노동시간이 고용관계에서 논쟁의 영역으로 떠오르면서 현대자동차(현대차)의 주간연속 2교대제에 대한 관심도 높아지고 있다. 현대차에서 2013년 3월에 도입한 주간연속 2교대제(‘8/8+1’)는 업계 최초의 교대제 변경이자 노동시간 단축의 사회적 신호탄이라는 점에서 ‘경향설정적인 의의’를 갖는다. 노사의 논의과정에서 외부전문가가 개입하였다는 점도 특징적이다. 그런데 현대차에서 주간연속 2교대제는 순수하게 노사자율로 이루어졌다기보다는 고용노동부의 근로감독과 근로기준법 개정논의 등 법제도적 개입이 작용하였다는 점에서 ‘외부적으로 강요된 자발성’에 해당된다. 한편 현대차에서 2016년에 도입하기로 노사가 합의한 ‘8/8’ 체제를 실현시키기 위해서는 작업장 혁신과 여가생활의 개선, 그리고 고용의 창출에 대한 노조의 관심을 필요로 한다. 이러한 과제는 궁극적으로 ‘유연3교대제’의 도입을 둘러싼 노사 간의 논의를 바탕으로 전개될 것이다. 특히 노동조합이 노동시간 단축을 통한 일자리나누기에 나설 경우 이는 노동운동이 사회적 연대를 회복하는 과정이라는 점에서 노동운동을 재활성화(revitalization)하는 길이 될 수 있을 것이다. As working time emerges as the contested terrain in employment relationship, interests in daytime two-shift working system in Hyundai Motor Company(HMC) is also rising. The daytime two-shift system has important trend-setting implications ? it is the first change ever to have been made to the traditional ‘10/10’ system, signaling the beginning of working time reduction. Also, it is distinctive in that external experts were called in to mediate the related discussion between the company and the trade union. However, the daytime two-shift system in HMC falls under the ‘externally constrained voluntarism’ category, as it was not a voluntary act to reduce working time but movement influenced by administrative and legislative intervention, which includes labor inspection under the Ministry of Employment and Labor and debates around labor standard law amendments. What this indicates is that the working time reduction efforts to come are also likely to be forced through legislative reformation. On the other hand, the unions’ efforts towards workplace innovation, improvement in quality of life, and creation of jobs would be required for realization of the ‘8/8’ system at HMC. Also importantly, should the union lead the creation of jobs with shorter working hours, it would be able to recover its social status and revitalize the labor movement in general.
