정부기능의 효율성이 중시됨에 따라 업무추진의 효율성과 책임성 그리고 정부업무 등에 관한 국민의 신뢰를 높이기 위한 평가업무가 수행되고 있는 상황이다. 공기업과 민간기업에서 업무에 대해 고객으로부터 평가를 받듯이, 중앙정부에서도 정부 정책의 수혜대상자인 국민들의 만족도를 측정하여 정부 정책서비스의 질(quality)을 경쟁적으로 제고할 수 있도록 노력하고 있다.또한 선진 OECD국가의 고객지향적 행정과 행정의 효율성· 효과성추구로 공공부문의 책임성 요구가 높아짐에 따라 정부는 주요정책과제에 대한 시민평가모델을 도입하였다. 이 모델과 조사는 피평가기관인 중앙정부의 정책과정에 대한 만족수준을 일반국민 및 전문가를 대상으로 측정하는 방법의 하나로 도입되었다.정책만족도의 전반적인 구성은 정책수립· 집행과정에서의 의견수렴도, 정책내용의 적절성, 정책과정의 투명성, 정책 추진결과의 효과성, 정책추진과정의 일관성 그리고 정책의 환류성과 같은 요소별만족도 항목과 전반적인 체감만족도 항목으로 양분되어 있다.본 연구에서는 정책만족도를 그룹별, 분야별, 부처 정책과제별 등으로 세분하여 종합분석 하였으며, 정책만족도 조사는 국민만족수준 및 행정의 책임성· 신뢰성 제고에 이바지 할 것이다. 결국 수요자· 고객중심의 행정체제로 변화하는데 시민평가제의 도입· 발전은 향후 정부정책의 질적 개선까지 이룰 수 있다는 점에서 중요한 제도라 할 것이다. As the private businesses and the public enterprise are subject to the evaluation by there customers, the central government is trying to measure the policy satisfaction indices for the betterment of their policy services and the improvement of the national competitiveness.With the public responsibility for customer-oriented administration and efficiency·effectiveness of administration in many OECD nations, the government introduced citizen evaluation model for the public policy. The model and the survey has been accepted by the evaluated institutions and their employees as one of the methods of measuring the satisfaction level of policy process by the government organizations in spite of its limitations.The model has major items such as opinion reflection, policy transparency, effectiveness, consistency, feedback, and so forth. That is the content of the policy formation, implementation, and the performance.The national policy satisfaction survey may contribute to the advancement of citizen satisfaction and the responsibility· reliability of the administration because it allows the government institutions to better manage and grasp their citizen with certain policy service goals.
고성능 감수제 종류에 따른 실리카흄이 혼입된 시멘트 수화 특성

In this study, the effect of superplasticizers on the dispersibility and hydration properties of cement with silica fume were investigated. Superplasticizers are used Naphthalene type, Ligno-sulfate type and polycarboxylate type. Compared with plastic viscosity of cement paste without superplasticizers(Plain), plastic viscosity of cement paste with superplasticizers are reduced and yield stress of cement pastes with each superplasticizer is increased rather than Plain. And then, plastic viscosity of cement paste with Naphthalene type superplasticizer was the least of all types. Compared with other two types, setting and hydration of cement paste with Polycarboxylate type(PC) superplasticizer is very fast. At compressive strength after 3-day, PC is higher than other two types, But, compressive strength of after 7-day and 28-day, PC is smaller than other two types.
시멘트의 수화특성에 대한 유·무기 복합 나노실리카의 영향

In this study, as a material used to replace silica fumes for high strength concrete, nano-silica compound with organic functional group for dispersion and with inorganic silica group that can cause a pozzolan reaction is synthesized, These nano silica compound is divided into IC, which is nano size $SiO_2$ with irregularly combined hydroxyl group and carboxyl group, and RC, which is nano size $SiO_2$ with regularly combined hydroxyl group and carboxyl group. The effects of these nano silica compound on the hydration of cement are reviewed. As a result, all of synthesized nano-silica compounds have excellent dispersion on the cement flow, we think that dispersion property is the effect of air entraining by synthesized nano-silica compounds. The result of the microstructure observation showed that the particle size of the synthesized nano-silica is smaller than silica fume and spread evenly among the cement particles. In initial The phenomenon of strength decreasing occurred due to delayed hydration reaction by the synthesized nano-silica with carboxyl(-COOH) and hydroxyl(-OH) functional group.

The most impotant parameter in predicting value of osteoporotic fracture is the level of BMD(bone mineral density). The formation of peak bone mass is important in the preventive aspect of osteoporotic fracture. Among the factors influencing the formation of peak bone mass, the hereditary influence is believed to be the most important. We studied the importance of hereditary influence in determing peak bone mass by comparing BMDs of mothers and their daughters in college, who are in the age of achieving peak bone mass. The BMDs of daughters were greater than those of mothers, and mean age of menarche in daughters was earlier than that of mothers. Inmothers, BMD of L2-L4 had significant positive correlatins with height, weight, and BMI, however femur neck had positive correlations with weight and BMI. In daughters, BMD of L2-L4 had significant correlatin with weight, total calorie intake and protein intake, but MBD of femur neck had correlation with weight, body fat and animal calcium intake. Daughters of osteopenic mothers might be advised to evaluate the bone mineral density at critical period for the formation of peak bone mass, to identify the risk factors and to encourage more calcium intake. In conclusion, the BMDs of daughters have strong positive correlation with those of mothers. Hereditary influence on peak bone mass can be strongly suggested, but common environmental factors cannot be excluded. (J Kor Endocrinol 8:66~71, 1993)
