제4차 산업혁명을 추동하는 IT, AI, Robotics 관련 첨단기술은 지역사회가 직면한 문제해결의 핵심적 수단으로 활용할 수 있다. AI 기술을 활용한 지역 문제해결은 해결방안의 확장과 다양한 선택지 제공으로 지역 정치 발전에도 기여할 것이다. 본 논문에서는 나가노현, 효고현과 후쿠시마현 사례를 중심으로 고찰한다. 나가노지역 사례에서 AI는 데이터를 활용하여 2050년까지 30년 이상에 걸쳐 예상 가능한 2만 가지 시나리오를 도출하였다. 그리고 2만 가지 시나리오를 7개 그룹으로 분류하였다. AI가 분석한 시나리오는 2020년부터 2050년에 걸쳐 360개월을 반복하여 최종적으로 얻은 23개의 시나리오를 7가지의 유사 시나리오로 분류하였다. 효고현도 향후 30년간 일어날 수 있는 시나리오 도출 목적으로 정량모델을 마련하였다. AI분석에서 지역 주민의 건강수명을 연장하는 건강·의료·간호체제 정비가 필요하다고 제안하였다. 후쿠시마지역에서는 교육의 질 향상과 인구 유출 방지 수단으로 AI로봇을 활용하고 있다. 후쿠시마에서 로봇 활용 수업은 언어학습에 그치지 않고 AI 리터러시를 체득할 수 있다는 점에서 학부모들의 만족도가 매우 높다. 더구나 로봇 수업에서 원아들은 스스로가 로봇을 움직이는 주체라는 생각을 가진다. 이러한 측면에서 로봇과 새로운 관계 맺기를 시도하고 있다는 점에서도 매우 유용한 시도라고 볼 수 있다. 향후 지역사회가 지속가능성을 확보하기 위해서는 한정된 자원의 효율적 활용이 필수적이다. AI 기술은 지역 문제해결을 위한 “최적의 방안” 뿐만 아니라 “새로운 수단”으로 활용할 필요가 있다. The introduction of technology into the local problem-solving process is an opportunity to diversify the means that the region can choose. It will be possible to solve problems with a different response scenario from the conventional one. In this sense, AI and robotics technology will also be a new and efficient means of solving problem. In this paper, we analyze examples from Nagano Prefecture and Hyogo Prefecture, where local data is used to make AI policy decisions. We also analyze examples from the Fukushima region, where AI robots are used to solve local educational problems. In the case of Nagano Prefecture, an AI policy proposal was made with the aim of creating a sustainable community until 2050. Nagano Prefecture is implementing a human resource development project to respond to the declining population in the region. It also promotes policies to promote the circulation of local resources. Hyogo prefecture is conducting AI analytics to address regional issues related to the widening regional disparities, declining population, and aging population. AI presents twenty thousand different policy scenarios based on local data. The AI policy decision calls for the development of the health, medical, and nursing systems necessary to extend the healthy life expectancy of people over sixty five by 2040. The Fukushima area has faced the challenges of losing its population and raising the level of education in the area since the nuclear disaster. To solve these issues, English and programming education using AI robots is being conducted at a local Center for Early Childhood Education and Care. AI robot classes are highly satisfying not only for children but also for parents. AI robot classes are also effective for AI literacy education. In order to ensure the sustainability of any region in the future, it will be necessary to make efficient use of local resources. This analysis shows that the use of AI robotics technology is an effective means of solving the problems faced by the region, and it is also a new means.
