        국유재산 관리실태와 문제점 개선방안에 관한 연구

        본 연구의 목적은 국유재산 관리에 따른 운영실태를 검토하여 문제점을 도출하고 이에 대한 개선방안을 모색하는 것이다. 그동안 국유지 관리를 위해 여러 차례 정책의 변화를 시도해 왔으나 국가의 공공목적과 국민의 복지 행정을 위해서 합리적으로 관리되지 못했다는 문제점 들이 제기되고 있다. 본문에서 제기한 검토상의 문제점은 ① 관리조직의 문제, ② 국유지 개발·활용문제 ③ 일본인 권리보전 문제, ④ 국유지 관리업무 전문성 문제 등이다. 이에 대한 개선방안으로 ① 조정·통제 강화를 위한 조직 인원보강 ② 국유지 관리처분 운영 내실화와 정보체계 확대추진, ③ 일본인 소유 토지 실태조사와 권리보전 담당자의 책임성제고 ④ 지방자치단체 국유재산 관리업무 지적부서 이관 등의 방안을 모색하였다. This study focuses on the examination of the management state of national property and search for the improvement measures for the problems raised and drawn. Despite of several attempts to change the relevant polices of state-owned land management, it is said that those policies were not reasonably managed for the sake of public goodness and welfare. The problems raised in the main body are as follows; a) Management organization, b) Development of state-owned land & its proper use, c) Compensation for japanese land owner and d) Management professionalism. To improve each problem, we could provide a) Reinforcement of personnel for tightening of control and settlement, b) Solid management of state-owned land and expensive promotion of information system, c) Actual investigation on the japanese-owned land and higher responsibility for the personnel in charge of compensation and d) Transfer of land register department.

        부동산중개업발전을 위한 비판적 분석

        1. CONTENTS (1) RESEARCH OBJECTIVES The real estate brokerage firms in korea are one of the most popular types of small business. The real estate brokerage business seems to be concerned largely with success depending only upon the listing and selling abilities. The purpose of this study is to improve the system of real estate brokerage and to change the behaviors of real estate brokers for the success of the real estate brokerage business. (2) RESEARCH METHOD literature analysis 2. RESULTS The results of this study are as follows: The first is to improve the services of the real setate brokers to increase commission. The second is to develop the activities for the balanced income in four seasons. Third is to serve the total services from the real estate brokerage contract to the ownership registration of the real estate shich make them expand the range of the real estate activities giving them more chances to the businesses. Fourth is to give the clients the informations of the title of the real estate to more safely transfer the real estate. 3.         부동산권리분석과 부동산거래선진화 방향에 관한 연구

        부동산중개업자들에게 부동산 경매를 대행할 수 있도록 한 제도의 도입은 중개업자들의 업무영역의 확대라는 측면에서 의미가 있다. 부동산경매 대리의 역할로 수익성이 얼마나 제고될지는 정확하게 예측하기는 어렵지만 획기적으로 수익성을 제고시킬 수 있는 영역은 아니다. 따라서 제도보완이 요구된다. 부동산 중개업자의 권리분석 능력은 비교우위에 있어 부동산경매 대행에서 우월한 지위에서 그 역할을 잘 할 수 있을 것이다. 특히 법적권리 뿐 만 아니라 경제적 투자가치까지 분석하는데 유리한 지식을 가지고 있다고 판단되므로 비교우위에 있다고 할 수 있다. 부동산 가격이 상승하여 부동산 거래가격이 상승되어왔기 때문에 안전한 부동산거래의 중요성이 증대되어지고 있다. 따라서 부동산거래 사고에 대비한 보험제도의 도입, 거래금융의 안전성 확보 등을 위한 제도적인 방안이 고민되어야 할 시점이다. 미국의 에스크로제도의 기능에 대하여 참고할 만한 점들이 많다. 현재 에스크로제도의 개념과 실천적인 의미에서의 발전도 일부 이룬 부분이 있으나 본 제도의 보편적인 시행에 대한 고민들은 앞으로 적극적으로 해볼만 하다고 판단된다. 중개법인의 육성에 관하여 고민할 때가 되었으며, 부동산경매 대행제도가 부동산 중개법인에 한하여 직접 매매에 참여할 수 있도록 하는 것은 중개법인의 육성에 좋은 결과를 가져올 것이다. 본 논문에서는 세계화의 흐름과 정부의 정책방향에 유념하면서 경매 대행제도의 도입에 따라 중개업자가 직업인으로서 생존하기 위하여 어떤 문제의식을 가져야 할 것인가에 대한 분석을 하였다. The purpose of this study is title analysis and improvement for real estate brokerage system in korea. The results are as follows. First, Improvements for real estate auction system in agency business is desirable. But It is limit to earning power in this business. Second, the real estate brokers are comparative in title analysis for real estate. Third, an insurance system is required to real estate brokerage for safe transactions. Forth, the real estate corporations need to be improved for globalization.

        통일이후 북한의 토지소유권 처리방안 연구

        본 연구에서는 통일 이후 북한지역 토지소유권 처리방안 빚 토지조사 확립에 필요한 기본방향을 제시하기 위하여 북한의 토지제도 체계와 토지소유형태 및 남북한의 토지 소유 제도를 비교하여 다음과 같은 결론을 얻었다. 과학적이고 합리적인 북한지역 토지소유권 처리방안 및 토지조사 확립를 위해서는 북한지역의 현재 토지 이용자를 철저히 보호하고, 장기 토지임대제 실시 및 점진적으로 사유화를 실시하며 아울러 보상원칙에 의한 원소유자를 보호해야 할 것이다. 또한 토지조사 확립을 위해서는 북한의 토지소유제도 개편을 위한 특별법을 제정하고 토지관리기관을 사전 구성해야 하며, 지적재조사 사업을 남한만 국한 시키지 말고 북한 지역과 연계해서 시행해야 할 것이다. 특히, 북한 토지관련 현황파악 및 관련전문가 교류를 위한 지속적인 남북한 토지 및 지적전문가 등에 대한 교류가 시급하다. In order to present the general direction which is necessary to a unity after North Korea area land ownership control plan and a land investigation establishment a same conclusion it compared the land system landowning form of North Korea and the landowning system of South and North Korea from the study which it sees and with after words it got In order to establishment the scientific and rational North Korea area land ownership control plan and land investigation protects currently the land user of the North Korea area which stands thoroughly, the execution of long land-lease system, and the private row it executes progressively and together must protect the element citron comply with a compensation principle. Also In order to establish land investigation establishes the special law for the landowning system reorganization of North Korea, must compose the land control organization and only South Korea it does not limit the the cadastral renovation instead of the North Korea area and the connection must enforce. Specially, The flow against the continuous South and North Korea land and the cadastral specialist back for North Korea land relation present condition grasp andrelation specialist flow is urgent.

        노무현정부의 부동산종합대책에 관한 연구

          1. CONTENTS<BR>  (1) RESEARCH OBJECTIVES<BR>  The purpose of this study is to analyze the real estate policy announced on August 31 2005 that is especially synthetic. The real estate policy focuses on ; the control policy of real estate speculation, the promotion policy of a dwelling public welfare in common people, the improvement policy of reconstruction system, the supply policy of house, the introduction policy of the report system on real estate transaction, the reform policy of real estate taxes system, the decentralizing house demand policy by regional development.<BR>  (2) RESEARCH RESULTS<BR>  This study analyzes the contents, the intentions and the effectiveness expected of the real estate policy. This study is approached on analyzing the real estate systems based on the governmental materials of real estate policy.<BR>  (3) RESEARCH FINDINGS<BR>  The real estate speculation is still in existence. The dwelling public welfare, the decentralizing house demand policy and the supply policy of house need a long period and governmental supports. The reconstruction system is controversial. The taxes system reform is radical.<BR>  The hot issues of these policies are especially the taxes system reform and the redemption of a gain by a public development. These policies meet with resistance from a large majority. The goal of the policy is to encourage more effectiveness law enforcement.         한국의 인구구조변화와 주택정책에 관한 연구

        1. Contents (1) Research Objective This study is to find out the direction of the housing policy related to the effects of a changing population in korea. The baby boomer's effects to a housing market are one subject in this study. This study is focused on how will the changes of the baby boomer's growth and retirement make the effects to the housing market and what is the direction of housing policy. The second subject is a housing policy change related to increase single-person household or two-person household. (2) Research Method A series of related literatures are reviewed. This study is approached in the view of demography study, real estate study and sociocultural study (3) Research Results The baby boomer has been changed the housing market and housing policy in korea. The growth and retirement of the baby boomer change a dwelling housing size, a housing supply and a housing policy. The housing policies were been implemented and are needed new policies now. 2. Results The first, the demographic changes become to make the effects of the housing market and the housing policies in korea. The baby boomer means to be born in 1955-1963 roughly in korea. One of the generation feature is a population explosion. Their growth has needed the new house. It has changed the housing market in demand. It has changed the housing policies. The housing market has grown steeply and the price of a house has increased. These have made many kind of problems especially in the housing market and the housing policy. The baby boomer begins to retire from the company and the housing market becomes to be depressed recently. It anticipates a long slump in the housing market. We needs to cope with this problems. The new housing policy is needed now. The second, the single-person or two-person household have been increased. This mean the change of the family structure. They need one bed or two bed house and they want a rent house. The new housing policy is needed now especially with diversity and regionality.

        지적삼각(보조)점의 국가지점번호 활용방안에 관한 연구

        본 연구는 지번주소의 단점을 보완하고 국가지점번호의 효율적인 설치를 위하여 지적삼각(보조점)을 활용하는 방안을 연구하였다. 연구를 위하여 노원구 산악지역에 분포한 지적삼각점 7점을 실험대상으로 선정하고 각각의 점마다 가지고 있는 평면직각좌표를 단일평면직각좌표계(UTM-K)로 변환을 실시하였으며, 변환된 좌표의 정확도를 검증하기 위하여 Network-RTK을 이용하여 단일평면직각좌표로 관측하였다. 검증결과 최대 0.06m의 오차를 나타냈으나, 국가지점번호 검증 등에 관한 규정 제7조 2항에서 규정한 범위 이내로 지적삼각(보조)점을 현지측량을 생략하고 변환만으로 국가지점번호로 활용하기에 만족할 수 있는 성과를 얻을 수 있었다. 또한 현지검증측량을 생략할 수 있어 경제적 효율성과 지적삼각(보조)점의 안전한 보전이 가능하다는 결론을 도출하였다. The main purpose of this investigation is to make up for the limitations of parcel addressing and to seek the application plan of cadastral triangulation point to effective installation of national index numbers. The test-bed has been constructed at the mountainous area located in Nowon-gu, seven cadastral triangulation points within the test-bed was directly applied to this investigation. Each points have been firstly converted from a plane rectangular coordinates to a single plane rectangular coordinates (UTM-K). To verify positioning results achieved from these points, a single plane rectangular coordinates through the Network-RTK was considered. With regards to verification result, maximum coordinate shift was revealed by 6 cm, this level of difference can be satisfied to Article 7, paragraph 2 "the regulation for National Index Number". This means that coordinate transformation applied with cadastral triangulation points can achieve the sastisfied result without local surveying. And also, remarkable effects have been created in terms of financial effectiveness and safe preservation of cadastral triangulation points due to the omission of local surveying.

        공간정보 분야의 무인항공기(UAV) 활용방안에 관한 연구

        Currently, domestic unmanned aerial vehicles have developed mainly focused on military use to be employed actively for the purpose of remote reconnaissance, transport, attack etc., and it is a trend that demand for photoreconnaissance, surveillance, crop-dusting and so on is increasingly growing in the private sector as well. It is essential to use aerial Platform in the future and recently, use of UAV has come to the fore in order to secure easiness and rapidity of aerial monitoring. The present study aims at investigating methods of easily using the latest information including digital photos or coordinates in building space information system and editing data upgrade and so forth by obtaining them in space of small-scale regions using UAV and doing post-treatment of them or processing them. The unmanned aerial vehicle was mainly focused on manufacture of low-priced equipment, and the study also aims at investigating possibilities of producing digital topographic maps and of using them in the area of 3 dimensional remodeling construction through the post-treatment process of imagery information data acquired from UAV and it aims at examining methods of applying them to all kinds of various administrations or the area of spatial information as well. 현재 국내 무인항공기는 군수용 위주로 발전하여 원격정찰, 수송, 공격 등의 용도로 활발히 운용되고 있으며, 민간부문에서도 항공촬영, 감시, 농약살포용 등의 수요가 증가추세이다. 향후에는 공중 Platform 사용이 필수적이며 최근에는 공중영상감시의 용이성과 신속성을 확보하기 위해 UAV의 활용이 대두되고 있다. 본 연구에서는 UAV를 이용하여 소규모지역의 공간상에서 디지털사진이나 좌표 등의 최신정보를 취득하고 이를 후처리 또는 가공하여 공간정보시스템 구축과 데이터 갱신 등의 편집에 용이하게 활용하는 방안을 연구함에 있다. 무인항공기는 주로 저가형 장비의 제작에 주안점을 두었으며, UAV로부터 취득한 영상정보 데이터의 후처리과정을 통하여 수치지형도 제작가능성과 3차원모델링 구축분야 활용 가능성을 연구하고 각종 다양한 행정 또는 공간정보 분야에 응용 활용방안에 대하여도 고찰해 보고자 한다.

        The purpose of this treatise is to study on Effective Implementation of Land-jobbing Regulatory Policy(LRPI) in korea. Variables chosen for an analysis of LRPI are policy goal and its characteristics, communication, resources, the nature of an implementation agency, an implementation environment, and an implementer's disposition. The causalities among variables of LRPI are analyzed as follows. First, the most influential factor on communication in direction is the nature of implementation agency, policy goal and its characteristics and resources following in order. Second, the order of directly influential variables on the nature of implementation agency are communication, resources and an implementation environment. Third, the most crucial factors to an implementation environment are resources and policy goal and its characteristcs. Fourth, a major contribution factor to an implementer's disposition in direction is policy goal and its characteristics, followed by an implementation environment. Fifth, the order of directly influential variables on LRPI is an implementer's disposition, resources, policy goal and its characteristics, an implementation environment and the nature of an implementation agency. conseqently, the causalities among variables should be taken into account for successful LRPI in korea.
