Growth management means specific regulatory policies aimed at influencing future growth so that it occurs in a more rational manner than would occur without any overall planning. Currently, thirteen U.S. states have adopted state growth management regulation (SGMR). The contemporary SGMR provides the statewide planning programs and goals that reduce negative externality and spillover effects and emphasize balanced sustainable development. The mediating role of SGMR is well matched with the explanatory framework of institutional analysis and development (IAD) in terms of solving social dilemmas in social contextual circumstances. This paper seeks to explain what factors account for the adoption of SGMR. By applying the IAD framework, the authors analyze the impact of political party ideology, community characteristics, and physical conditions. Through event history analysis, the authors found influencing important factors: political party ideology and citizen liberalism, real estate interest, and growth pressure.

Since 2007 and 2010, iPhone and iPad put a new producton in the world, education environment went through a lot of changes during the recent years. This article extracts essential type and use in Chinese education from smart-device based etc, iPad and iPhone, and it selects very useful application for chinese language learning. It proposes a new Chinese learning model through an combination of attributes of language learning with smart learning and mobile learning, and finally recommend its effective application in actual Chinese learning by educator. It categorized the application by type, as follows: vocabulary application, pronunciation application, conversation application, dictionary application, translation application, sentence expression application, video service application. The study is considered of the learning for the mobile-learning contents using smart device(iPad and iPhone), and is responsed by educator and students of dept. of Chinese. The application that selected of article for learning using smart device is also needed to improve the new method for the educator and students. and also I expert to expand the utilizing smart device in all education environments.

Multimedia sources is crucial in Chinese literary and educational. multimedia sources include video, sound, flash and etc. multimedia has a movie DVD, Internet streaming video, radio, MP3 sound, and so on. because they are includes sound source, It’s effective in Chinese and Chinese literature education. First, the DVD contains the abundant resource than other source. DVD media is included video, sound, and subtitles. on particular, the subtitles will be a very important role in Chinese education. extract clip and subtitles from DVD video and the effect is excellent when used in a mobile app as “nPlayer”. Second, sound rather than movie clip simple, but it is essential for teaching Chinese. however, there is no subtitle, a lot of beginners have difficulty in learning Chinese. Chinese education, educators are sound (mp3) and the lyric file (LRC), effect can be maximized. the application as “Lyrics go” use in Smartphones, students be obtained visual effects thought LRC file. Third, movies, sounds and subtitles that extract from DVD can be combining the ebook. software such as “3D ISSUE” is produced ebook that will work on PC and smartphone. Smartphones are excellent portability and accessibility. When teaching Chinese, smartphones will have much effect rather than the PC. Smart Chinese educational content can be a new alternative in Smart Age.
Quantitative Analysis of CNS Axon Regeneration Using a Microfluidic Neuron Culture Device

CNS axonal regeneration has been widely studied in order to develop strategies for overcoming Myelin mediated inhibition. However, there are no suitable in vitro methods to distinguish and assess regeneration of severed CNS axons. In this paper we describe the use of a new microfluidic neuron culture device that can be applied quantitatively to investigate the effect of myelin inhibitors on the regeneration of injured CNS axons. The device has two isolated compartments separated by a physical barrier with embedded microgrooves. The device has been successfully used for long-term culture of primary CNS neurons while isolating the somata in one chamber and directing growth of axons to the other chamber. We cultured cortical neurons in the devices and subjected them to reproducible axotomy by vacuum aspiration. After 24 hours, the lengths of regenerated axons were measured for quantitative analysis. NOGO-66 concentrations above 10 nM consistently resulted in ~20% reduction in length of regenerated axons. MAG protein also inhibited axonal regeneration. The length of regenerated axons decreased with addition of myelin inhibitory proteins after injury. These results suggest that the device can serve as an in vitro model for axonal injury and regeneration by simulating the microenvironment around the injury site.
