This study seeks to evaluate the second stage National R&D Program for Health and Welfare that have done from 1998 to 2001 in order to find possible problems and to suggest better solutions for R&D evaluation systems. Because one of important suggestions is to implement effective R&D management systems in short period, the researcher team makes their precise evaluations on R&D functions and structures rather than on R&D validities or outcomes. The evaluation of R&D functions is made through assessing the each stage from idea generations to post-period management. The evaluation of R&D structures is made through assessing R&D organization, man power, R&D budget, and decision making processes. This study suggests an R&D evaluation framework applicable to the R&D programs for health and welfare through literature survey. According to the evaluation framework, the current situations, other governmental R&D programs, and abroad cases are carefully examined in the viewpoints of R&D planning and management. Three types of data gathering are made; (1) The perceptions of 559 researchers joined the health and welfare projects are analysed to seek the current problems and better ideas about the R&D management system. (2) The opinions of 11 panel persons who are representative of each R&D area in health and welfare are gathered. (3) The suggestions of important 10 employees in Korea Health Industry Development Institute are also gathered to analyse current issues. Several suggestions are finally given on the basis of previous literature survey, benchmarking, questionnaire, panel, and interviews.
