        우리나라 중소도시의 녹지보전과 녹화추진 방안 - "지방의제 21' 실천을 중심으로 -

        The purpose of this paper is to propose directions for urban greening and nature conservation in small-to-medium-sized cities in Korea for implementation of the Local Agenda 21 (LA 21 hereafter). In this paper, the status of implementation of the LA 21 in both Korea and Japan have been examined. In addition, the green-related plans of both countries have been compared. The cities of Jeonju and Sagamihara were chosen as examples to compare. The result of the research is as follows: 1)With regard to the responsible bodies, in Korea, the implementing plans were initiated by the environment-related authorities of local governments while, in Japan, the plans of action were initiated through consultative committees reflecting opinions from citizens and business entities. 2)Concerning the status of implementation of LA 21, the city of Jeonju has adopted a plan of action and then implemented the plan through a consultative body without adequate legal ground. On the other hand, the city of Sagamihara has enacted a local ordinance to implement the LA 21 It was learned that the newly enacted ordinance has positively been interrelated to existing environmental plans. 3)Regarding urban greening and nature conservation plans, the city of Jeonju has focused on comprehensive measures to preserve and restore ecology while the city of Sagamihara has clearly suggested educational purposes in its plans in addition to preserving and restoring ecology. 4)In terms of support by law or legal system concerned, it has been teamed that, compared with Japan, Korean plans have not been properly supported by law or the legal system to urban greening and nature conservation plans. The same was shown in the city of Jeonju as compared with the city of Sagamihara. As for future directions, the follow are proposed: 1) establishment of a local Committee on Sustainable Development, 2) enactment of relevant and regulations such as the Master Plan of Parks and Green Open paces, 3) establishment of ecological greening plans.

        부유식 라이다 시스템 모션 보정 알고리즘의 구현 및 검증

        Due to the limitations of onshore wind power, the wind power industry is currently transitioning to offshore wind power. There has been active research on the development of a floating LiDAR system (FLS) that is easy to install at a low cost. The Carbon Trust published a commercialization roadmap for FLS in 2013, and an updated version was released in 2018, taking into account industry experience. The roadmap divides the development maturity of FLS into three stages: Stage 1 (prototype), Stage 2 (pre-commercialization), and Stage 3 (commercialization), each of which requires availability and accuracy assessment. The results must meet the requirements of the Key Performance Index (KPI) for each stage. Therefore, when developing FLS, the motion compensation algorithm of the FLS is essential because the LiDAR can produce incorrect measurements of wind speed and direction due to the six degrees of freedom in motion. In this study, we implemented the FLS motion compensation algorithm developed by Nassif, F.B. et al. and validated it using data provided by Fraunhofer. In conclusion, the results showed that the determination coefficients of wind speed and wind direction were improved compared to those obtained from the met mast.

        복잡지형에서 난류강도를 고려한 풍력발전단지설계

        The investigation on wind farm design using CFD technique was carried out to reduce turbulence intensity in a wind farm. A potential wind farm in Gasiri of Jeju Island was selected for the design and the commercial S/W of Meteodyn WT was used for applying CFD technique. The initial layout of wind turbines was derived using WindPRO which is mainly used for wind farm design in Korea. Then, the distribution of turbulence intensity on complex terrain was calculated and visible by Meteodyn WT. Based on the distribution, wind turbines were positioned properly. As a result, wind turbines could be deployed at positions with minimum turbulence intensity as well as maximum Annual Energy Production, AEP, using Meteodyn WT. It is necessary to take into account turbulence intensity in wind farm design to avoid wind turbine failure.

        AWS와 MERRA 데이터의 장기간 풍속보정을 통한 풍력터빈 최적배치 및 연간에너지생산량 예측

        부산지역 가덕도 일대에 30MW 규모의 육상 풍력발전단지개발을 위한 풍황자원분석과 풍력터빈 최적배치를 수행하였다. 후보지역에 설치되어 운용중인 AWS(KMA)에서 측정된 바람 데이터를 이용하였으며, 데이터 품질분석을 통한 신뢰성 검토를 수행하였다. 1년간 측정된 AWS 데이터는 MERRA 재해석 데이터와 선형희귀(Linear regression method) MCP 기법의 적용을 통해 30년으로 장기 보정되었고, 이를 이용한 풍력터빈 최적배치를 수행하였다. 3㎿ 풍력터빈을 적용하여 총 25 조건의 풍력터빈 배치에 대한 최적배치를 수행하였으며, 다양한 후류모델을 적용하여 발전량해석을 수행하였다. 단지효율은 97.6%~98.7%, 연간이용률은 37.9%~38.3%로 예측되었고, 후류영향이 고려된 연간발전량이 99,598.4 ㎿h~100,732.9 ㎿h로 예측됨에 따라, 우수한 경제성을 갖는 풍력발전단지개발이 가능한 지역임을 확인하였다. A Wind resource assessment and optimal micrositing of wind turbines were implemented for the development of an onshore wind farm of 30 ㎿ capacity on Gadeok Island in Busan, Republic of Korea. The wind data measured by the automatic weather system (AWS) that was installed and operated in the candidate area were used, and a reliability investigation was conducted through a data quality check. The AWS data were measured for one year, and were corrected for the long term of 30 years by using the modern era retrospective analysis for research and application (MERRA) reanalysis data and a measure- correlate-predict (MCP) technique; the corrected data were used for the optimal micrositing of the wind turbines. The micrositing of the 3 MW wind turbines was conducted under 25 conditions, then the best-optimized layout was analyzed with a various wake model. When the optimization was complete, the estimated park efficiency and capacity factor were from 97.6 to 98.7 and from 37.9 to 38.3, respectively. Furthermore, the annual energy production (AEP), including wake losses, was estimated to be from 99,598.4 ㎿h to 100,732.9 ㎿h, and the area was confirmed as a highly economical location for development of a wind farm.

        단지 접근성 및 대형 부품의 신뢰성 향상에 따른 해상풍력단지 O&M 성능 비교

        In the renewable energy field, wind energy has grown the most over the past decade. Many wind farms are being developed offshore to overcome the limitations of onshore wind farms and to utilize strong and steady wind resources. However, the initial investment costs for offshore farms are larger than for onshore ones, and the costs of operation and maintenance may be substantially higher imited maintenance and accessibility to the wind turbines due to weather. Maintenance strategy and planning optimization can significantly reduce operating costs. This process is important for offshore wind farms to reduce the high economic risks associated with uncertainties about the accessibility and reliability of wind turbine systems. In this study, O&M performance was compared with a case study in which different maintenance strategies were reflected. We investigated the advantages of reducing the distance between the O&M port and the wind farm and applying a condition-based maintenance strategy for the large components of wind turbines. As a result, it is possible to improve the availability of wind turbines and reduce maintenance costs by improving accessibility to the farm and the reliability of large parts.
