This paper shows the recent changes of national transportation policies in some developed countries and argues that the evaluation method of the effect of transportation investment on national economy should be improved to reveal real impact of the investment. The evaluation method should develope effective performance indicators of the goals set in national transportation policy. To estimate correctly the magnitude of transportation services in national economy, the evaluation method also provides a way to measure in-house transportation services and to overcome the limits of marginal effect equal equation.

The rail reform in Korea is to separate passenger transportation from freight transportation as a way to vitalize rail freight. The author review the problems rail freight faces, the aims of rail reform, the possibility to introduce competition into the rail freight operation, foreign cases of rail freight and make suggestions about the vitalization of rail freight transportation such as industry structure possible for door-to-door service and low cost operation, freight transportation policy of government, capacity expansion, preparedness for internationalization, mechanism for increasing transparency between users and operators and transfer to commerciality of the carrier.

Authors analysized transport policies of the European countries about the intermodal transport since 2002 and urban transport to add new ones to the Korean transport policies for the railway-oriented transport network. Now the Ministry of Korean transport tries to invest more than before in the railway to increase the speed of the conventional lines and to construct high speed lines. The Ministry also try to integrate ticketing and payment of urban public transport with a smart card nationwide.

This study discovers the variables in the railway safety management which give impacts to safety cognition of the employees. Next we do factor analysis to find out latent variables which include safety variables and regression analysis to measure the explanation power of the latent variables. We got the results that expertness latent variable explains the variation of the accidents more than other latest variables.

This study focuses on the efforts of rail freight industry in Europe to adapt to the change of freight market. Nearly 80% of freight is transported in short and medium distance market and due to e-commerce the freight becomes small and requires more frequencies than before. Rail freight industry tries to change their operation practices and to create measures to catch the market share. Trials in the two market segments, sea port to/from inland rail terminal and airport to/from inland rail terminal, are reviewed in this study.

This study analysed how to divide the maintenance of infrastructure in overseas countries" rail reform from train operation to get implications for KNR"s reform. Sweden and United Kingdom divided the maintenance of infrastructure from train operation. France divided the two functions just only in laws and train operator is entrusted the maintenance of infrastructure. Germany divided the two functions but not completely, so integrated indirectly through the holding company, DB AG. Japan integrated the two functions into train operator, but separated the construction of infrastructure from the train operator. From these analysis, the authors suggest to make clear the goals of rail reform to assess the success or failure of dividing the two functions directly or indirectly.

To get insights and directions about national logistics policy, national logistics policies of U.S., EU, and Japan are analyzed in terms of objectives, strategies, and programmes. Each country's progresses of logistics policy frameworks give us the picture of logistics policy system to develop and contents of logistics policies suggest items to pursue as a national logistics programme.

The scope of this study is focused on the survey of new logistics transportation systems in railroad and case studies of new systems such as piggyback system, bi-modal system, swapbody and double stack train(DST). Piggyback system, bi-modal system, swapbody, and double stack train are reviewed in term of technological validity and economic validity in Korea. Piggyback - trailer does pass loaded weight limits but does not pass train limits and can not utilize the existing freight cars. Piggyback - cargo trunk does pass all the criteria and could be developed by a domestic technology. But this study suggests to expand the length of train cars to 18.300㎜ for accommodation of two cargo trucks. Bi-modal system and swapbody do also pass. Double stack train could only pass the loaded weights and does not meet the train limit and the possibility of using existing freight cars. Domestic technology could not development DST, due to civil engineering construction limits and low standard height of electric line, which could not afford to operate DST.
