유럽에서 준비 중인 solvency II 중, 자본요건에 대해서는 QIS5라는 계산기준의 형태로 기준안이 제시되어 있다. 계산기준에서의 자본요건판정은 경제가치를 기준(base)으로 한 재무제표의 작성, 필요자본의 계산, 자본의 질을 고려한 자기자본과의 대응에 따른 판정이라는 순서를 밟게 되어 있다. 또한 보험회사의 기업집단(group)에 대한 감독자를 정하고, 기업집단의 지급여력(group solvency)의 판정 등의 감독이 이루어질 예정이다. solvency II는 다른 나라의 지급여력(solvency) 규제에 영향을 미침과 동시에, 기업집단(group) 감독을 통하여 유럽 역외의 보험회사에도 직접 영향을 미칠 가능성이 있다. 따라서 제시되어 있는 리스크 분류, 리스크 분산의 반영, 자기자본의 도입⋅단계별 기준, 기업집단(group) 감독에 관한 문제 등을 검토하고, 각 논점의 검토 동향을 이후에도 주목해야 할 것이다. In solvency II being prepared in Europe, capital requirements have been presented the form of calculation standard called QIS5. Judgement of capital requirements at the calculation standard consists of preparation of financial statement based on the economic value, the calculation of capital requirements and judgement in accordance with equity capital considering the quality of capital. In addition, supervisors will be assigned for group of companies with insurance companies and supervision against solvency of business groups is scheduled to take place. Solvency II will affects solvency regulations of other countries and is likely to directly affect insurance companies suited at out of European area. Therefore, risk category, reflection of risk dispersion, The introduction of equity capital⋅Step-by-step basis of equity capital, issues on group of companies supervision are scheduled to be examined and we must be going to follow up each issues, even after.
