공공기관 조직원의 ESG 관련 제언 행동에 관한 연구: ESG 인식과 협력 지향성 관점에서

대한민국은 2022년 지속가능발전 기본법을 제정하여, 현재 세대에서 미래 세대까지 이어지는 지속가능 발전 방향을 제시하였다. 관련하여, 기업들은 사회로부터 ESG(환경, 사회, 그리고 지배구조) 활동을 통한 비재무적 성과달성을 요구받고 있다. 특히, 공공기관은 선제적으로 ESG 이행할 것을 요구받고 있다. 공공기관이 ESG 목표를 달성하기 위해서는, 조직원의 능동적인 참여가 필요하다. 연구 목적은 조직의 ESG 활동에 따라 형성된 조직원의 ESG 인식, 그리고 협력 지향성이 제언 행동에 미치는 매커니즘을 밝히는 것이다. 본 연구는 사회적 책임 등의 선행연구를 기반으로 연구모델과 가설을 도출하였다. 그리고, 252명의 공공기관에 근무하는 조직원에게 설문하였으며, 확보된 표본을 구조방정식 모델링과 Process 3.1 툴에 적용하여 연구가설을 검증하였다. 분석 결과, 환경, 사회, 그리고 지배구조에 대한 조직의 활동이 조직원의 진정성, 정당성 인식을 통해 제언 행동으로 이어짐을 확인하였다. 또한, 협력 지향성이 진정성 및 정당성과 상호작용 효과를 가져 제언 행동을 강화하는 것으로 나타났다. 연구 결과는 공공기관의 ESG에 대한 조직원의 참여를 강화하는 방안을 제시한 측면에서 실무적, 학술적 시사점을 가진다. The Sustainable Development Act was enacted in the Republic of Korea in 2022 and provides a road map for long-term sustainable development. Companies are being asked by society to achieve non-financial performance targets through ESG (Environmental, Social, and Governance) activities, whereas public institutions are required to implement ESG preemptively. Furthermore, the active participation of employees is required to enable public institutions to achieve their ESG goals. This study aimed to identify a mechanism by which positive perceptions of ESG and the cooperative orientation of employees formed through organizational ESG activities influence their voice behavior. We reviewed previously presented research models and hypotheses and surveyed 252 members of public institutions. Structural equation modeling and Process 3.1 tools were utilized to explore research hypotheses. Cooperative orientation strengthened the voice behavior by generating an interaction between authenticity and legitimacy. These results have practical and academic implications in terms of suggesting ways to strengthen the participation of employees in ESG activities at public institutions.
