주어진 제목이 '통계이론'으로 되어 있으나 이것을 '이론통계학'이라고 바꾸어 말할 수도 있을 것이다. 그러나 이렇게 되면 Cox와 Hinkley의 "Theoretical Statistics (1974)"가 연상되어 통계학의 이론적인 기초인 Likelihood, Sufficient statistics 등의 개념과 더불어 Statistical inference, Asymptotic theory, Decision theory 등 소위 순수이론통계학을 대상으로 하는 것같이 느끼게 된다. 그런데 여기에 주어진 제목이 이러한 협의의 이론통계학에 대한 현황과 장래를 논의하는 것이라고 생각할 수는 없다. 더구나 다른 사람들에게 주어진 논제들을 살펴볼때 응용을 직접 목적으로 하는 방법론이 아닌 광의의 통계이론 또는 협의의 수리통계학이라고 해석함이 옳을 것 같다. 그러므로 이러한 의미에서 통계이론과 이론통계학을 같은 차원의 넓은 의미로 사용하기로 한다. 그러면 구체적으로 어떠한 통계이론을 대상으로 하여 이것이 한국에서의 통계이론의 현황을 나타내는 것이라고 말할 수 있을 것인가\ulcorner 이것은 쉬운 일이 아니다. 그러나 이러한 문제를 생각하지 않을 수 없다.지 않을 수 없다.

임상실험에서 교차실험계획의 기본형식은 실험대상 각 자가 두가지 이상의 약물실험에 이용된다는 것이다. 이중에서 가장 간단한 형식의 것이 두 처리(two-treatment) 두 시기 (two-period) 교차실험계획이다. 이러한 두 처리 두 시기 교차실험계획으로 Grizzle (1965)의 방법이 표준적인 접근방법으로 알려져 있다. 그러나 Grizzle의 방법에는 수용하기 어려운 오류가 있음이 지적되고있다. 본 논문에서는 SAS/GLM을 이용하여 Grizzle의 논문에서 인용하고 있는 예에 대해서 다각도로 검토하고, 일반적인 2×2-실험 (2×2-trial)에 대한 비판을 소개하고, 바람직한 교차실험계획을 제시할 것이다. The standard, classical approch to the analysis of the two-period change-over (or crossover) design was originally proposed by Grizzle (1995). In this design, however, potentially important effects are aliased (sequence group, residual and treatment-by-period interaction). Unless we make assumptions about two of these we are not entitled to draw conclusions about any of them. This strict and rather formal criticism of the design, however, has not precluded its use in practice; indeed, its widespread use indicates at least a moderately successful record. Grizzle's approach is based on standard linear model theoey with slight modification. In this paper, we review the Grizzle's methods utilizing SAS/GLM and a critical review of the 2×2 trial is presented.

우리나라에는 전국적으로 70여개 대학에 통계학과가 설치되어 있다. 매년 이들 통계학과에는 40명 내지 80명씩의 학생들이 입학한다. 그러므로 많은 통계학과 출신이 매년 사회에 진출하고 있다는 것을 알 수 있다. 그런데도 통계학으로 사회에 봉사할 수 있는 기회를 제공하거나 통계전문가를 통계적 문제해결을 위하여 채용하겠다는 곳은 별로 없는 것이 사실이다. 이것은 통계학 교수는 있으되 통계학과 출신의 일할 곳이 없다는 것을 나타내고 있는 것이다. 대학원에서 통계학으로 학위를 취득해도 사정은 마찬가지이다. 통계학 교수직을 제외하고는 통계학자나 통계전문가가 일할 자리가 없다는 것이 우리의 실정인 것이다. 그렇다면 과연 통계학과가 사회에서 원하는 존재가치가 있는 학과인가\ulcorner 통계학과는 통계학자에게 교수직과 연구의 장소를 제공하여 주기 위해서만 존재하는 것인가\ulcorner 이것은 통계학과 소속의 교수 누구나가 다같이 숙고하고 논의하여 해결책을 강구해야 할 중대한 문제라고 생각한다. 이 논문은 이러한 문제에 대하여 논의한 것이다. The role of the department of statistics in Korea is discussed. There are more than 70 statistics departments in the universities throughout the country. However, we can hardly find that statisticians and statistical service organizations who are responsible for, for example, identifying the statistical services needed by clients in our society. In developed countries, statistics is now widely employed in all areas of societies including industry and government. Statistics and statisticians also have vital internal roles in production, research, marketing, and support functions of the modern corporation as stated by Marquardt(1987). Professors in the department of statistics are responsible for solving the problems with the discipline of statistics and with statisticians. In this article some of those problems are explored.

Richard Savage의 논문 "WhO Counts ? " 를 소개한다. 그러나 여기에서는 문장의 자구를 쫗아서 번역하는 것이 아니고 논문의 요언를 소개하려는 것이다. 미국의 센서스에서는 흑인 과 기타 소수민족 이중에서도 남미출신의 스페인 사람들의 인구통계에서의 누락이 큰문제로 등장하고 있다. 이와같은 경우를 포괄해서 센서스에 있어서의 인구과소집계(undercount)문제는 지방도시들에 의한법적제소까지 발생시켜 세상에 널리 알려져있는 문제이기도 하다. 우리나라에서도 이와 같은 문제가 센서스에서 발생하리라고는 생차하지 않으나, 우리의 센서스결과를 분석하면 이와는 다른 어떤 문제에 대한 적소 또는 과대집계가 발견될 수도 있을 것이다. 이러한 문제를 가려내고 이의 해결을 위한 연구의 방향과 방법을 찾아내는 데에도 도움이 될 것으로 생각되어 여기에 Savage의 논문을 소개하려는 것이다.

This is a review paepr for the book entitled Quality Through Design by N. Logo-thetis and H.P. Wynn. N.Logothetis is Senior Consultant, British Telecom and H.P.Wynn is Professor of Statistics, City University, London England The authors state in their preface as follows: "Our approach has been two-fold. First, we hope to have laid bare the (Taguchi's) methods, 'warts and all', with enough real examples to give a feel for applications. Second, we have drawn on methods available in statistics which, together with special Taguchi methodo-logy and philosophy, should form the backbone of a post-Taguchi methodology in off-line quality improvement."
