하기 위해서는 국가 경비시스템과의 적절한 조화가 필요하다. 넷째, 민간경비의 교육분야에 있어서도 4차 산업혁명의 다양한 기술들을 응용하고 적용할 필요성이 있다. The Fourth Industrial Revolution is also affecting the private security sector. It is also expected that this influence will increase over time. The purpose of this study is to examine the impact of the Fourth Industrial Revolution on the field of private security and to look into the future direction. Therefore, from the various technologies of the 4th Industrial Revolution, the key contents that have been applied to private security until now are examined and the following conclusions are drawn. The conclusions drawn through this are as follows. First, it is clear that the aftermath of the Fourth Industrial Revolution cannot be avoided in the private security field. Second, in order to apply various technologies of the 4th industrial revolution, it is necessary to try in various fields. Third, in order to apply the technologies of the Fourth Industrial Revolution in the field of private security, proper harmony with the national security system is necessary. Fourth, there is a need to apply and apply various technologies in the fourth industrial revolution in the field of private security education.
