관광경찰제 도입에 따른 관광경찰의 실무적인 역할에 관한 연구

경찰청은 2013년 10월 16일 외국인 관광객을 상대로 한 범죄와 바가지요금을 뿌리 뽑기 위해 ‘관광경찰’제도를 도입할 예정에 있다. 관광경찰은 이들 외국인 관광객들에게 바가지요금이나 절도 등 외국인 관광 객의 불편 신고가 2009년 468건에서 2012년 897건으로 급증하고 있다고 진단 했다. 관광경찰 제도를 도입하게 된 핵심 근간도 한 해 1,114만 명에 달하는 외국 관광객의 불편을 해소하고 범죄를 예방할 필요성이 강하게 제기되고 있기 때문이다. 본 논문에서는 관광경찰제 도입에 있어서, 첫째, 관광정책의 이론적 배경, 둘째, 관광경찰제 도입의 필요성,셋째, 외국 관광경찰제 운영실태, 넷째, 관광경찰 의 실무적인 역할을 통해 관광객 유치가 안정되고 효과적으로 정착될 수 있는 준거를 제시 하였다.

자치경찰제도 도입에 따른 정부법(안)과 시도지사 협의회법(안)의 비교연구

지방 자치경찰제의 실시는 두 가지의 장점이 있다. 그 하나는 지방 자치의 영역의 확대이고, 다른 하나는 주민에 밀착된 ‘체감치안’을 확보할 수 있다는 것이다. 정부 수립 후 지방자치 경찰제도에 대한 여러 논의가 정치적 사회적으로 있어왔으나 그 논의는 국가의 안보와 국립 경찰력의 분산으로 인한 경찰 기능의 약화와 국가 예산 등의 문제로 중단되었다. 참여정부가 들어서면서 노무현 대통령은 2004, 9월 16일 국정과제회의에서 기초자치단체를 대상으로 자치경찰제를 시범 실시한다고 발표했다. 이 같은 자치경찰제도의 탄생은 다음과 같은 관점에서 한국의 경찰역사상 커다란 한 획을 긋는 의미 있는 일이라 할 수 있다. 첫째, 주민의 생활복지 측면, 둘째, 이원적인 경찰 구조의 형성 : 강력한 국가 경찰제와 지방 차지 경찰체제. 본 연구는 지방자치경찰체제의 이론적 배경과 영국, 미국, 독일, 일본, 프랑스, 스페인, 이태리 등의 외국의 경찰제도에 대한 고찰이 이루어졌으며, 자치경찰체제의 시범실시를 앞두고 있는 시점에서 참여정부의 법안과 기초 및 광역자치 단체의 의회의 법안 사이의 차이 등에 대한 비교 분석을 통해 한국에서의 지방자치경찰제도의 도입에 따른 기대효과와 문제점들을 살펴보았다. There are two merits to putting a municipal police system into practice. One is the extension of local self-governance. The other is to make sure of maintenance of the public order increasingly. After the establishment of the Korean Government, several municipal police systems have been discussed politically and socially. But the discussions were broken off because of weakening national security, police functions by the dispersion of national police power, and the national budget etc. With the public participation-government setting in, President Noh Moo Hyun announced that the municipal police system will be put in operation, by way of showing an example to lower level local authorities at the national adminstration meeting on September 16th, 2004. The establishment of a municipal police system can mark an epoch in the history of the Korean police system, from the following point fo view: 1) inhabitants' livelihood welfare, 2) dualistic organization of police system; the powerful police system of the nation and a municipal police system. In this study, the theoretical background of a local autonomous police system and police systems of foreign nations were considered, for example, England, America, Germany, Japan, France, Spain, Italy, etc Also, at this point of time with the showing a local autonomous police system ahead, through a comparative analysis of the difference between the public participation- government measure and the upper and lower level local council measure, expectant effects and problems by the introduction of a local autonomous police system in Korea were studied.

몽골의 국토의 크기는 세계 19위로 실로 엄청난 국토를 소유하고 있지만 인 구는 300여만명 밖에 되지 않는다. 인구 분포도 전국적으로 고루 분포되어 있 지 않고 대부분 수도인 울란바토르에 집중하고 있다. 아이악(도) 단위의 조직은 21개로 구성되어 있으며 지방의회는 지방을 관할하는 간접 민주주의제도를 채 택하고 있다. 특히 지방의회를 중심으로 지방자치제도가 도입된 몽골행정제도 와는 다르게 몽골경찰은 중앙집권적 국가 경찰로 조직 운영되고 있고 경찰권은 행정권의 일부로서 법무장관이 수반으로 되어 있기 때문에 법무장관은 경찰청 과 하부 경찰기관을 관장하고 경찰행정에 관한 심의나 의결사항도 법무부 경찰 위원회에서 다루고 있다. 그러나 몽골경찰은 형식적으로 지방경찰청을 시·도지사 소속하에 두고 있으 나 이들의 지휘·감독은 받지 않으며 실제적으로는 지방경찰청장이 경찰청장의 지휘와 감독을 받아서 관할지역 경찰기관장을 지휘·감독하고 있다. Public safety administration is important aspect that is related to the protect of life and property of citizens and processing of national punishment. Mongolian police system, when compared with Korea's dual system, is the model of so-called discrete model which completely separates the general administrative police from the enforcement police. The police in particular state should not be simply designated as the same “police” in the comparative institutional way. Therefore, it should be clear that the public function of police, risk prevention for the maintenance of public peace and order, which means what is being done in the functions of the police in the material sense, how conventional crimes prevented and repressed, and whether the maintenance of order should be included to the activities of police or not. Of course it is very difficult to decide police system, as the selection whether centralized police system or autonomous police system was very important considerate factor at authority management. To introduce the autonomous police system in Mongolia, it has been many argumentations what's kind of autonomous police system is the most reasonable system in the domestic surroundings for decades. In what ways national (centralized) police system and autonomous police system negotiate information relationships in producing information to maintain amity and secure their in Mongolia.
