기술기반 농식품 기업에 대한 정책자금 현황 분석 : 기술창업자금지원사업을 중심으로

타 분야 기업과 비교해 시장 진입에 대한 경쟁이 심하고 미래에 대한 성장 가능성이 불확실한 기술기반의 농식품 기업은 제품 개발에서부터 실증, 사업화, 생산 단계까지 많은 애로사항을 겪는다. 기업들은 이러한 단계를 진행하면서 특히 자금 조달 문제로 인하여 제품생산 및 판매를 포기하게 되며, 이는 곧 농업 인구의 감소와 이에 따른 농업생산 기반의 약화를 일으킨다. 농림축산식품부는 이러한 우수기술 기반의 농식품 기업을 지원하기 위한 목적으로 기술창업자금지원사업을 통한 이차보전 사업을 수행하고 있으나, 기술사업에 따른 평가서를 발급받더라도 결국 기업의 담보력이 문제가 되어 대출이 이루어지지 못하는 경우가 많다. 본 논문에서는 기술창업자금지원사업에 대한 현황 및 주요 문제점을 살펴보고, 해외에서의 기술 기반 농식품 기업에 대한 정책자금 지원 사례를 분석하고자 하였다. 또한, 그 결과를 바탕으로 향후 기술창업자금지원사업의 발전 및 개선 방안을 모색하였다. Compared to other businesses, technology-based agri-food businesses face more competition for entering the market and uncertain expectations for future growth. They experience many difficulties from product development to PoC(Proof-of-concept), commercialization and production stages. As companies proceed with these steps, funding issues lead to abandonment of product production and sales. This results in a decrease in the agricultural population and consequent weakening of the agricultural production base. The Ministry of Agriculture, Food and Rural Affairs is carrying out interest preservation projects to support these technology-based agri-food companies, but loans are often not made even if evaluation reports are issued due to corporate collateral problems. In this paper, we examined the current status of existing technology start-up funding projects and corresponding enterprises, and analyzed cases of policy funding for technology-based agri-food enterprises in other countries. Further, the project improvement directions are suggested through the results.
