우리나라의 방송ㆍ통신부문은 1990년대 이후 빠른 속도로 성장하여 왔으며 서비스부문의 성장 동력으로 주목받고 있다. 본 논문에서는 방송ㆍ통신부문의 경기변동에 있어서 특징을 파악하고 거시경제의 변동이 방송ㆍ통신부문에 미치는 영향을 분석함으로써 향후 경기변동에 따른 방송ㆍ통신부문에 대한 정책적 시사점을 모색하였다. 분석결과 방송ㆍ통신부문은 경기변동의 진폭이 경제 전체에 비하여 큰 것으로 나타났으며, 특히 방송부문의 경기 민감도가 높게 나타났다. VAR 분석 및 다부문 동태확률 일반균형을 통한 분석결과 통화정책에 대한 충격반응의 경우 방송부문 산출은 전체 산출에 비하여 3배 정도 크게 나타났다. 아울러 방송부문의 경우 개별 충격이 전체 경기변동 충격에 더하여 방송부문 경기변동 민감도를 높이는 반면, 통신부문의 경우 개별 충격이 전체 거시경제 충격에 독립적으로 움직이는 것으로 나타나 방송부문의 경기변동 민감도가 통신부문에 비하여 높게 나타났으며, 이에 따라 향후 방송부문에 대한 정책을 수립할 경우 경기에 대한 민감도를 충분히 고려하여야 할 것으로 보인다. 한편, 방송ㆍ통신부문과 경기변동에 대한 동태확률 일반균형모형 분석은 개별 산업부문과 거시경제 전체간의 관계를 동태확률 일반균형모형을 이용하여 분석한 새로운 시도라는 점에서도 의의를 가진다. Korean broadcasting and telecommunications industries have grown rapidly since 1990s and attract much attentions as new growth engines in the service sector. This paper analyzes the characteristics of broadcasting and telecommunications industries over business cycles and derive implications from them. We find the business cycle fluctuations of broadcasting and telecommunications industries are bigger than the overall economy and the broadcasting industry in particular. Using structural VAR and dynamic stochastic general equilibrium(DSGE) model, we find broadcasting industry output responds about 3 times more than total output to monetary policy shock. We also find shocks idiosyncratic to broadcasting industry exacerbate its business cycle fluctuations in addition to macroeconomic shocks while shocks idiosyncratic to telecommunications industry work independently of business cycles and we need to pay particular attentions to business cycle movements when we make plans and policies on broadcasting industry.
