우리나라 地籍調査士制度의 新設方向 硏究

  본 연구는 지적의 본질적 기능수행에 있어 필수 불가피한 요소가 되는 ‘지적조사’가 효율적으로 수행되기 위한 제도적 장치로서 지적조사사제도의 신설방향을 모색하는데 그 목적이 있다. 이를 위하여 먼저 지적조사사에 대한 새로운 개념정립과 그 토대 위에서 우리나라 지적조사제도의 실태를 파악하고, 현행 제도를 보다 효율적으로 운영할 수 있는 전문자격제도로서 지적조사사제도의 신설방향을 제시하고자 하였다.<BR>  연구결과로서 본 연구는, 지적조사의 본질과 그 조사 분야 등을 종합적으로 숙고해 볼 때, 우리나라 지적조사제도는 지적정보 즉, 물리정보ㆍ권리정보ㆍ가치정보ㆍ토지이용규제정보에 대한 조사ㆍ등록업무를 전문적으로 수행할 수 있는 제도적 방향으로 발전되어야 하며, 이를 위해서는 새로운 지적조사사제도가 신설될 필요가 있음을 피력하였다. 그러한 제도적 신설방향으로서 본 연구는, 국가기술자격법에 의해 시행 중인 지적기술자격제도의 협소한 업무영역 및 기술분과에 치중된 현행 체계를 보완ㆍ격상시켜 자격기본법에 의한 전문 국가자격으로서의 지적조사사자격제도가 신설되어야 한다는 점을 제언하였다.   A piece of land might be classified as an object of public or private activity, by artificial demarcation. But it assumes a of continuity of form and physical make up, despite boundaries of this type. Cadastre involves the registration of land"s physical, and current use, as well as a description of what is legally permitted upon it. It is a vital component of land use and needs to be embodied in any decision regarding it. Primarily, cadastral survey is a systematic device which provides data necessary for registrating cadastral information.<BR>  This study aims to propose guidelines for the establishment of a cadastral surveyor system. To achieve this goal, we have intended to encapsulate the fundamental notions of a cadastral surveyor and have sought to observe trends and actual conditions exhibited by the present korean cadastral survey system. Finally we have attempted to find ways of re-organizing it into a system with a more specialized set of qualifications.

  본 연구의 목적은 대한지적공사 지사장업무의 문제점을 도출하며, 도출된 문제점에 대한 혁신방안을 제시하는 것이었다. 이상과 같은 연구의 목적을 효율적으로 달성하기 위해 시간적으로는 2004년 1월 대한지적공사 출장소가 지사로 명칭을 변경한 시점부터 현재까지로 하였고, 공간적으로는 대한지적공사로 하였으며, 내용적으로는 대한지적공사 지사장 업무에 대한 문제점을 도출하고, 도출된 문제점을 효율적ㆍ획기적으로 변화시킬 수 있는 혁신방안을 제시하는 것으로 한정하였다. 본 연구의 접근방법은 역사적 접근방법과 행정적접근방법을 병행하였고, 조사방법은 문헌조사법과 인터넷조사법을 병행하였으며, 분석방법은 기술적(記述的) 분석방법을 사용하였다.<BR>  연구 결과, 대한지적공사 지사장 업무의 문제점으로는 첫째, 지사장 업무수행력의 한계 둘째, 지사장 업무 자체의 한계 셋째, 지사장 업무와 관계된 혁신컨텐츠의 미비라는 큰 카테고리 하에서 세부내용이 제시되었으며, 이를 혁신할 수 있는 구체적 방안 역시 첫째, 지사장의 개인적 업무수행력 고취 둘째, 지사장 업무내용의 세분화 셋째, 지사장 업무의 대외 혁신컨텐츠 개발이라는 분류 하에서 세부 사항이 제시되었다.   The purpose of this study is to derive the problems of branch director"s duty in the Korea Cadastral Survey Corporation(hereinafter referred to as “KCSC”) and is to show the renovation plans to change appeared problems efficiently. To achieve the above study purpose, the time boundary was established from the January 2004 when the KCSC changed the his name from a branch office to a branch, targeting KCSC. The contents were limited to derive the problems of director"s duty of the KCSC and to show the renovation plans to change appeared problems efficiently. For the study method, an historic and executive approach was adopted, using literature and internet survey method for the investigation. Meantime, a descriptive analysis method was used for the analysis method.<BR>  As a result of the study, the problems of branch director"s duty in the KCSC is first, the limitation of director"s duty achievement ability, second, the limitation of director"s duty itself, third, inadequacy of renovation contents connected with director"s duty. This study show the renovation plans that can change appeared problems efficiently, first, inspiration of director"s personal duty achievement ability. Second, ramification of director"s duty, and third, development of international renovation contents of director"s duty.

중국토지학회지 게재논문의 특성 연구

본 연구의 목적은 중국토지학회지 게재논문의 실태를 조사ㆍ분석하고, 그에 대한 특성을 제시하는 것이었다. 이상과 같은 연구의 목적을 효율적으로 달성하기 위해 연구대상을 중국토지학회지로 한정하였다. 연구범위는 시간적 범위로 2003년부터 2007년까지로 하였고, 공간적 범위로 중국을 대상으로 하였으며, 내용적 범위는 중국토지학회지 게재논문의 특성을 제시하는 것으로 국한하였다. 본 연구에서 사용된 연구방법은 역사적 접근방법, 문헌조사법 및 인터넷조사법, 통계적 분 석방법을 사용하여 연구를 수행하였다. 연구결과, 중국토지학회지 게재논문의 특성은 외형적 특성과 내용적 특성으로 구분되었다. 먼저, 중국토지학회지 게재논문의 외형적 특성으로는 첫째, 다량의 게재논문으로 인한 지적학의 발전잠재성을 들 수 있다. 둘째, 게재논문 구성의 자율성이 나타났다. 셋째, 중국토지학회지의 대학원생 참여가 우수한 것으로 나타났다. 중국토지학회지 게재논문의 내용적 특성으로는 첫째, 토지제도를 연구대상으로 한 게재논문의 편향된 것으로 나타났다. 둘째, 특정 지역의 도 시화를 연구대상으로 한 논문의 다양한 것으로 나타났다. The objective of this study is to examine some problems by analyzing the characteristics of papers which have been contributed to Journal of the China Land Science Society and then to suggest an improved plan for a raise of the condition of the China Society of Cadastre. In order to achieving this goals, we had intended to limit a period of time from 2003 up to 2007 and analyzed the papers of the time. The descriptive method was tried for this study. And also we referred to sundry records and used datum or information in internet web-sites. The results of this study, the thesis of Journal of the China Land Science Society classified characteristics of contents and external peculiarities. The external peculiarities of papers of Journal of China Land Science Society, above all, great volume of papers presents potential for development in cadastrology. Secondly, the thesis constructed autonomously. Third, graduate students superiority participate in Journal of the China Land Science Society. The contents characteristics of papers of Journal of China Land Science Society, first, the thesis inclined toward the land system on object of study. The third, there are diversity papers which studied urbanization of specific regions.

GPS 상시관측소에 의한 세계측지계 산출좌표의 성과 비교

  본 연구의 목적은 경상남도 권역에 있는 GPS 상시관측소를 이용하여 산출한 세계좌측지계 성과를 비교 분석하여 경상남도 권역의 세계측지계 성과 산출시 GPS 상시관측소의 활용 방향을 제시하는 데 있다. 연구 목적을 효율적으로 달성하기 위해 경상남도 권역의 GPS 상시관측소 6개소를 상시관측망으로 설정하였으며, 상시관측망을 기준으로 산출한 세계측지계 성과를 최적의 성과 기준으로 설정하였다.<BR>  연구결과, 경상남도 권역의 안정적인 세계측지계 성과를 산출하기 위해서는 경상남도 권역에 분포된 GPS 상시관측소의 배치밀도와 관측지역별 지리적인 위치를 고려하여 관측지역을 가장 안정적으로 커버리지 할 수 있는 상시관측소 4개소를 기준으로 세계측지계 성과를 산출하는 방안을 바람직한 방향으로 제시하였다.   The purpose of this study is to present application of GPS Permanent Stations in Gyoungsangnam-do, for compare and analyze the World Geodetic Datum coordinates computed by using GPS Permanent Stations located Gyoungsangnam-do. To achieve the above study purpose efficiently, 6 GPS Permanent Stations located Gyoungsangnam-do is set up Permanent Stations Network and the optimum conditions is the World Geodetic Datum Coordinates computed by using GPS Permanent Stations Network.<BR>  As a result of study, In order to compute stable World Geodetic Datum Coordinates in Gyoungsangnam-do, The desirable application is to compute 4 GPS Permanent Stations Network covered survey region, considering arrange density of GPS Permanent Stations and geographical positions of survey region.

우리나라 부동산중개법인의 발전방향에 관한 연구

본 연구의 목적은 우리나라 부동산중개법인의 실태를 조사ㆍ분석하고, 이를 토대로 문제점을 도출하며, 도출된 문제점에 대한 해결방향을 제시함으로써 부동산중개법인에 대한 발전방향을 제시하는 데 있다. 이러한 연구목적을 달성하기 위해 연구대상을 부동산중개법인으로 한정하고, 시간적 범위는 1983년부터 현재까지로 하며, 공간적 범위는 우리나라로 한정하였다. 연구방법으로서 접근방법은 제도적 접근방법을 사용하고, 조사방법은 문헌조사법, 설문조사법, 인터넷조사법을 병행하였으며, 분석방법으로는 기술적(記述的) 분석방법을 사용하였다. 분석 결과 부동산중개법인의 운영상의 문제점으로는 첫째, 부동산중개법인에 대한 업무영역이 협소하고 둘째, 부동산중개법인과 일반 중개사무소에 대한 수수료체계가 동일하며 셋째, 부동산중개법인의 설립을 위한 대표를 공인중개사로 규제함으로써 법인 설립이 활성화되지 못하고 있다. 넷째, 한국공인중개사협회는 부동산중개법인의 회원에게 만족할 만한 서비스를 제공하지 못하고 있으며 다섯째, 부동산중개법인을 위한 거래절차가 단순한 것으로 나타났다. 이상의 문제점을 토대로 부동산중개법인에 대한 발전방향을 제시하면 첫째, 부동산중개법인에 대한 업무영역의 확대 둘째, 부동산중개법인을 위한 부 동산중개수수료체계의 개선 셋째, 부동산중개법인의 활성화를 위한 법인설립의 규정 완화 넷째, 부동산중개법인을 위한 협회의 설립 운영 다섯째, 부동산중개법인에 대한 거래절차의 개선으로 나타났다.

VRS를 활용한 Network RTK의 지적측량 활용방안

본 연구에서는 인천광역시 중구 운서동 일부지역을 VRS를 활용한 Network RTK 관측데이터와 지적측량에 활용중인 전자평판 관측 값을 비교하여, 그 오차를 비교하였다. 그 결과 VRS를 활용한 Network RTK의 성과와 전자평판과의 성과 차이가 미소하여 그 활용범위를 기준점의 망실이나 훼손으로 인한 복구와 재설치의 문제를 해결하고 지적측량의 지연 등을 방지하여 민원을 감소시키는 효과가 기대된다. In this study, the comparison of data from Networking RTK using VRS and from Electronic Plane Table used in cadestral surveying was implemented. The difference of errors from two methods was so minute that Networking RTK using VRS can be applied to recovery or reconstruction of benchmarks lost or damaged. It may reduce Civil Complaints arisen from the delay of cadestral surveying.
