북한의 핵무기 개발이 국제사회에 공론화된 지 거의 20년이 흘렀지만 여전히 해결되고 있지 않다. 관련당사국들이 6자회담 혹은 북미접촉을 통해 북한의 핵문제를 해결하려고 많은 노력을 기울였지만 사실상 해결된 것은 없다. 이러한 상황에 대한 일차적 책임은 북한에 있다는 점은 자명하다. 그러나 동시에 그러한 교착상태는 북한의 핵무기 개발에 대한 중국의 이중적, 미온적, 그리고 소극적 태도와 행태가 적절하게 작용하였다. 중국은 적어도 공식적으로 한반도의 비핵화를 주장하고 있지만 중국은 핵문제가 타결되기를 원하지 않는다. 그 배경은 북한의 입장을 최대한 반영하고 미국을 견제하기 위한 저의가 깔려 있기 때문이다. 중국은 북한의 핵무기 개발을 자국의 정치적 목적을 달성하기 위한 도구로서 최대한 활용하고 있다. 그러나 선행연구들은 중국의 이중적 태도에 대해 동의하고 있지만 그 내면에 있는 중국의 의도와 목적에 대해서는 충분한 논의와 분석을 결여하고 있다. 따라서 본 논문은 북한의 핵무기 개발 개발을 둘러싼 중국의 이중적 태도와 내면적 목적을 분석하고 평가하는데 주된 목적이 있다. North Korea"s nuclear issue have remained unresolved since 1994. The parties concerned have made strenuous efforts to cope with the thorny issue through six-party talks and other diplomatic contacts. However, nothing has been achieved. Apparently, North Korea takes the primary responsibility for the stalemate situation. In the meantime, in my view, another reason for this background is that basically China doesn"t want to resolve North Korea"s nuclear issue very quickly for some reasons. More specifically, Beijng seems to enjoy the diplomatic condition in which Washington begs the former for a diplomatic solution. In China"s view, this will help China play a pivotal role in North Korea"s matter. To some extent, China takes the best advantage of Pyongyang"s nuclear issue as a way of preventing the U.S. from obtaining an initiative in the region and the Korean peninsula. For this reason, China has taken an unequivoval and lukewarm postures toward the communist regime"s irrational military provocations including nuclear and missile tests. China also has supported and backed Kim"s regime and hesitated to take harsh measures against it. In author"s view, what China really wants is the status-quo in which Pyongyang would not give up its nuclear weapons, and the tension between the two Koreas would remain very much the same as the present time, and the U.S. doesn"t have any proper means and measures to cope with the nuclear issue in the years to come.

본 논문은 가다피의 퇴진을 둘러싼 리비아사태와 관련하여 유엔의 안보리 결정에 의한 나토의 군사적 공습에 대한 러시아와 중국의 반대원인을 비교분석한다. 양국의 반대원인을 크게 글로벌 측면과 양국관계 측면으로 구분하여 분석하며 글로벌 측면에서는 러시아과 중국의 반대원인은 미국과 서방 중심의 패권주의에 저항하기 위한 목적으로 반대하였다. 보다 세부적으로 보면 러시아의 경우 냉전종결 이후 쇠락하는 자국의 위상과 영향력을 되찾기 위하여 반대하였고 중국의 경우 새로운 강국의 위상을 강화하기 위한 목적으로 반대를 하였다. 양국관계 측면에서는 러시아는 정치군사적 목적으로 리비아를 보호하기 위하여 리비아에 대한 공습을 반대하였다. 이러한 배경은 중국의 경우에도 유사하게 적용된다. 중국은 비동맹운동의 핵심국가로서 리비아에 대한 보호의식을 갖고 있다. 즉 러시아는 리비아와의 정치 외교적 이해관계를 중요하게 생각하였고 반면에 중국은 리비아와 자원과 경제적 관계에 초점을 맞추었기 때문이다. 러시아와 중국은 리비아 사태를 해결하기 위한 해법으로 중재 역할과 외교적 활동을 강화하였다. 양국이 리비아 사태를 해결하기 위한 해법에서의 커다란 차이점은 발견하기 어렵지만 한 가지 주목할 만 한 점은 중국정부가 그 어느 때 보다도 리비아 사태에 대한 적극적인 외교활동을 강화하였다는 점이다. 마지막으로 국제사회의 합리적이고 인도주의적 개입에 대한 유엔의 권능에 심각한 문제를 제기한다. This paper aims to explore the major similarities and differences between Russia and China in opposing NATO"s military air strikes against Libya. In an effort to do so, it attempts to analyze the opposing views of Russia and China by way of two dimensions. One dimension is anti-hegemony. In other words, Russia and China disapprove of the Western military intervention into Libya in that the Western powers wanted to dominate the African state by dethroning the Libyan leader Gadaffi. In fact, what both China and Russia had in common is that they desperately opposed the global hegemony of the Western powers. The other dimension is the bilateral aspect. Russia has long maintained an amicable relationship with Libya, which led the former to defend the latter. In the case of China, the economic consideration is more significant than the political one. Concerning the solution to the Libyan crisis, both countries have attempted a mediating role to cope with it. One important finding is that in the process, Beijing exhibited remarkable diplomatic activities and strong political desires. Finally, the end of this paper leaves an important implication for the U.N. mandates, which is that powers fail to reach a consensus regarding thorny issues and disputes, the global society would face serious challenges in the decades to come.

This papers aims at exploring the conflict and confrontation of U.S.-China and mutual reactions between the two nations surrounding Taiwan. In recent years, China began intensifying its ambition to invade the island especially thanks to its military and economic growth. Beijing’s takeover of Taiwan has multi-facted purposes. First and foremost, it means the achievement of “One China.” Second, it could also provide the country with a good opportunity to be able to play a greater strategic role in the South China Sea. At the same time, in Chinese perspective, taking over Taiwan by China could create conditions favorable to China’s rise as a superpower replacing the United States. In the meantime, the U.S. has kept a low-profile posture toward Taiwan since the severance of diplomatic relationship in 1979. However, Washington has played an active role not only to protect the small island but also to desist China’s possible invasion. For the time being, Washington and Taipei are in close and constant contacts with each other in order to prepare for China’s attack. At the same time, the U.S. makes an strenuous effort to strenghten cooperative actions through the Quad and Aukus. In fact, the US’s ultimate goal is to preserve its global power and prestige rather than to protect Taiwan itself. Therefore, it is the US vital interests to defend successfully Taiwan, which is simply a battleground for US-China power game. The face-off between the two nations just begins.
