국내외 인적재난 안전기술개 발 동향분석 및 로드맵 수립에 관한 연구

본 연구에서는 재난환경변화에 대응하여 인적재난 중장기 계획과 로드맵 수립을 기획하기 위하여 국내외 인적재난 안전기술 개발동향을 분석하여 중장기 로드맵을 제시하였다. 최근 국내에서는 재난환경에 연관된 사회환경, 생활환경, 국내 외 정부부처 대응 등의 급변화 의하여 인적재난 연구개발 중장기 로드맵 수립의 필요성이 높아지고 있다. 미국은 국가재난 대응계획(NRF)과 국가사건사고관리시스템(NIMS)과 인적재난별 대응 시나리오 등에 의하여 기반을 구축하여 체계적인 연구를 진행하고 있으며, 일본은 년도별 방재백서의 연구개발 계획 등에 의거하여 재해대응 연구개발이 진행되고 있으며, 국내에서는 소방방재청과 국립재난안전연구원이 협력하여 인적재난 분야에 대한 연구과제를 진행하고 있다. 본 연구에서는 인적재난 연구개발 중장기 로드맵을 제시하여, ‘인명 및 재산피해를 최소화’ 하고, 국가적 인적재난 분야 연구개발체계를 정립하고, 나아가 미래 인적재난환경 급변화에 대한 대책을 제시하였다. This paper is to show the long-term roadmap by analyzing the development trend for the safety technology of facility disaster in the country and abroad, and it is designed to plan the long term and roadmap in response to change the disaster environment. Recently in the country, it is increasing the needs of the long term roadmap design of the facility disaster research development in the facility disaster, by the repidly of the social and the living and the related governments response's changing. The U.S. is going to develop the disaster responding research by planning the its master plans, including the NRF (National Responing Framwork), the NIMS (National Incident Management System), and its sinarios etc.. Japan is going to develop the research planning in the annual report of the disaster prevention, and we going to do the study projects about the facility disaster area with the NEMA (National Emergency Management Agency) and NDMI (National Disaster Management Institute). This paper is showed to design the long term roadmap of the facility disaster’s study development, and to minimize the damage of the man and his property, and to set the study development system of the national facility disaster, and furthering to make the resilient planning in changing of the facility disaster's environment.

본 연구는 재난환경 변화에 대응한 인적재난 R&D 중장기 로드맵 수립 기획에 관한 것으로서, 인적재난 안전기술 분야의 기술개발 투자 확대 방안 및 관련분야 선진국 대비 기술수준 격차해소를 위한 전략 제시, 인적재난안전기술개발 사업의 차세대대응기술 예측을 통한 사업 고도화, 중장기 로드맵 및 중점추진전략 도출, 중점 추진전략에 따른 주요 추진사업 및 세부추진과제 RFP 도출 등의 방안을 제시하였다. 주요 성과로서, 인적재난안전기술개발 중장기 투자 확대, 미래 인적재난 발생 가능성 예측을 통한 향후 재난대응 환경 변화와 안전관리 정책관련 패러다임 예측 및 효율적 대응, 인적재난안전기술 개발 중장기 로드맵을 통해 인적재난기술의 가치향상과 미래도약 기반강화 등이 기대된다. This research has been shown the Research Plan for R&D Long-term Load-map Design in the Facility Disaster on response of the changing Disaster Environment, Showing the Strategy for the extending investment method of the technical development and related on that the advanced nation’s technical level gap is minimized in the same area, Designing for the business’ high-level, long-term load-map and the core driving strategy of the safety technology development business in the facility disaster, RFP Documentation on the core driving Business and the detailed driving Issue. This research has been resulted the three lists, trend analysis and Vision of the Technology Research Development (R&D) of the Safety Technology Area in domestic and foreign, the Responding Technology Predict and the Extended Research Strategy of the Next Generation Safety Technology in the facility Disaster, long-mid Term Road-Map of the Safety Technology in the facility Disaster, finally the Action Issue’s RFP of the Safety Technology in the facility Disaster.

오늘날은 교육의 전성시대라고 할 만큼 온통 교육 천지다. 유아부터 노인에 이르기까지, 학교 안과 학교 밖에서까지 교육 없는 곳이 없다. 특히 어린이 교육은 전 세계가 주목할 만큼 차고도 넘친다. 그런데도 청소년 범죄는 끊이지 않고 있으며, 비록 범죄까지는 아니더라도 인성이 부족한 어린이들이 많다. 교육이 부족한 것이 아니라 교육이 잘못된 데에 따른 것이다. 아이러니하게도 오늘날 어린이 교육에서 가장 많이 등장하는 단어 중의 하나가 ‘인성교육’이다. 이제는 우리의 인성교육을 재고할 필요가 있다. 우리 역사에서 인성교육이 가장 폭넓게 이루어진 때는 조선시대이다. 조선시대의 어린이1) 교육은 인성교육 그 자체라고 해도 지나친 말이 아니다. 어린이 교육용 교재들도 많이 전한다. 『동몽선습』·『격몽요결』·『사소절』 「동규」·「계초심학인문」·『아희원람』 등이 대표적이다. 이들 중 『동몽선습』·『격몽요결』·『사소절』 「동규」 등은 대체로 유교윤리 중심의 교육을, 「계초심학인문」·『아희원람』 등은 어린이 존중의 교육을 이야기하고 있다. 그런데 이들 모두가 어린이 교육에 관해서 공통으로 이야기하는 것이 있다. 그것은 어린이 교육의 중요성, 조기교육의 필요성, 인성교육 중심, 생활교육의 중시 등이다. 과거는 현재의 거울이다. 우리는 조선시대의 어린이 교육에 관해서 현재 전하는 문헌을 통해서 알아봄으로써 오늘날 어린이 교육의 문제점과 그 극복 방안을 살펴볼 수 있다. 이제 우리가 해야 하는 일은 과거에서 답을 찾아 현재의 문제점을 극복하는 것이다. 적용과 실천이 필요한 때이다. 어린이 교육을 중요하게 여기고, 인성교육을 외치면서도 정작 인성교육을 제대로 하지 않는 오늘날의 어린이 교육이 더는 계속 이어져서는 안될 것이다. Education is everywhere in recent days to the point that education has its heyday. From infants to seniors, they are faced with several ways of learning all the time in and out of school. In particular, education for children is currently brimming over in Korea, which attracts the global attention. Nevertheless, there has been no signs of abating in juvenile crimes, and even if they are not crimes, incidents caused by ill-behaved adolescents are easily heard and found around us. This is not because of lack of education, but because of wrong guided education. Ironically, one of the most frequently mentioned terms in children education is personality education. Now is the time to reflect where personality education in Korea stands at. In our history, it is during the Chosun Dynasty that personality education is widespread and a predominant notion in education. It is safe to argue that education for children in that era is focused only on personality development. There were a host of instructional textbooks for children. Cases in point are『Dongmongseonseub(동몽선습)』, 『Gyeogmongyogyeol(격몽요결)』, 『Sasojeol(사소절)』, 「Donggyu(동규)」, 「Gyechosimhaginmun(계초심학인문)」, and 『Ahuiwonram (아희원람)』. Among them, 『Dongmongseonseub』, 『Gyeogmongyogyeol』, 『Sasojeol』, and 「Donggyu」 represent Confucian ethics-oriented education, and 「Gyechosimhaginmun」, and 『Ahuiwonram』 lecture on the importance of respect for children. In addition, there are pedagogical philosophies all of these books share; importance of children education, the need for early education, the value in personality education, and the focus on education in life. The past is a mirror to reflect the present. We could examine current drawbacks of children education and how to overcome them by exploring some of the books used for children education in the Chosun Dynasty that we can access. Now, what matters to us is to find proper answers to current problems from the history, and make utmost effort to overcome the current obstacles. Knowledge is important, but all the more important are application and practice. In theory, most of us can argue that we are supposed to place personality education for children a highest priority, while in reality, children education that does not properly focus on personality development is prevalent and unchecked. It is not the time to put a brake on it.
