The government on the basis of the big data, has been promoting the evolution to smart government, such as a scientific national administrative management and social costs reduction. Also, The goal of the government is a valuable job creation and economic value added through public data open and utilization through public data open. The priority for opening and sharing data is increasing the quantity and quality of data through information sharing between agencies and obtaining valuable data by integrating unstructured data that is owned by the private sector. It is also important to take advantage of the public data that own in public institutions and need to develop new services and added value by opening public data to the private sector. This paper suggests that public open big data software standard architecture that can support creation, analysis and whole operation process of public data service for creating public data opening and offer base.
