The effects of Quenching and Partitioning (Q&P) and Annealed Martensite (AM) heat treatment on the microstructure and tensile properties were investigated for 0.24C-0.5Si-1.5Mn-1Al steels. The Q&P steels were annealed at a single phase ($\gamma$) or a dual phase (${\gamma}+{\alpha}$), followed by quenching to a temperature between $M_s$ and $M_f$. Then, enriching carbon was conducted to stabilize the austenite through the partitioning, followed by water quenching. The AM steels were intercritically annealed at a dual phase (${\gamma}+{\alpha}$) temperature and austempered at $M_s$ and $M_s{\pm}50^{\circ}C$, followed by cooling in oil quenching. The dual phase Q&P steels showed lower tensile strength and yieldyield strength than those of the single phase Q&P steels, and tThe elongation for the dual phase Q&P steel was partitioning 100s higher than that of that for the single phase Q&P steels as the partitioning time was less than 100s up to partitioning 100s. For AM steels, the tensile/yield strength decreased and the total elongation increased as the austempering temperature increased. The stability of the retained austenite controlled the elongation for Q&P steels and the volume fraction of the retained austenite controlled the elongation for AM steels.

The characteristics and durability of annulus Gears for Planetary Gear in Automatic Transmission are compared by nitride compound layer thickness and pore rate. Samples are made with SCr420H steel which is widely used as Gear for Automobile and treated Phase-Control-Nitriding method which is known for little distortion and better durability. We made three different compound layers of heat-treated samples (about 2, 10, 17㎛), by differing nitriding-potential and diffusion time. All three samples are tested under dynamometer and compared their durability. From Microstructure analysis, it shows that porous layer increases as compound layer increases. X-ray diffraction analysis, the amount of ε-nitride was gradually increased from single phase of γ"-nitride at the initial stage as thickness of compound layer. The result of durability tests indicated that 10 ㎛ compound layer specimen has better durability.

Wear characteristics of Electroless Nickel Plating on carbon tool steel were investigated to find out the effect of base material hardness and phosphorus contents in nickel plating layer. The tests were conducted by ball on plate type reciprocal wear tester under the 90 N vertical load and the ball speed 25 mm/s. Three kinds of specimens were prepared with different type of heat treatment (austempered/annealed) and Ni-P contents in plating layer. Experimental results show that the higher hardness base material specimens have inferior wear resistance to lower hardness base material specimens. The contents of Ni-P ratio in plating layer is more dominant parameter than hardness of base materials.

The development of information technology(IT) has been leading to changes of industry structure from the hardware-based to the software-based. Although the software industry is considerded as a higher value-added business, the most of the domestic R&D and industry has been driven into the hardware-based. In this paper, we have reviewed the IT policies of major countries such as USA, Europe and Japan, and Surveyed the existing state of R&D in each government department. Consequently, we suggest long-term strategy for IT basic and original field in terms of the sotfware-based industry.
