        The construction Value Engineering (VE) incentive program is the win-win strategy promoting the creative Idea of contractors, sharing savings between the contractor and the owner. In the Korean construction industry, the reward system related to the construction VE was established in 1992. However, there are only five cases which have been accepted and rewarded for 10 years, owing to complicated paper works, lengthy processing time, and low incentive, and so on. The purpose of this study is to develop a VE incentive program appropriate to domestic construction industry by comparing VE incentive policies and manuals between domestic and foreign, analyzing those programs and manuals, and interviewing with experts in various field. As a result, the study proposes a VE incentive program suitable for domestic environment and suggests the plans for revising related laws, which is required to execute the program. Major results of this study are as follows. 1) The problems of domestic systems related to the VE incentive Several points to be Improved for the programs are found, through analyzing the legal bases, current state, and problems of the domestic systems related to the VE incentive program Moreover, according to the interviewing with practitioners and researchers experienced in VE, most of interviewees recognize the need for VE incentive program, and suggest to revise the related laws, to build up the VE incentive program. 2) The comparative analysis of the foreign and the domestic VE incentive programs. This study analyzed the related laws for VE incentive program of U.S., Japan, and Korea to establish the directions for a domestic VE incentive program It is found that the related laws in Japan are obscure and merely outlined, however, U.S. has well-defined and detailed articles describing those program in the law. In the case of Korean, the rewards system related to the construction VE has not been operated as it was supposed to be. The following problems are pointed out. complicated paper works, lengthy processing time, low incentive, no rules with respect to the sharing time and method, etc The structure and contents for the domestic construction VE incentive program are established, through the comparative analysis of the foreign and the domestic VE incentive programs. 3) The proposed domestic construction VE incentive program. This study developed the construction VE incentive program suitable for domestic environment on the basis of the literature review and the Interview with experts. The directions for the VE incentive program - fair and speedy process, reasonable incentive, criteria for an objective appraisal, duty and right of the participants, appropriate sharing of the risk - are decided. The VE incentive program consists of four categories - general provisions, process and procedures, sharing savings, others provisions 4) The revision direction of the VE related laws. This study suggests the revision direction of the VE related laws, which is required to execute the domestic construction VE Incentive program The study propose the regulation revisions which allow the sharing savings between the contractor and the owner In the design-build contracts, and the raising the incentive amount for the contractors. The study also suggest to revise the rewards system related to the construction VE or to establish the new one.

        건설회사 안전수준을 고려한 안전성과 향상전략

        건설회사 본사차원의 안전관리 활동은 회사 전체의 안전관리업무 기획 및 조정 등을 하는 업무로서 건설회사의 안전수준을 향상시키는 데 있어 매우 중요한 요소 중의 하나이다. 이에 본 연구는 건설회사의 안전수준에 따라 합리적이고 효과적인 본사 안전관리 업무가 가능한 안전전략을 제안하는 목적으로 수행되었다. 국내 대형 건설회사 본사의 안전관리업무 실태를 파악하기 위하여 초일류기 업 인증제도의 안전부문 평가항목 및 기준 중 본사 차원에 해당되는 것을 안전관련 전문가를 통해 이의 유효성을 검증하도록 하였다. 이러한 과정을 통하여 채택된 평가항목 및 기준을 조사대상인 79개 건설회사에 대하여 설문조사를 실시하였다. 수집된 51개 건설회사의 설문조사 결과를 바탕으로 현재의 건설회사 안전수준에서 안전성과를 향상시킬 수 있는 안전전략을 79개 건설회사의 3년간 평균 재해율인 1.20을 기준으로 평균 재해율 이하와 이상인 건설회사 집단으로 구분하여 제안하였다. Planning and control for safety management executed by the head office is one of the most important parts for improving safety level of construction company. So this study is initiated with the purpose of suggesting an improvement strategy to perform effective and rational safety management at the head office. In order to investigate the current status of safety management of large construction firms in the Korean construction industry, the safety criteria related to the head office which are used in the Supermerit Certification System were chosen and examined by industry expert. The selected criteria are used for mail questionnaire. The survey was performed for 79 construction firms. Based on the 3-year average accident rate of 79 firms(1.20), the safety level of firms are classified. The safety improvement strategies for the below and the above are proposed respectively.

        韓末 敎案과 敎民條約-교회와 국가의 관계를 중심으로-

        Roman Catholic Church in the Late Chosŏn was recognized faith and free- dom of missionary work by legal through Kyomin Treaty(敎民條約), Kyomi- nhwaui Treaty(敎民和議約定), Seongyo Treaty(宣敎條約) etc. concluded between church and the country which do, and church and the country secured regulation of reciprocity nonintervention, and both conducted consultation in politico-religious separation. But, politico-religious separation policy of church did not prohibit all political activities. Even if church defends strict politico-religious separation fundamental rule, missionaries who is active in country society could not comply with fundamental rule. Discord and collision between church and people in the country society are necessary, and this caused problems between church and the country. France missionaries’ attitude and activity looked at solution process of the Kyoan(敎案) were very active. These demonstrated native incompetence sometimes while request a French diplomatic minister’s intervention through Bishop when problem is not solved in local. This refers to that was reverse situation with politico-religious separation policy that Roman Catholic Church in the Late Chosŏn or France gove- rnment intends. Also, We can understand by showing well personality of Roman Catholic Church in the Late Chosŏn which propagate depends on external influence.

      • 간의 파골세포모양 거대세포 종양의 세침흡인 세포학적 소견

        Osteoclast-like giant cell tumor of the liver is an extremely rare malignancy with poor prognosis. To our knowledge, 5 cases have been reported in English literatures, but there was no report about fine needle aspiration cytologic(FNAC) features. We experienced a case of osteoclast-like giant cell tumor of the liver obtained by computed tomography(CT)-guided FNAC and needle biopsy. The cytologic findings mimicked slant cell tumor of the bone. A large hepatic mass of the left lobe with abdominal wall invasion was found by CT in a 46- year-old female complaining of epigastric pain. The FNAC showed moderately cellular smears consisting of osteoclast-like giant cells and mononuclear cells, which were individually scattered or intermingled in clusters. The osteoclast-like giant cells had abundant cytoplasms and multiple small round nuclei with fine chromatin and distinct nucleoli. The mononuclear cells had moderate amount of cytoplasm and relatively bland-looking oval nuclei with single small nucleoli. All of the cytologic features recapitulated the histologic findings of bland-looking osteoclast-like multinucleated giant cells evenly dispersed throughout the background of mononuclear cell. The immunohistochemical study showed positive reaction for CD68 and vimentin, but negative for cytokeratin in both osteoclast-like slant cells and mononuclear cells.

        Value of Jeju 4.3 Victims’ Record as UNESCO Memory of the World1

        The April 3 victim records are a collective history of victims, including the background of the incident, the history of the victims in the process of investigating the truth and restoring honor, the process of establishing the April 3 Special Act and resolving civil-private cooperation. The Jeju 4.3 Incident occurred on Jeju Island, a small South Korean island ruled by U.S. Government amid the global Cold War and the division of the Korean Peninsula after World War II was the second most serious casualty in modern Korean history. Of the island's total population of 280,000, between 25,000 and 30,000 were found to have been killed. Nevertheless, 50 years after the incident, no specific and comprehensive fact-finding has been made, and the truth and justice have been concealed. Since the late 1980s, the damage has gradually begun to be revealed as a fierce campaign to reveal the truth of Jeju civil society, including bereaved families, students, civic groups, media, cultural circles, and academic circles. On January 12, 2000, the Jeju April 3 Incident Truth and Victim Honor Recovery Committee was launched with the enactment of the "Special Act on the Truth and Restoration of Victims". The findings were announced at the time Roh Moo-hyun, the Korean President to visit Jeju Island at a “In the past power of the state of sympathy and heartfelt apology to family and the Jeju for a mistake to say.” and came to a formal apology. In addition, the government has taken steps to overcome past tragedies and move toward the future, including the creation of Jeju April·3 Peace Park in 2003, the establishment of Jeju April ·3 Peace Foundation in 2008, the designation of national anniversaries by the government in 2012, and the declaration of formalization between the bereaved families.         Integer Least Squares with Quadratic Equality Constraints and Its Application to GNSS Attitude Determination Systems

        In this paper we introduce the quadratically constrained integer least-squares problem and show how the LAMBDA method can be used to solve it for the purpose of GNSS attitude determination. The integer least-squares principle with quadratic equality constraints (ILSQE) is used to formulate our cost function. The solution of the ILSQE problem is derived and it is shown how the solution can be computed efficiently and rigorously with a novel LAMBDA based method. Experimental results with various single frequency GPS receivers are given to show the effectiveness of the proposed method. The method is also compared with some current methods of GNSS attitude determination. Apart from its efficiency, the proposed method is shown to dramatically improve the success rates of integer ambiguity GNSS attitude resolution.

        EGM08 중력 모델을 이용한 심층신경망 기반 지오이드 기복 예측 정확도 평가

        The difference between mean sea level and ellipsoid height is defined as geoid relief, which is essential information when building barometric altimeter/GPS combined systems or terrain matching systems. Therefore, an accurate calculation of the geoid undulation is required. In this paper, we propose a deep neural network method for calculating geoid undulations in real time in an embedded system. Then, using the EGM08 geoid model of order 2160, training data at intervals of 0.001 degrees were generated, and the prediction model accuracy was evaluated for 4 cases according to the number of hidden layers. As the number of hidden layers increased, the prediction accuracy increased, and it was confirmed that the calculation time also increased proportionally
