This paper suggests the ‘smart defense diplomacy’ that Republic of Korea as a pivotal middle power pursues, and lays out its scheme. ‘Smart defense diplomacy’ means to seek the peace of surrounding the Korean Peninsula by sustaining the strong ROK-US military alliance, and display initiative, creative, proactive diplomatic skills by establishing regional security consultative group among ‘like-minded’ middle powers. This can be effective to achieve three national security objectives; safeguarding the territory and sovereignty of ROK, preparing for an era of reunification, and promoting cooperation in Northeast Asia and contributing to world peace and prosperity. Especially, this paper highlights the necessity of middle power regional experts who are equipped with entrepreneurial flair and technical competence and demonstrating leadership by the role of catalyst-facilitator-manager at the state level. By doing this, we can engage in defense diplomacy that is coincided with national interest by making norms in the field of North Korea"s nuclear threats, regional territory disputes, and non-conventional security. This ‘smart defense diplomacy’ has significant meaning in terms of playing a leading part of international system as a middle power.
국내 연안개발에 따른 조하대 유기물 오염지표종 분포 연구

Organic pollution due to coastal development increases the distribution of organic pollution indicators (OPI) and disturbs benthic ecosystems by increasing the number of organic pollution indicators dominant in the target area. However, there is a little researches on the organic pollution levels of benthic ecosystems in subtidal target coast of all over Korea. Therefore, this study analyzed the distribution of macrobenthos in subtidal around the coast development sites of EIA, confirmed the distribution of OPI, and produced the benthic health index-map (organic pollution level) of all coasts of Korea. The benthic health index of the sites was calculated using the density of each OPI, and the image program was used for the benthic health index-map. Organic pollution levels varied by projects for EIA and OPI. Lumbrineris sp. was found to be dominant throughout the coast and correlated with the benthic health index in Korea. Through this study, we will be able to confirm the future organic pollution level in the subtidal ecosystems of the project for EIA through the results of research to macrobenthos in subtidal for EIA. In addition, the distribution of Lumbrineris sp. OPI can be used as an indicator to indirectly evaluate the organic pollution level of the development site.
진도-제주도 해역에 서식하는 저서다모류의 분포양상과 건강도 지수를 이용한 저서환경 평가

Assessment of benthic quality status was implemented along the subtidal areas of Jindo and Jejudo to understand faunal structure of polychaete assemblages and ecological quality of the benthic environment. Sediment analysis was characterized by well sorted of both mud and sand in Jindo, and a little higher sand in Jejudo instead. A total of 68 polychaete species were found at 14 sampling stations with a mean density of 231 inds./㎡, and 61 species, 167 inds./㎡ and 62 species, 295 inds./㎡ in Jindo areas and Jejudo areas. Dominant species found in Jindo areas were Heteromastus filiformis, Ampharete arctica, Prionospio sp., Sigambra tentaculata, Thelepus sp. and Amphicteis gunneri, Ampharete arctica, Prionospio sp., Spiochaetopterus costarum, Heteromastus filiformis in Jejudo. With a help of cluster analysis, it was found that the sampling stations showed distinctive pattern of the distribution pattern and benthic quality status in Jindo and Jejudo except sampling station numbers 5 and 6, respectively. AMBI analysis the results were 1.2-3.4, grade Ⅴ benthic polychaetes did not appear. It was evident that both Jindo and Jejudo had different sedimentary characteristics as well as distribution pattern of polychaete assemblages.
