이 논문의 목적은 지역 내 기록유산기관들의 협력을 기반으로 하는 Cox의 로컬리티 기록화 모형의 한계를 극복하고 디지털 환경에 맞는 새로운 방안을 제시하는 것이다. 이를 위해 국내외에서 이루어지고 있는 로컬리티 기록화와 관련한 접근방법을 4가지로 유형화하여 분석하였다. 이를 토대로 특히 공간과 장소를 중심축으로 하는 기록화의 범주를 도출하고 참여와 협력을 통하여 로컬리티가 담긴 기록을 생산․수집할 수 있는 지속가능한 아카이브를 구축하기 위한 방향을 제안하였다. The purpose of this study is to suggest new methodologies for documenting locality in digital environment, reformulation the Cox's documentation model focused on cooperative acquisition of documentary heritage institutions. This study defines the concepts of locality, space and place, relation of collective memory to archives, and analyzes the four approaches of documentation comparatively. Based on these analyses, it suggests the categories of documenting locality, and the directions of archive portal design for collective memory of locality.

기록분류를 위한 정부기능분류체계의 적용 구조 및 운용 분석 - 중앙행정기관을 중심으로 -

이 연구는 정부기능분류체계가 기록분류에 어떻게 적용되고 있는지, 그 가능성과 한계는 무엇인지 밝히기 위한 것이다. 자료 수집을 위해 6개 중앙행정기관의 기록관리전문직 6명을 대상으로 3회에 걸친 집단면담을 실시하였다. 우선 공공기록물관리법률 분석을 통해 기록물분류제도를 살펴본 후, 정부기능분류체계를 기록분류에 적용함으로써 얻을 수 있는 편익의 유형을 조사하였다. 면담 자료를 토대로 단위과제를 활용한 기록물철 분류의 실태와 문제점을 구조 및 운용 측면에서 분석하였다. The purpose of the study is to examine the potentialities and limits of Business Reference Model (BRM) as records classification schemes in Korean central state institutions. The analysis is based on the data collected through focus group interviews of three times, in which six records professionals from central government agencies participate. This paper begins with inquiring the framework of records classification based BRM, required by Public Records Management Act. It explores the types of benefit of BRM application to government records classification. Based on the collected data from the interviews, it investigates how records are aggregated, and how transaction level (Danwi-Gwaje) of BRM is applied in the course of records aggregation.

Unless the records appraisal system is properly overhauled, there is no future for public records management. This study aims to highlight challenging issues and present improvement tasks necessary for the readjustment of the public records appraisal system at the national level. First, public records appraisal policies are divided into five categories: i) statements on appraisal policy and selection criteria, ii) appraisal tools such as disposition authorities, iii) subject of appraising, iv) appraisal procedures, and v) responsibility and authority in appraisal and disposition process. Second, the domestic situation is identified for each category. Third, policies of the United States, United Kingdom, Australia, and Canada are compared, and implications are derived for each category. Fourth and last, the tasks for the readjustment of the public appraisal system are proposed based on these analyses. 기록평가는 모든 기록관리업무의 토대가 되는 핵심 업무다. 이 연구의 목적은 기록평가제도의 정비에 필요한 정책요소들과 개선과제를 제시하는 것이다. 국가 차원의 기록평가제도는 평가정책과 기준, 평가 도구, 평가 대상, 평가 실무절차, 평가처분 주체 등의 구성요소들이 유기적이고 안정적으로 연계되는 구조를 가지고 있어야 한다는 관점에서 우선 각 구성요소별로 국내 현황을 파악하였다. 디음에는 각 요소별로 미국, 영국, 호주, 캐나다의 정책들을 비교분석하였으며, 시사점을 도출하였다. 마지막으로 이를 토대로 평가제도 정비를 위한 과제들을 제안하였다.

기록의 발견과 이해를 위한 온라인 검색가이드 연구 - 국립보존기록관을 중심으로 -

This study investigates the current state of online research guides of the national archives of four countries including the UK, the USA, Australia, and Korea. It also analyzes the name and accessibility, subject coverage and categorization, number of guides completed, and structure and types of resources linked with each guide. The examined online research guides are evaluated based on accessibility, variety, systematization, consistency, and hyperlinks. Based on the analyses, it suggests the directions of designing research guides for the National Archives of Korea. 이 연구는 이용자가 기록을 쉽게 ‘발견’하고, 기록의 의미를 이해할 수 있도록 지원하는 온라인 검색가이드의 설계 방향을 모색하기 위한 것이다. 이를 위해 영국, 미국, 호주, 우리나라 국립보존기록관들의 검색가이드 사례를 분석하였다. 가이드의 명칭과 접근 방식, 개발 대상과 범주, 구조와 연계정보를 중심으로 조사하였고, 이를 다시 접근성, 다양성, 체계성, 일관성, 연계성 측면에서 종합적으로 분석하였다. 이를 토대로 국가기록원이 검색가이드를 개발할 때 고려해야 할 사항을 제시하였다.

The study aims at reviewing research trends of records classification and archival arrangement, analysing issues, and suggesting futures tasks in related research area. It starts with defining research categories of records and archives classification through analysing the term of ‘classification' being found in the Public Records Management Act. Thirty five research papers which are covering classification of records and archives and published in 1980's are selected for contents analysis. Considering the analysis of domestic and foreign research, and the practical needs, it makes clear the issues and tasks for future research. The study concludes with emphasizing more empirical research for guiding records and archives management and reformulating archival theories in electronic environments. 국내에서 기록학 연구가 본격적으로 이루어진 지 14년을 경과하면서 기록분류와 관련하여 어떤 연구들이 이루어졌고 주요 이슈는 무엇이었는지를 살펴볼 필요가 있다. 이 연구에서는 먼저 공공기록물관리법과 연구논문에 등장하는 분류 관련 용어를 조사함으로써 분류론의 범주를 정리하였다. 국내 학술지 논문을 대상으로 기록분류와 관련된 35편의 논문을 선별하였으며, 이에 대한 분야별 내용 분석을 실시하였다. 논문들의 내용과 특징, 한계를 밝힘으로써 기록분류 연구가 현장의 문제에 어떤 해법을 제시했으며 이론적으로는 어느 정도의 수준에 도달했는지 살펴보았다. 이러한 분석과 해외 연구 동향, 국내 현장의 수요 등을 고려하여 앞으로의 과제를 제안하였다.

이 연구는 지역의 역사 및 정체성과 관련된 기록콘텐츠 개발 사례를 조사하고 이를 둘러싼 기록학적 쟁점을 분석함으로써 로컬리티에 기반한 기록콘텐츠의 개발 방향을 모색하기 위한 것이다. 외국 사례로는 벤치마킹이 될 만한 두개의 콘텐츠를 선정하였고, 국내에서는 대표적인 지역사 콘텐츠인 <향토문화전자대전>과 함께 국가기록원 사례를 살펴보았다. 사례분석을 토대로 쟁점을 분석하고 로컬리티 기록콘텐츠 개발전략을 수립할 때 고려해야할 점들을 구조적 측면을 중심으로 제안하였다. The purpose of this study is to analyse the issues of archival contents development for documenting local histories and to suggest the directions of contents development based on case studies. The study begins with analysing four cases of archival contents; two foreign cases for benchmarking, and two domestic cases of the Encyclopedia of Korean Local Cultures, and the local contents of National Archives of Korea. Based on these analyses, it discusses the critical issues of the contents development and suggests the directions of archival contents development for documenting localities.
