여가복지 활성화를 위한 정책요인의 우선순위 산정

본 연구는 여가복지 활성화를 위해 국민여가활성화기본법에 근거한 정책요인을 도출하고, 이를 과학적인 정책과정화하기 위해서 상대적 중요도 연구를 실시하는데 그 목적이 있다. 이를 위해 문헌고찰과 전문가 집단협의를 통해 여가복지 활성화 정책요인을 도출하였고, 도출된 정책요인을 활용하여 우선순위 산정을 실시하였다. 이에 따른 주요 분석결과는 다음과 같다. 첫째, 계층1의 상대적 중요도는 제도 요인, 환경 요인, 교육 요인 순으로 산정되어 제도 요인을 가장 먼저 고려해야 하는 것으로 분석되었다. 둘째, 계층1, 계층2와 계층3 각 가중치를 활용하여 하위요인 간 변환가중치를 산정한 결과, 전담기구 설치 요인, 서비스전달기관 요인, 법령 제정 요인, 위원회 구성 요인, 향유 자원 제공 요인, 경제적 지원 요인, 정책개발 요인, 시설 요인, 관련 예산요인, 정책사업 개발 요인, 공간 요인, 서비스전달시스템 요인, 교육과정 개발 요인, 커뮤니티 구성 활동 지원 요인, 발간물 발행요인, 교육 콘텐츠 개발 요인, 전문인력양성 시스템 요인, 인식개선 요인, 정보접근 능력 함양 프로그램 요인, 기초자료조사 요인, 수혜대상의 확대 요인, 기획연구개발 요인, 정보활용 능력 함양 프로그램 요인, 평가체계 구축 및 이행관리 요인, 관련 실증적인 자료기반 조성 및 공유 요인, 여가복지 정책기조 패러다임의 변환 요인 순으로 산정되어 전담기구 설치 요인을 가장 먼저 고려해야 하는 것으로 분석되었다. 본 연구결과는 관련 범부처 및 지방자치단체, 유관기관의 운영방향과 서비스전달체계에 관한 정책적이고 과학적인 시사점을 줄 수 있을 것이다. This study deduces policy factors based on the Framework Act on the Promotion of Leisure of Citizens to activate leisure and welfare. Its purpose is to perform relative importance research to create a process for the activation of leisure welfare. For this, leisure and welfare activation policy factors were deduced for expert group consultations and literary contemplation and using the deduced policy factors, priorities were computed. The important analysis results regarding this are as follows. First, relative importance in hierarchy 1 were computed in the order of system factors, environmental factors and educational factors, and it was analyzed that system factors should be taken into consideration first. Second, upon computing the converted weight between sub-factors using each weight of hierarchy 1, hierarchy 2, and hierarchy 3, it was computed in the order of exclusive institute installation factor, service delivery institute factor, legislation factor, committee composition factor, enjoyment resource provision factor, economic support factor, policy development factor, facility factor, relevant budget factors, policy project development factor, spatial factor, service delivery system factor, educational course development factor, community composition activity support factor, publication factor, educational contents development factor, specialized human resource fostering factor, perception improvement factor, information access ability enhancement program factor, basic data survey factor, beneficiary expansion factor, relevant empirical data-based establishment and sharing factor, and factor of converting the leisure welfare policy basis paradigm, thus being analyzed that the exclusive institute installation factor must be taken into consideration first. The results of this offers policy-based and scientific implications on the operation direction and service delivery system of relevant pan-government and local government organizations, as well as relevant agencies.

아웃레저스포츠 이벤트 활성화를 위한 정책요인의 우선순위 산정

본 연구는 개인적 기능과 국가·산업적 측면에서 긍정적인 효과가 있는 아웃레저스포츠 이벤트 활성화를 위해 도출된 정책 요인에 대해서 AHP를 통해 가중치를 도출해 보고 향후 우선적으로 시행되어야 할 정책에 대해서 제언하는데 그 목적이 있다. 이를 위하여 김민규, 박병권 및 박수정(2015)이 연구한 정책 요인들을 활용하여 우선순위 산정을 실시하였다. 이에 따른 분석결과는 다음과 같다. 첫째, 계층 1은 정책요인이, 둘째, 계층 2의 하위계층은 정책개발 관련 요인이, 셋째, 계층 2의 인프라 요인 하위계층은 선수지원 관련 요인이, 넷째, 계층 2의 운영 요인 하위계층은 홍보 관련 요인이, 다섯째, 계층 2의 정책 요인 하위계층은 정책개발 관련요인이, 여섯째, 계층 3의 시설 관련 요인별 우선순위 산정은 전문코스 구축이, 일곱째, 계층 3의 선수지원 관련 요인별 우선순위 산정은 전문지도자 양성이, 여덟째, 계층 3의 기획 관련 요인별 우선순위 산정은 각급 대상별 대회유치 방안이, 아홉째, 계층 3의 진행 관련 요인별 우선순위 산정은 행정기관 간 협조체계 구축이, 열 번째, 계층 3의 홍보 관련 요인별 우선순위 산정은 관련 정보전달 체계 구축이, 열한 번째, 계층 3의 정책개발 관련 요인별 우선순위 산정은 지자체의 대회운영 협조 지원 정책개발이, 열두 번째, 계층 3의 전문인력 양성 개발 관련 요인별 우선순위 산정은 정책 관련 전문인력 양성이 최우선 고려되어야 하는 것으로 분석되었다. 본 연구의 결과는 정책기조 개발 및 정책개발, 정책사업 개발, 학문의 유기적 결합 및 영역의 확장에 도움이 될 것이다. This study aims to deduce weighted value of policy factors drawn through AHP for revitalization of out-leisure sports event which has a positive effect on personal function and national industry aspect and then, to suggest a policy to be preferentially implemented in the future. For this, determination of priority was conducted using policy factors researched by Kim, Min-Kyu, Park, Byung-Kwon and Park, Soo-Jung(2015). Analysis result is as follows. It is required to preferentially consider following; first, the class 1 was policy factor; second, sub-class of the class 2 was policy development-related factor; third, infra factor sub-class of the class 2 was player support-related factor; fourth, operation factor sub-class of the class 2 was PR-related factor; fifth, policy factor sub-class of the class 2 was policy development-related factor; sixth, determination of priority as per facility-related factor in the class 3 was establishment of professional course; seventh, determination of priority as per player support-related factor in the class 3 was to foster professional leaders; eighth, determination of priority as per planning-related factor in the class 3 was contest attraction plan as per respective object; ninth, determination of priority as per processing-related factor in the class 3 was establishment of collaboration system between administrative agencies; tenth, determination of priority as per processing-related factor in the class 3 was establishment of relevant information transmission system; eleventh, determination of priority as per policy development-related factor in the class 3 was support policy development of contest operation by local governments; twelfth, determination of priority as per professional leader fostering and development-related factor in the class 3 was to foster policy-related professional leaders. Result of this study will give a help to development of policy keynote, development of policy, development of policy project, organic combination of study, and expansion of its realm.

스포츠도박 중독 문제해결을 위한 국가사회적 다차원 개입전략 정책요인의 우선순위 산정

본 연구는 스포츠도박 중독 문제해결을 위한 국가사회적 다차원 개입전략 정책 요인에 대해서 AHP를 통해 가중치를 도출해 보고 향후 어떠한 정책을 우선적으로 시행해야 하는지에 대한 제언하는데 그 목적이 있다. 이를 위하여 김민규와 박수정(2017)이 연구한 스포츠도박 중독 문제해결을 위한 국가사회적 다차원 개입전략 정책요인들을 활용하여 우선순위 산정을 실시하였다. 이에 따른 주요 분석결과는 다음과 같다. 첫째, 계층 1은 서비스 전달체계 관련 요인이, 둘째, 계층 2의 하위계층은 인식개선 관련 요인이, 셋째, 계층 2의 집단별 개입전략은 치료프로그램교육 개입 관련 요인이, 넷째, 계층 2의 서비스 전달체계는 연구개발 관련 요인이, 다섯째, 계층 3의 집단별 개입전략 하위계층은 치료재활 프로그램 운영이, 여섯째, 계층 3의 연구 개발 관련 요인 하위계층은 기초자료조사 관련 요인이, 일곱째, 계층 3의 정책개발 및 운영 요인 하위계층은 중앙정부의 개입관련 요인이, 여덟째, 계층 3의 인식개선 요인 하위계층은 국제교류 하위요인이 최우선 고려되어야 하는 것으로 분석되었다. 본 연구의 결과는 스포츠도박 중독 문제를 해결하기 위한 정책개발 및 관련 학문의 영역확장에 도움이 될 것이다. The purpose of this study is to draw weight of multidimensional intervention strategy policy factors priorities to solve sports gambling addiction problem through AHP and to make a suggestion which policy has to be implemented with priority in the future. To this end, estimation of priorities was conducted using national social multidimensional intervention strategy policy factors to solve sports gambling addiction problem studied by Kim, Min-kyu and Park, Soo-Jung(2017). The analysis results are as follows. The first priority of consideration is shown below as per the class. First, service delivery system-related factor is for class 1. Second, awareness improvement-related factor is for sub-class of the class 2. Third, intervention-related factor of treatment program education is for group-wise intervention strategy of the class 2. Fourth, research development-related factor is for service delivery system of the class 2. Fifth, operation of treatment and rehabilitation program is for sub-class of group-wise intervention strategy of the class 3. Sixth, basic data investigation-related factor is for sub-class of research & development-related factor of the class 3. Seventh, intervention-related factor of central government is for sub-class of policy development and operation factor of the class 3. Eighth, sub-class of international exchange is for sub-class of awareness improvement factor of the class 3. Results of this study will give a help to development of policy keynote and policies, development of policy projects, academic organic combination and field expansion.

치매 문제해결을 위한 스포츠정책 요인의 우선순위 산정

본 연구는 치매 문제해결을 위한 스포츠정책 요인에 대해서 가중치를 도출하고, 정책요인의 우선순위를 산정하는데 목적이 있다. 이를 위해 Kim, Kim, & Park(2018a)이 연구한 치매 문제해결을 위한 스포츠정책요인들을 활용하여 우선순위 산정을 실시하였다. 이에 따른 주요 분석결과는 다음과 같다. 첫째, 집단구분 요인 계층2의 가중치는 R&D 대상별 요인, 정책 대상별 요인 순으로 산정되어 R&D 대상을 먼저 고려해야 하는 것으로 분석되었다. 계층2와 계층3의 가중치를 활용한 하위요인 변환가중치는 매개 연구별 요인, 치매 관련 대상자별 요인, 치매증상 수준별 요인, 치매 관련 장소별 요인 순으로 산정되어 매개 연구별 요인을 먼저 고려해야 하는 것으로 분석되었다. 둘째, 계층1 중 집단구분 요인을 제외한 3가지 요인 간의 가중치는 정책개발 요인, 연구개발 요인, 인프라 구축 요인 순으로 산정되어 정책개발 요인을 먼저 고려해야 하는 것으로 분석되었다. 계층1과 계층2, 계층3의 가중치를 활용한 하위요인 변환가중치는 서비스전달체계 요인, 하드웨어 인프라 요인, 법안관련 요인, 휴먼웨어 인프라 요인, 심동적 영역 요인, 인식개선 요인, 치매로 인한 이환요인, 콘텐츠웨어 인프라 요인, 기초자료조사 요인, 정책과정 요인, 예산관련 요인, 전문인력양성 요인, 스포츠 프로그램 개발 요인, 용기구 개발 요인, 치매발병 위험 요인, 라이프웨어 인프라 요인 순으로 산정되어 서비스전달체계 요인을 먼저 고려해야 하는 것으로 분석되었다. 본 연구결과는 치매 문제해결을 위한 스포츠정책 개발 및 적용에 도움이 될 것이다. The purpose of this study is to draw weight of sports policy factors priorities to solve related to dementia problem through AHP which policy has to be implemented with priority in the future. To this end, estimation of priorities was conducted using sports policy factors to solve related to dementia problem studied by Kim, Kim & Park(2018a). The analysis results are as follows. First, weights of group classification factor were calculated in order of R&D-specific subjects and policy-specific subjects factors. The sub-factor transformation weights using the weights of the hierarchy 2 and the hierarchy 3 were calculated in the order of mediated research, dementia related subjects, dementia symptom by level, and dementia related places factors. Second, weights of the three factors excluding the group classification factor were calculated in the order of policy development, R&D, and infrastructure factor. The sub-factor transformation weights using the weights of hierarchy 1, hierarchy 2, and hierarchy 3 were calculated in order of service delivery system, hard-ware infrastructure, law-related, human-ware infrastructure, psychomotor domains, awareness enhancement, causes of dementia, contents-ware infrastructure, base data survey, policy process, related budget, expert training course, relevant sports program development, development of sports equipment, risk factors for dementia, life-ware infrastructure factors. The results of this study will give a help to the development and application of sports policy for solving of the issues related to dementia.
